The meeting started at 8:07 a.m.
The minutes will be approved at the next meeting.
Update on the New Town Hall
Dan Walker indicated that the Post Office does not have drawings as yet, although the
City of Ithaca Planning Board will review it tonight. Dan said that the Planning Board
is not happy about having Town employees double park in the parking area.
Warren Road Water and Sewer Project
Dan indicated that Tompkins County is discussing more issues with the Town
regarding the reconstruction of Warren Road. He indicated that the County does not
intend to produce drawings for their part of the project. The County did agree that
there is a drainage problem there and we will address this. The Town has designed a
plan for underground drainage from before the walkway to Winthrop Drive on the
west side of the road. The best drainage design requires the pipes to be 4' to 5' deep at
Winthrop Drive with a catch basin being put in.
David Klein asked if this would create problems with the drainage system that was put
in on Christopher Lane last year. Fred Noteboom said no that the Warren Road
drainage goes towards Christopher Lane already. Dan indicated that there would be no
increase in the water flow.
Dan said the culvert at the School's driveway needs to be fixed. Gene Redman
indicated that the School would pay for it.
There was a discussion regarding the pipes that go under the road. Tompkins County
will replace those pipes,but the Town is preparing the design for this.

The Committee members expressed their concerns over the County using the airport as
a "staging area" for the project. This is a long way from the work area. Fred said he
would talk to Ward Hungerford about storage spaces and possibly using the
Christopher Lane Water Tank site. Fred indicated that Ward has discussed using the
laser level to put in the underground pipe.
Fred expressed his concerns about the County deciding to just patch the base material.
Dan has recommended to the County that they take it out and replace it. Tompkins
County will have Maxim Technologies of NY, Inc. look at the road. Fred indicated that
Cornell Local Roads would do the service for free.
Dan indicated that the water main project on Warren Road would be presented to the
Town Board in May. The Town's portion of the project(water) will be started mid-
June. The sewer may not be worked on this year. The reconstruction of the sewer lines
will not be in the pavement, and it will be slip lined so little will be disturbed when it is
put in. We will also be able to slip line the pipes to the sewer laterals going to the
houses.
Iacovelli Park Plans
George Frantz brought a new plan to the meeting. This plan incorporates comments
and suggests from a public meeting regarding the park. The basketball court will be a
half court. The plans show it as a semi-circle,but it was suggested that the court be a
square. There is also an area planned for a sledding slope. The play structure was
turned 90° away from the drainage way. There are a lot of trees and brush there to keep
the children from going in the drainage way.
The cost of the plan has dropped immensely. The total cost would be$82,000, although
the Town's forces can make some of the items on the list for less money. One of the
items that the Town can build for less would be a picnic table. David felt that wood
tables would look nicer than plastic. The cost estimates that George has prepared are
for labor and materials. There were questions about getting three quotes, etc. Rich
Schoch can do this.
We will work on the clearing of the land and the play structure this year. George
suggested that the parking area needs to be worked on this year, along with the
drainage. The Town has reserved $80,000 for this project.
The Town Board has not taken any action on this plan, so it will be presented to the
Board for their approval.

It was established that this plan does not need to be presented to the Town Board. We
will send the plan to the Coddington Road Community Center.
Mecklenburg Road Water Main Project
Dean Calice was the low bidder on the project. The Town will be receiving$13,000
from Conifer Reality. The acceptance of the low bidder will be before the Town Board
at the May meeting.
There was a discussion regarding the difference between a Dry Connection and a Wet
Connection. A dry connection is one that has a valve on it, and a wet connection has to
have a valve put on.
Renwick Road Bridge
Fred gave the Committee members a copy of a proposed agreement between Tompkins
County, the Town of Ithaca, and the Village of Cayuga Heights. He would like to
present it to the Town Board for their approval. This agreement included a water main.
Fred indicated that the Town's share of the expenses will be around$4,500.
David indicated that we should type up a resolution from the Public Works Committee,
approving the agreement. This should be put on the Consent Agenda for the Town
Board.
Lake Street Intermunicipal Sewer Main
Dan indicated that the Lake Source Cooling project is pushing for the Town and City to
put in new sewer lines in the Lake Street area. The City of Ithaca has already put in a
new sewer system from the School, and the Town of Ithaca has eliminated the Renwick
Pump Station.
Putting in a new sewer system will not benefit the Town, per say—it would benefit the
Village of Cayuga Heights. It is an old system though. Dan wants to put together a
design that would feed gravity to gravity. We are waiting for a price proposal. The
Village of Lansing is willing to fund the project, which would allow for more capacity
there. The project cost ranges between$100,000 and $150,000. The Town of Ithaca may
have to put the money up for the project, and be reimbursed by the Village of Lansing.
We need to work on an agreement with the Village of Lansing. Dan will report further
on this to the Town Board.

Intermunicipal Water System

There was a discussion regarding where the 36" main will be placed going down Route
34B. It would have to go along the bank, although we are looking at the old railroad
bed. Dan said that we have discussed, with New York State, digging up the shoulder of
the road. The main would go down hill on the east side of the road to the school
property. Dan indicated that the City of Ithaca crews might want to put that pipe in
themselves.
The entities are still in the discussion phase of the project,but they are working on an
agreement for water and sewer projects.
There was a brief discussion regarding the work to be done on the Lake Source Cooling
project.
We will discuss W. King Road at the next meeting.
Dick Perry said that he would mow the Town's proposed park site on Bundy Road, if
the Town would pay him. We will discuss this later.
