TOWN OF ITHACA 41 Public Works Committee Meeting September 28, 1999 Highway Facility Present: Rich Schoch, Dan Walker, Fred Noteboom,Gene Redman, and David Klein—Chairperson. The meeting begin at 8:06 a.m. The minutes will be approved at the next meeting, as there is not a quorum today. Construction Costs for Caldwell Road Fred handed out a synopsis of the cost to rebuild Caldwell Road. It was pointed out that the total cost includes paving the road down the hill to Forest Home Drive, which was not in the original estimate. David Klein asked if the labor cost includes fringe benefits. Fred said no, that the software program we use does not have the fringe benefits in the package. We should add approximately 30 percent to the total cost to cover fringe benefits. After further checking, the fringe benefit is closer to 45 percent. The equipment costs include the rental of an excavator until the Towri s purchased one was received. David asked how Cornell University's share was figured. Fred said that we estimated the cost of building the turning lane, and Cornell University paid that amount. The project, due in part by good weather,was three weeks ahead of schedule. There was a problem getting the striping company to come before Cornell University's students came back,but it is now striped. Construction Costs for Coddington Road Community Center Parking Lot The figures for the costs on constructing the parking lot were on the same handout as the Caldwell Road figures. Again, the fringe benefits need to be added to this cost. The actual cost of construction was less then the estimate. Public Works Committee Minutes,September 29,1999 Page 2 We have not heard from the neighbors across the road regarding plantings. Rich Schoch stated that he would rather plant trees, etc. in the spring, so we will wait to do anything there. The neighbors may not have us do plantings anyway. Fred indicated that Cathy Valentino and Mary Russell said the parking lot looks good. Fred indicated that we achieved the goal of adding spaces for the ball field. There are also spaces for handicapped parking. David suggested that the memo regarding the costs of the construction be sent to the Town Board along with the Highway Superintendent's report,with changes to the labor costs and the additional work noted. David informed the Committee that the State would be holding a meeting regarding the Route 366 Bridge. Fred or Jonathan will be attending. David asked if they could report to the Board the outcome of that meeting. Discussion on the new Town Hall Dan Walker explained that the award contract for the construction of the new Town Hall will have to be around Christmas. We may have to hold a special meeting for this. Dan said that the documents would be ready October 29, 1999. At the November 4, 1999, meeting the Town Board will approve the documents and advertise for bids. The rest of the time line is: Ad for the bids in paper November 12 and December 9 bids will be opened. There will be a pre-bid meeting November 23, 1999. The architectural firm estimates 17 weeks of construction and 4 weeks for construction of the roof. David said that the Town should consider 5 months for construction. David asked Dan to have HOLT take a good look at the time line. The Town will inspect and monitor its building permits, along with the Post Office's. The rest of the time spent on the new Town Hall was related to reviewing the draft plans. Water and Sewer Intermunicipal Projects Dan informed the Committee that a$16 million loan has been approved from the Environmental Facilities. The newspaper indicated that this loan was to rebuild the City of Ithaca's water pump station. This is not true. The loan is to rebuild the water system plant for the Intermunicipal Water System. , Public Works Committee Minutes,September 29,1999 Page 3 Dan said that they are still meeting regarding the sewer project. There has been some disagreement on the wording. Capital Planning There are two project plans. We are waiting for the agreements to be signed. Otherwise, there have been no major plans until we see what is going to happen with the Intergrated Water System. Dan said that he would like to have a "sister" tank for the Trumansburg Road tank, as this is the only tank on West hill. Dan is also concerned with the sewer lines that the hospital is on. The meeting was adjourned at 10:00 a.m.
