Create a Policy on Repair of Paved Driveway Fred ghk pc: Nlary Bryant, Sr. Typist Joan Lent Noteboom, Town Clem Andrew Frost, Director of Zoning/Building Jonathan Kanter, Director of Planning DISPOSITION DATE I' A, TOWN OF ITHACA /1r4I Public Works Committee April 25, 2000 Highway Facility Present: David Klein; Chairperson, Fred Noteboom, Dan Walker, Rich Schoch,Wayne Sincebaugh The meeting began at 8:05 a.m. The minutes from December 1999 and February 2000 will be approved at the next meeting. Update on New Town Hall Dan Walker indicated that the flat roof is finished. The rest of the roof will be cleaned and resealed soon. The sheet rock is up in the basement and in most of the offices on the first floor. Dan indicated that the contractors would be working on the ceiling in the Board Room this week. Dan said that the Post Office contractor is now working. The Town is not too concern as to when the Post Office construction is completed. This will not affect the Towri s side of the building. David Klein asked if the contractors would be finished by the original date of June 15, 2000. Dan said that it would be close to that date. Dan also said that all the finishers are ready to start work. Dan felt that we would be able to move in around July 1, 2000. We are looking at the week of July 10th to move in. We will need to buy an electrical switch, and it will not be very costly. David asked if there would be any change orders for the Board. Dan said yes, one for the roof patching (time and material only) and one for the change in the stairs. We will be using stone on the stairs and concrete on the ramp. There was a discussion regarding the tiling and that it will be used in the bathroom and hall. Public Works Committee Minutes,April 25,2000 Page 2 David said that we are running behind in ordering the furniture. Wycoff Road Water Line The piping will be finished today. The contractor will be testing tomorrow. The fittings for the building will be delivered today. The building will be delivered on May 3, 2000. This project is on schedule. David asked who the contractor was. Dan indicated that Gillmack (RMS) is the contractor. Dan said that there was one change. The plans indicated that the line was a 6" line, although it was an 8" line. This did not require any change orders. Fred Noteboom indicated that we did discover that the Town has been maintaining 200' of the road that is truly the Village of Cayuga Heights. The Village of Cayuga Heights will be re-paving the road and the Town of Ithaca will be paying for the materials on the Town's portion of the road. Renwick Drive Bridge Fred indicated that Tompkins County has reviewed the bids and has opted to go with the base bid plus alternative one and two. This project would be started around May 18, 2000. The bridge will be out most of the summer— approximately three months. The contractor will handle all the detour signage. Highway Facility Renovations Fred gave each member a summary of the estimated cost to renovate the Highway Facility. The summary includes estimated costs for the highway facility with and without a wash bay. The summary does not include costs for a commodity shed. There was a discussion regarding the need for four prime contractors and that the bid specifications could have a second alternative that included the wash bay. David asked how much money was set-aside in a reserve account. Fred said that to his knowledge, no reserve account has been set up. David suggested that the sale of the old Town Hall building could be used for the Highway Facility. David also suggested talking to Al Carvill, Budget Officer, about bonding this project using a 5-year bond. This should also be taken to the Capital Projects Committee. Public Works Committee Minutes,April 25,2000 Page 3 Pine Tree Water Tank Land Dan showed the Committee a map that indicates that the water tank is on a r/a acre lot. There is no driveway to the pump station and the Town would like to have legal access to the tank and pump station. This can and will be discussed with the Baldwin and Colles during the discussions regarding the Hannah Pew trail. Dan did say that the pump station would be semi-retired when a new pump station is built on Ellis Hollow Road. We are surveying the area and will be drawing up maps soon. We are also researching access easements. We may need to have T.G. Miller's draw up an official survey map. Culvert Pipe Policy Fred handed out a copy of the culvert pipe policy that was written in 1997. Although the Town has not officially adopted it, the Highway Department has been using this as a guide as a trial to see how it works. At present, the homeowner has to buy the pipe, then the Highway Department puts in the pipe, and invoices the homeowner for the material used and an administrative fee. The landowner pays for the pipe and we pay for the labor to put in the pipe. We recommend that residents use plastic pipe. This policy is for Town roads only. The Committee felt that head walls should be addressed in this policy. The Town should develop specification on the type and style of head walls we will allow within the Town rights-of-way. There was a discussion regarding the regulations for subdivisions and what contractors need to present went proposing subdivisions. We need to establish requirements that contractors follow guidelines for culvert pipe installation and no Certificate of Occupancy until the Highway Department has inspected the site. There was a general discussion regarding that work done in the Towri s rights- of-way must be approved by the Highway Superintendent. There were some suggested changes to the policy. The Highway Department will make the changes and bring this policy before the Committee at their next Public Works Committee Minutes,April 25,2000 Page 4 meeting. Fred will discuss this policy with Andy Frost, Director of Zoning and Building Department. The discussion revolved around to the work on Park Lane. The Town may want to get an easement on the proposed road—Circle Drive,which will probably not be built. Repair of Driveways After Town Paves Roadway Fred handed out a draft policy of repairing driveways after the Town has paved the roadway. The policy incorporates all different types of driveway not just paved driveways. The question was raised as to who would decide if the materials were of equal or superior quality. The Highway Superintendent would. There is nothing in the policy about concrete or brick driveways. This would be reviewed on a case by case basis. Most time, we will review with the residents to work out the details. The question was raised about putting in lawn and shrub work in this policy. We would like to keep this exclusively for driveways. At present, our policy is to repair lawns, etc. Miscellaneous Hanshaw Road Water: Fred informed the Committee that Tompkins County will be reconstructing the road. The Town may want to think about redoing the water line before the road is paved. Winthrop Drive: Talked about the need for better drainage in the upper ditches. We did put in underground drainage in front of two houses. The homeowners paid for the pipe and we did the work. Besides the drainage issues, the residents were concerned about the accidents that have occurred at the corner. Troy Park: Rich Schoch indicated that the Town is having problems with kids going into Troy Park at night and"partying". We took down the chains for the resident a couple of weeks ago, because we felt that maybe the "partiers" had moved on. This was not the case. We asked the resident (who lives next to the Park) to write a letter outlining the problems with getting the police agencies out to the site. It took them 1 1/z hours to get there when the resident called them. The meeting was adjourned at 10:05 a.m.
