Highway Facility
Present: David Klein, Chair; Dan Walker; Fred Noteboom; Rich Schoch

The meeting began at 8:15 a.m.
The October 24, 2000, minutes were approved at this meeting.
2001 Meeting Dates
Because the make up of the Committee will not be decided until the December 29, 2000,
Town Board meeting, this Committee decided to have the next meeting on January 23,
2001. At that time, we will set the meeting dates for the rest of 2001.
Highway Facility Renovations
Fred Noteboom informed the Committee that he has received current prices for
building reconstruction. He gave each Committee member a copy of the estimates.
There was a discussion that the two people who worked on the original proposal for
this building have left employment with MRB. Do we want to continue to use this
company?
Fred said that he called Cornell University to see if any students would be interested in
designing the building. He has not received any response yet.
There was a discussion on the increase in the cost of the construction from two years
ago. It seems very high. Fred indicated that the figures from 1998 may not have
included the renovation costs and the square footage on the heated storage estimate
was not correct on the original proposal. There was a discussion on the Town Hall
estimates and that the actual cost came in lower.
The Committee asked the Highway Department to rewrite the estimates and present
them to the Town Board. The Committee asked that we talk to some local general
contractors and get estimate costs from them. The Committee felt that we should put in
a narrative pointing out the differences between when the building was built(1976) and
now, i.g. More employees, more roads.

Mary Russell felt that we should put in both options—with the wash bay and without.
Lake Shore Pavilion
Fred informed the Committee that, due to discussions at the last Town Board meeting,
we have put the pavilion project on hold.
Jonathan submitted a letter saying why he felt that it should be reviewed—possibly not
erecting a pavilion because it is too large for the area, instead putting up benches and
picnic tables. Rich Schoch explained that the pavilion design is like the pavilion on
Brown Road—open on sides with benches to sit on. Picnic tables can be put inside. It
was decided that we should bring the pavilion design to the Town Board for their
review and discussion. If the Town Board decides that the pavilion is too large for the
parcel, the Town Board would have to request the Planning Board to review it again.
The Committee felt that pictures of the site should be available at the meeting for their
review.
Rich Schoch informed the Committee of what plantings have been installed.
There was a discussion regarding the parking area for this park. We also,need to name
the park. We talked about naming it"Town of Ithaca East Shore Park." The Town
Board at their next meeting will review this.
William and Hannah Pew Trail

This was discussed in executive session.
Update on Maple Avenue
Fred said that the Town would be receiving$207,000 from a New York State fund. He
indicated that we would contract out this project. The Engineering Department will be
designing this project. Fred indicated that he would like to bid this project out in
March. We will discuss this again at the January meeting.
Water and Sewer Capital Projects
Water:
Dan Walker showed the Committee members a map of the West Hill water line capital
projects that need to be addressed. There was a general discussion regarding the
conditions of pipes and pump stations and a proposed plan to replace them.

The priority of projects is as such:
1. Construct a new pump station on Oakwood Lane to replace the pump station at
Cliff Street. This project would include construction of 2,000 feet of water line. The
estimated cost is $250,000. Within the next five years the rest of the line to the
hospital would need to be replaced.
2. Put in a new water tank on Mecklenburg Road that would be 30 feet tall. This
would improve the pressure and fire flow for the West Haven Road area but would
not be high enough to provide adequate pressure to Eco Village. This tank would
provide additional storage on West Hill to allow the current tank on Trumansburg
Road to be taken out of service for maintenance and repair. The estimated cost is
between$150,000 to $200,000.
3. Another project that is of equal priority with# 2 is the replacement of part of the
water main to the Biggs buildings and the Hospital that is about 25 feet deep in
places. Dan will put together a proposal for this.
There was a discussion regarding Jacksonville's proposal for helping,them pump water
to their area. Dan said that doing projects 1 and 2 would allow sufficient reserve
capacity for that project. Dan also indicated that if the Jacksonville project went forth, it
would not increase our service area. It would provide better pressure and fire flows for
the Woolf Lane and northern end of Trumansburg Road in the Town of Ithaca.
Sewer:
Dan said that the sewer lines that serve the hospital are a priority to be fixed. That
sewer main is approximately 30 years old and is clay tiling which allows a lot of
infiltration into the sewer lines.
Dan said that the Hanshaw Road sewer line in the Northeast also needs to be
addressed. There is a lot of infiltration in this line also and a design to line this pipe is
being prepared. Dan estimated that the Hanshaw Road project could cost about
$210,000. This project is in the 2001 budget already. Reducing the infiltration in this
line would reduce the load on the Village of Cayuga Heights Sewage Treatment Plant
and would allow the village to free up sewer units. The Village of Lansing is interested
in finding additional capacity to eliminate the need for Cornell University to build a
Package Plant at the airport office park. It is possible that Cornell would provide some
financial assistance for this project if they could be assured of capacity.

Iacovelli Park
Fred informed the Committee that he has been in contact with Marc Leathers, of
Leathers and Associates, regarding putting in the play structure at Iacovelli Park. He
has put together a proposal for the Town to look at although Fred had just received the
information today and has not had time to look at it. Most of the project would be
volunteer work, although the Town would have to pick up material costs and a small
service cost.
Fred would like to invite him to the Town Board meeting in December. The Committee
felt this was a good idea.
Fred indicated that he would be submitting an application for the TIPS schedule. He
will put Sand Bank Road on it. Fred indicated that the Burns Road intersection would
be included in Tompkins County's Coddington Road project. The County would
submit the project by realigning Burns Road with E. King Road.
