Town of Ithaca Public Works Committee Meeting
August 24, 1999, 8:00 a.m.
Town of Ithaca Highway Facility
Present: David Klein, Chairperson; Fred Noteboom, Cathy Valentino, Dan Walker,
Ed Conley.
Guests: Mary Russell
The meeting started at 8:15 a.m.
The minutes for December 1998 and June 1999 will be approved at the next meeting.
Caldwell Road Discussion
Fred Noteboom informed the Committee that the Cornell Ithaca Transportation Council
(CITC) would like to have a stop sign put in at the intersection of Forest Home Drive
and Caldwell Road on Caldwell Road. It was also recommended by the CITC that an
all-way stop be put in at Campus Road and Caldwell Road. The Committee did not see
a problem with this, so they will recommend it to the Town board.
Fred said that the Town received a petition from the Deer Run Association asking that
stop signs be placed on Whitetail Drive at Saranac Way and Teton Court. This would
make it a 4-way stop intersection. This was also recommended by the Public Works
Committee to be present to the Town Board.
These proposals will have to be presented to the Town Board and a public hearing will
have to be scheduled.
Caldwell Road Discussion
Fred informed the Committee that, so far, the cost for materials and labor are
approximately $81,000. The striping and grass seeding still need to be done.
David Klein asked if we were on schedule for costs and time. Fred said yes, we opened
the road three weeks earlier than projected.
There was a discussion regarding the company striping the road and that it was taking
longer for them to get there then we would have liked. The contractor that Cornell

University has for their project in the area could have done the striping for the Town.
�J Cornell University staff has complimented the Town's work several times.
When the job is completed, the Highway Department will provide the Committee with
a break down of the costs.
Coddington Road Community Center Parking Lot Discussion
This project is completed except for putting up signs and striping the parking spaces.
This will be done this week.
Rich Schoch informed the Committee that there is no room for plantings on the
Coddington Road Community Center side of the road. He has been in contact with the
Bowers (the house across the road) and we may put something there. Mary Russell
suggested talking to the Silsbee's to make sure they do not want any plantings. We will
be putting in bumpers for the parking area.
Mary and Ed Conley said that the area looks nice.
There was a discussion regarding the road itself. Fred would like to see Tompkins
County re-profile the road. He said that Coddington Road was on the MPO's
`i (Metropolitan Planning Organization) schedule to be repaved. Mary expressed her
concern that the County is proposing to widen the lanes and the shoulders. There was a
discussion regarding the publics need to be aware of New York State and Tompkins
County's encouragement of larger lanes. Fred said that this project did not make the
first cut; the scope of the project was changed from the City line to Troy Road.
There was a discussion regarding the County's planning and implementing of a project.
We do not feel that they have good planning. Mary said that she would like to see the
Town have more input on the Coddington Road project.
There was a discussion as to how far the County would pave on Coddington Road.
Fred said that the TEA-21 application does not include the entire road. Fred would like
to see sidewalks put on Coddington Road. He would also like to realign Burns Road
and King Road so that they meet at an intersection on Coddington Road. This will not
happen at this time. Fred said that we would like to have Burns Road raised (at the
intersection) for a better site distance.
Fred will get more information on the design.
Safety-toed Shoes

Fred said that the Town has been working with Bolton Point to put together their
personnel manual and the Town's. One of the issues to work out is safety-toed shoes.
At present, the Town does not require them, but Bolton Point does. Fred indicated that
if the Town started requiring them, the Town should reimburse-the employees some
how.
There was a general discussion as to the Personal Protective Equipment that the Town
does provide. We provide safety vests, hard hats, uniforms, gloves, safety glasses,
brush helmets, rain gear, etc. We also provide bright orange T-shirts for the summer
weather—we pay half the cost of these.
The Committee agreed that they like to have the Town's employees identified.
Bolton Point has a clothing allowance that includes shoes.
The Committee has suggested that the Town employees look into this further. This will
also be taken to the Safety Committee for their recommendations.
There are many issues to work out to bring the Bolton Point employees on board with
the Town. This process will continue.
East King Road Sewer Discussion
Dan Walker put this on the agenda, but was not able to attend the meeting. Wayne
Sincebaugh believes that Dan was talking about the work at the top of the hill, where
there are about 5 or 6 houses that do not have sewer hookup provided. Wayne says the
area is from Hospice going towards Danby Road for about 1,000 feet.
The Committee suggested that the Engineering Department determine the cost to put in
sewer and put in on the Capital Plan.
There was a brief discussion on the intermunicipal sewer agreement and the Town's
funds.
This will be discussed at a later date.
Capital Work Plan Discussion
The Committee will discuss the water and sewer capital work plans when Dan is
available.
Fred indicated we would be discussing the Year 2000 capital work plan not the 5-year
work plan. The 5-year work plan is still in the working stages in the CAPS committee.

�1 The Highway Department would propose that the $50,000 from the A5132.440 account
be (1999 funds) be put in a capital fund account for the reconstruction of the Highway
facility. There is approximately $22,000 from other funds that could be used also. Fred
indicated that the Year 2000 would be a"light" year with regards to replacing of
equipment. He proposes that$40,000 from that fund could be committed to the
Highway facility cause.
There was a discussion that possibly both the water and the sewer funds could commit
funds to the project also.
Fred indicated that because some of the work from the original recommendation has
already been completed, it would cost approximately$750,000 to do the rest.
There was a discussion regarding Town Hall and the progress this project has made.
The Post Office will be moving out of the building during construction. They would be
leaving soon. It is believed that the Town will put the current building on the market
for$350,000.
Other,projects for the Year 2000 capital plan include Renwick Heights Road. The
Highway Department will conduct a public meeting on the project in the fall. Wayne
{ ? said that the water lines in the area need to be looked at. He would propose developing
a loop with the Village of Cayuga Heights. The cost for such a project would be about
$50,000.
The Renwick Bridge project is to be let for bid soon. The County has decided to leave it
up to the contractor when the work will be started. The Committee members voiced
their concerns about starting work on the bridge and then leaving it closed for the rest
of the winter.
There was a discussion regarding the retaining wall on Forest Home Drive. Fred has
found no information as to who owns the wall. He will look at the abstract. The
Highway Department is planning to repave that area of Forest Home Drive. We will
conduct a public meeting on this also.
Another project that would be worked on in the Year 2000 would be Maple Avenue.
This project will require a lot of fill for connecting the walkway. It is possible that the
fill work would be done in 2000 and the rest in 2001. The area in question is from the
Ithaca City line to Pine Tree Road at the railroad tracks. We will talk to the Engineering
Department about a design for this project.
We will work on the Park Lane project again in the Year 2000. We are currently
working on the drainage in the area.

The Highway Department will be reconstructing Tareyton Drive. The drainage in the
area needs to be restored, and the base of that road appears to be in good shape.
Iacovelli Park is another project to be worked on in the Year 2000.
The Raffensperger Pavilion at the Eastern Heights Park is another project for the Year
2000. This project would be contracted out.
Another project to be looked at would be the Michigan Hill frail. This frail goes
between Hospicare and Whitetail Drive.
Fred indicated that we would review the Towri s surface treating procedure in 2000.
Although surface treating is less expensive, residents are not always happy with it.
Surface treating,mainly oil and stoning, helps to preserve the road base. It can also
help with traction in the snowy months. We tend to use less salt on these roads.
Fred informed the Committee that there is a meeting on August 31 at the Eastern
Heights Park to discussion traffic and drainage issues in the area.
Fred said that R.C. Quick has been in touch with him regarding the Park Lane road cut.
C ; There may be a better place to start the road cut, but this will be discussed at a later
date.
