Town of Ithaca Highway Facility
Present: David Klein, Chair; Cathy Valentino; Ed Conley;Gene Redman;Wayne
Sincebaugh; Dan Walker; and Rich Schoch.
Meeting began at 8:05 a.m.
The minutes for March and April were approved.
West King Road Bridge Agreement
Dan Walker handed out a copy the West King Road Bridge Agreement. The total cost
the Town of Ithaca will be responsible for will not exceed$54,400. The budgeted
amount for this reconstruction is$50,000.
Dan informed the Committee that the contractor is doing all the work—Town forces
will not be working there.
There was a discussion regarding the completion of the project—it is almost done.
Cathy Valentino asked Dan to get the final costs before the June Town Board Meeting,
so actual costs can be put in the agreement,before it is signed.
Attached is a resolution from the Committee approving the agreement.
Coddington Road Community Center (play field) Parking Lot Project
Rich Schoch showed the Committee a map of the design to rebuild the parking lot at the
Coddington Road Community Center (CRCC). He estimated that it would cost$25,000
to rebuild the parking lot and fix the drainage. The parking lot surface will be surface
treated (oil and stone) and the drainage ditch will be filled in with underground pipes.
There was a discussion regarding the type of screening needed by the road. Rich
suggested a fence, but the Committee felt that plantings would be better, less
vandalism, etc. Rich will look into putting some plantings there, possibly reusing the
bushes and arborvitae already there.

Rich informed the Committee that the 1999 contractual expense accounts do not have
enough money in them.
There was a discussion regarding the reserve (Iacovelli Park) account. There is
approximately$80,000 in it. The Highway Department would not be able to complete
the total construction of the Iacovelli Park site in 1999—work will be phased over more
than one year. This subject will be put on the Town Board's meeting agenda to discuss
and approve. We would take $5,000 from the B7140.401 contractual account and
$20,000 from the Iacovelli Park reserve account.
Dan asked if the agreement between the Town and CRCC warrants spending$25,000
on repairs to the parking lot. We have a permanent easement and we maintain the
field,but there is concern that CRCC could decide that we would not be able to use
them at some future date. We need to review the agreement. Cathy suggested talking
to John Barney, Town Attorney, about this.
This project needs to be done for the safety of the public. There is poor visibility there.
Also, the expand capacity of the parking lot for times when baseball games are being
played or community events at the Center require better parking.
CRCC has not seen this plan yet. Rich will meet with Anne Morrisette, Director, on
May 26,1999, to go over the plan with her.
There was some concern about who uses the play fields in the summer and the
construction schedule. We would like to start in mid-June, with the project being
completed before July when CRCC's summer programs start. The oil and stone would
be done in August along with the rest of our surface treating.
Caldwell Road Reconstruction
Gene Redman informed the Committee that the Town would start construction on
Caldwell Road on June 14, 1999. Cornell University will start their construction at the
same time. The Town will be meeting with Cornell University to discuss traffic control
issues, etc. We will make provisions for truck traffic to the vet school, etc. We will be
working from the intersection of Route 366 to the top of the hill on Caldwell Road.
Cathy asked if we were still putting in the island at the intersection. Because we are
only putting in 2-lanes there,the island is not needed. There was a discussion that the
intersection will be a three-way stop.
There was a discussion regarding the bike lane. It was decided that the signs to end the
bike lane should be at the intersection, instead of the end of the path. We would like to
,ma } discourage people from biking down the hill—it is dangerous.

David asked when we would reconstruct the rest of Caldwell Road (from the hill to
down to Forest Home Drive. Dan said that we are waiting for the NESTS study to be
finished. Very little design has been worked on because of this. David felt that the rest
of the road should be done in 2000. There was a discussion regarding flattening the
grade and putting in underground drainage there.
Gene informed the Committee that the Town's forces are working on Forest Home
Drive from Caldwell Road to the Dryden Line. We are fixing the drainage and will re-
pave the road.
There was a discussion regarding Cornell University's contribution to the Town for the
reconstruction of Caldwell Road. A letter was written to Bill Wendt. Dan will talk to
Bill tomorrow. David said that we need to get an agreement for this.
New Town Hall
Cathy has talked to the Post Office's new project manager—John Fedrico. The Town
and the Post Office staffs will be meeting on June 9, at 9:00 a.m. to discuss this. The Post
Office has made it clear that they can not be done with their construction and can not
move out of the Town's space by June 30, 1999. Cathy would like to discuss having
them move into a trailer or another building so work can be started.
There was a discussion regarding the Justices' area and Cathy would like to see the
previous design used. There was a discussion regarding records management and air
quality control.
David informed the Committee that under ADA there must be a ramp to the Judges
bench if it is a raised bench.
Dan indicated that we are about two months out of phases. We will not be able to start
construction for the new Town Hall until September.
Integrated Water System
Dan indicated that we are closer to signing an agreement for the integrated water
system. Cathy said that Bolton Point has agreed to the changes that where made and
that it would be reviewed at the meeting next week. Then we will meet with the City of
Ithaca and Cornell University to review agreement.
Next week there will be a meeting regarding labor issues. The engineers are ready to
start.

Cathy said that the next issue is to fit Cornell University in, although they are not a
municipality. We will become a partnership with the City of Ithaca, then bring Cornell
in later.
The quorum issue and the veto power issue are settled. There are just small issues to
work out.
Dan indicated that the City Plant would be decommissioned, but their clear wells
would still be used. Cornell University's plant will be used for 20 to 30 years.
Integrated Sewer
This project has been more troublesome and is not as close to becoming a reality. The
entities involved have decided to hire a private attorney to review the agreement.
DEC will be the lead agency.
There was a discussion regarding the Bond Act money. We have been told that we will
be getting the money,just not sure when.
Dan said that all the sewage could be treated at the Ithaca Plant.
Cathy said that there is a new County Representative for the Town of Ulysses. The
Town of Ulysses has been talking to the Town of Ithaca about supplying them water.
This led to a discussion regarding the water lines the Town has on West Hill.
We have a 12" line that terminates at Iradell Road. Wayne Sincebaugh indicated that
the current water lines on Trumansburg Road need to be replaced. They are old and do
not provide adequate fire flow. Dan indicated that another water tank in that area is
needed.
There was a discussion regarding improving the water system on the West Hill and
supplying the Town of Ulysses with water. We could maybe "piggy back" grants.
There was a discussion regarding the zoning laws of other Towns and if we supply
them with water,will their growth effect the Town of Ithaca.
