Review Repair of Paved Driveway Policy Fred ghk pc: Mary Bryant, Sr. Typist Joan Lent Noteboom,Town Clerk Andrew Frost, Director of Zoning/Building Jonathan Kanter, Director of Planning DISPOSITION DATE TOWN OF ITHACA Public Works Committee May 23, 2000 Highway Facility Present: David Klein; Chairperson, Cathy Valentino, Fred Noteboom, Dan Walker, and Rich Schoch Guests: Ward Hungerford and Jonathan Kanter The meeting began at 8:09 a.m. The minutes from December 1999 and February 2000 were approved. East King Road Ward Hungerford, Tompkins County Highway Manager, informed the Committee that the State had turned over a portion of E. King Road to the County, and the County would like to turn that section over to the Town of Ithaca. Ward said that the Tompkins County Board of Representatives needs to pass a resolution to turn the road over to the Town. Before this can happen, the Town of Ithaca's Town Board needs to pass a resolution accepting the road. There was a discussion regarding the truck pull off(to check brakes, etc.). The state does not want that pull off taken out. Fred Noteboom said he has been in contact with the State about helping fix that area. The state said that they would "participate" in helping. The Committee agreed that before the Town takes over the road, we need to make sure that the State builds that section of road (for the pull off) to the States specifications. Ward said that Tompkins County would be willing to contribute to the cleaning up at the end of the road. We would make it a dead end road (it would not connect with the current E. King Road). There may be a need to have a public hearing for this. There was a discussion regarding the Montessori School's use of the section of road that we are considering closing. Their buses use that as a staging area. Fred was concerned for the condition of the road, as sometimes the buses damage the shoulders and pavement while using Town roads as staging areas. Public Works Committee Minutes,May 23,2000 Page 2 Fred would like the Town to look into putting a park and ride in that area. This may be used for the Montessori School's staging area. The Planning and Engineering Departments will work on the details of this project. Jonathan explained that this may need to be presented to the Planning Board. It would be a good idea to talk to Fernando at the MPO. Fred will talk to Gordan Reimels (NYS DOT) about the State fixing their area. Fred will talk to John Barney also. There was a discussion regarding the land around the section of road that will be turned over to the Town. The County may want to consider turning over the land also. Route 366 Bridge Construction On May 17, 2000, New York State had a public information meeting regarding the construction of the bridge on Route 366 and the relocation of the Judd Falls Road. Jonathan showed the Committee the State's plans for the reconstruction. The Committee voiced their concerns with the plan. Cathy felt that the plan was dangerous and there was nothing in the plan for pedestrian and bike traffic. David Klein was concerned with the site distances (with the proposed move of Judd Falls road up the hill). There was a discussion that the Town would like to see them straighten out the intersections Judd Falls Road/Pine Tree Road. At the State's meeting, we were told that it was out of the scope of the project. There was a discussion regarding closing Judd Falls Road between Route 366 and Campus Road. This would reroute traffic either up to Caldwell Road or through Cornell University campus to Hanshaw Road. Cathy would like to see if Fernando could model the closing of Judd Falls Road. The Committee was informed that the State would be accepting comments/concerns until June 18, 2000. The Town needs to use strong language to convey our concerns. This will be discussed at the Town Board meeting in June. Items to be included in the comments to the State are: • No consideration for bike or pedestrian's safety. • No sidewalk shown in design. • 12-foot lanes are too much. • Would like to have State consider straight alignment of Judd Falls and Pine Tree Road. • This plan has not corrected the problem. • Too much money estimated to do the job. • ' - ' Public Works Committee Minutes,May 23,2000 Page 3 The possibility of having Judd Falls road be made a one-way road with no left turn was discussed. Penny Lane/Penny Drive Fred informed the Committee that the Town has not accepted a portion of Penny Lane (which in the records show it as Penny Drive). The Easements have never been approved either. Dan will check for an abstract on this. It needs to be discussed at the next Town Board Meeting. Update on New Town Hall We are anticipating completion of the work by July 1, 2000. We have been held up on some of our finishing work because the Post Office has not completed their work in the basement. We need to push the Post Office and their contractors along. Dan said that he has been in contact with them and that if they do not get moving in two days the Town will have to have the work done and charge the Post Office. The following is a list of things that are in the process of being done: ■ The basement is being painting this week. • Sheet rock is 90 percent up. • Ceiling track and window is in. ■ Rooftops are on. • 90 percent of the ductwork is done. • The Board Room ceiling is done. - • Elevator is ready to go in. • Boiler is in. At the next"job meeting" Dan will talk to the contractors about using 100 percent air at first to help clean out the smells before moving in. Talked about the Town Highway Department doing the landscaping. Rich Schoch will design it and show Cathy the plan. We will get rid of the planter boxes. Dan said that they might need the Highway Department's assistance in putting up the records management shelves. Cathy said that she needs to have an accounting of the money spent and left. ' Public Works Committee Minutes,May 23,2000 Page 4 Cathy asked if the general contractor would be cleaning up so that we will be able to just move in. Dan said yes. Dan said that the mailboxes might not be in on the day we move in. Update on Wycoff Road Water Line and Renwick Drive Bridge This project is completed. There was a minor problem in the PRV and that is fixed now. It was up and running on Thursday. The committee felt that the Village of Cayuga Heights should be responsible for plantings at the PRV building. The contractor will put down grass seed. The bridge construction is slated to start on June 12, 2000. There will be a public meeting for the residents at the Bridge. Culvert Pipe Policy and Driveway Policy Culvert Pipe Policy. Fred explained that it has been observed (during the recent rainy season) that because the Town has taken the time to replace culvert pipes and redo drainage ways, we have experienced less flooding problems. This is saving the Town money in the long run. Talked about the headwalls and that the Town Highway Superintendent would rather not have them put in. We will add something that the Town will not be responsible for snow plow or roadwork damage. Cathy said it was not clear who has to perform the work., The town will do the work and charge the landowner for materials and an administrative fee. The landowner will pay for the pipe. This policy is not really for addressing sub-division work. The final sub-division plan should indicate the correct culvert pipe size to use. There was a discussion regarding the inspection process and how it will work. This policy will be ready to go to the Town Board after the changes to the headwall statement are made. The Committee felt that a statement regarding putting in underground drainage needs to be added to the policy. This will be treated the same way as individual culvert pipe replacement. We need to add a statement that indicates that the Town may not be able to do the work right away, or they can get a contractor who will need to use the Town s specifications. Public Works Committee Minutes,May 23,2000 Page 5 The.Committee talked about the problems on Texas Lane and Lisa Lane. This needs to be looked at. David asked if we would be seeding Christopher Lane and Circle again—it looks like a lot has not taken. We will need to look at this. The meeting was adorned at 10:30 a.m. ghk
