Highway Facility
Present: David Klein,Chair; Dan Walker; Fred Noteboom; Ed Conley; Cathy

The meeting began at 8:10 a.m.
The March and April minutes were approved.
Forest Home Drive Wall
Fred Noteboom informed the Committee that he received information from Bob Green,
New York State DOT. Bob indicated that although it doesn't say so, he felt that the
State built the wall on Forest Home Drive. The wall is in the right-of-way. Fred has
reviewed the deeds and they do not show anything regarding whose wall it is. Cathy
Valentino requested that all information regarding the wall be kept on file for future
reference.
David Klein asked if it was a hazard as it is. Fred said not really.
David explained that the Forest Home Association is applying for a grant to review
"traffic calming" issues in the Forest Home area. The Association will know more in
October. This grant would include sidewalk and walkway issues. The Town may want
to wait until after this has been decided before proceeding on fixing the wall.
Cathy suggested that the Town get copies of the deeds and a map from New York State
DOT.
Renwick Drive Bridge
Fred informed the Committee that the bridge work is proceeding on schedule. The
completion date is set for September 9, 2000. The Towri s portion is $4,300 (this includes
the water line work). The bridge pavement is guaranteed for 15 years.
Ithacare
Fred informed the Committee that there has been a problem with the drainage on Stone
Quarry Road. Two times this year the Highway crews have had to work on repairing

damage to the road due to flooding problems there. Fred, Gene, and Rich walked the
creek and found that the problem may be coming from the Ithacare drainage.
David asked if there was a detention pond there. There is an old quarry bed that was
used for a temporary detention pond.
Fred said that the paths (on the Ithacare property) have been regraded and more have
been put in. The site plan did include paths, although they have been changed.
Ithacare has channeled all their drainage ways to one spot.
It was suggested that the site plan and records be reviewed for any modifications to
them. Cathy and Dan would like to take a trip to look at the site.
Fred said that the Town will have to upgrade the pipes on Stone Quarry Road. This
will help the situation. The work will not be completed this year.
Cathy said that she would like to look at the traffic patterns in the Stone Quarry Road
area. Fred would like to look at them too. Cathy feels that the Ithaca City's planned
Southwest Park will impact this area.
Fred informed the Committee that the Highway Department will be furnishing copies
of records for the lawsuit (regarding Stone Quarry Road).
Maple Avenue Speed Limit
It has been brought to the attention of the Town that there is no speed limit on Maple
Avenue—although in the City there is one and on Pine Tree Road there is one.
We would like to recommend that the Town Board request New York State to review
this and impose a speed limit of 35 or 40 MPH.
There was a discussion regarding the drainage on Maple Avenue. It seems that there is
a pipe that does not go anywhere, and the Town was going to connect it to the City of
Ithaca drainage. Cornell University has blocked this pipe off. Fred has talked to
Cornell University about fixing this.
Town Hall Update
Dan said that the move has been made. It is possible that it will be open July 26, 2000.
The basement and the back of the building are done,with the exception of some minor
things to be done. The Board Room is 90 percent complete. There is a problem with the

lights—things look greenish. This will be worked on. The judges' benches and tables
need to be put in.
The Town Clerk's office can be opened.
We received a CO, although we can not use the Buffalo Street entrance, and the lobby is
not finished.
The parking lot needs to be striped. Rich Schoch is working on a plan for the
landscaping. The bushes need to be trimmed though. We will be trimming the trees
and shrubs and mowing the lawn areas this summer and fall.
The elevator needs to be wired into the Fire Department and the security readers work
at the back door only.
There was a discussion regarding the audio system. Stellar Stereo seems to be the
lowest bid. The phones have been upgraded and there are 8 to 10 new phones. The
new phone numbers will be published soon.
There was a brief discussion regarding the security and night meetings. It was
preferred that the Buffalo Street side be used for night meetings.
Dan said there is about$40,000 in change orders to go before the board.
Cathy said that she would like to have more than one open house.
She also said that after we are in the building, we would be applying for another grant
to clean the marble, paint on the steps, etc.
There was a discussion regarding exterior signage and talking to the City about
"directional" signs to get people to the New Town Hall.
The meeting was adjourned at 9: 50 a.m.
