Highway Facility
Present: David Klein; Chairperson, Cathy Valentino, Ed Conley, Fred
Noteboom, Dan Walker, Rich Schoch, Gene Redman, Wayne
Sincebaugh

The meeting began at 8:10 a.m.
There were no minutes to approve.
Property at Pine Tree Road Water Tank
Fred Noteboom explained that the Town does not have a right-of-way to the Pine
Tree Road water tank. The access to it is on Regency Lane by the pump station.
Fred would like to have a right-of-way discussed when we are talking to the
Baldwin and Colles regarding the property for the Pew Trail.
The Committee asked Fred to bring this subject back to the May Public Works
Committee Meeting with a map depicting where we would like the right-of-way
to the tank.
Jonathan Kanter indicated that the Town might get a grant(from TEA-21)for the
Pew Trail. We might also get a larger parcel of land.
New Town Hall
Dan Walker said that the holes for the roof have been tapped. They are now
waiting for better weather to start this. The changes in the roofing contract may
result in an increase of$1,000.
The framework has been completed in the basement and about 80 percent of the
first floor framework have been completed.

Dan indicated that they continue to have site meeting each week. There was a
need to redo some of the stone work on the outside of the building on the
sidewalk. Dan said that the Boardroom ceiling would be flatter than originally
designed.
Dan said that the total change in the general contract is $50,000 and that is under
the 10 percent in the contingency fund. He indicated that there is about 3 or 4
percent in the general contract contingency, there was no money taken from the
electrical contingency, about$3,000 or$4,000 in the mechanical, and about$3000
to $4000 in the plumbing contingency.
So far, we have been very happy with the contractors. We are less happy with
the architects.
Dan indicated that the Post Office is moving along on their side of the building.
The Town has not heard anything from them on the rooftop. We will go ahead
with our side.
Dan indicated that the completion date is slated for June 18, 2000.
Cathy Valentino indicated that we are reviewing the furniture venders for the
best service.
The computer wiring will be taken care of on a separate contract. We requested
the electrical contractor to give us a price to install the computer wiring. We
continue to work with Sherpa and All-Mode on the network system and phone
system.
We still need to get information on the sound system for the Board Room and
security system. These costs have their own line items in the budget.
We will have room in the conduit to put in cable TV when needed. The Phone
Company has donated some 4" conduit for the Town.
Highway Facility
The question was raised about fund in reserve for this Highway Facility. There
are no funds in a reserve for the Highway Facility, they are all in the Town Hall
reserve.
Cathy said that,hopefully, the sale of the old Town Hall would go towards the
renovations at the Highway facility. After the new Town Hall is finished and the
sale of the old Town Hall is complete,we will work on this.

We are looking at between l and 3/4 of a million dollars to renovate the Highway
facility. We should look at a bond anticipation note.
It was decided that this Committee would review the plan, that MRB provided
the town, at the next meeting.
Renwick Drive Bridge
Fred indicated that he has reviewed the preliminary bids for the construction of
the bridge on Renwick Drive. It looks as if Silverline Construction is the low
bidder. The bid was $392,000 for the construction and$408,408 if the two
alternative options are accepted. Both the options will have no effect on the
Village of Cayuga Height or the Town of Ithaca's portion of the project. This
project is slated to begin around May 15, 2000.
Wycoff Water Line Construction
Dan indicated that we have ordered the building and materials. The contracts
have been signed, and we are waiting for the bond forms to be signed. We
anticipate the construction to start by April 10,2000.
Fred indicated that the residents in the area have been notified of the upcoming
work to be done in their area.
The road will be closed during the day and open again at night. Fred indicated
that he has already talked to the school's regarding bus routes. We now need to
talk to TCAT about the effect this may have on their bus routes.
The Village of Cayuga Heights will be repaving the Town's section of the road
when the Village's is paved. This will be done later in the summer.
David Klein asked if the raising fuel prices would have an effect on the Town's
paving projects this year. Fred indicated that we have not received any pricing
information yet, so we are unsure.
Iacovelli Park
Cathy said that she is still getting complaints about the possible noise that a
basketball court will make. Rich Schoch indicated that we have made it smaller.
Cathy said that some of the residents in the Eastern Heights Park area have said
that it is quite noisy when people are playing basketball. Rich indicated that the
basketball court proposed in the Iacovelli Park area is further from residents than

Eastern Heights Park. Screening is a possibility, although it takes a long time for
frees to grown.
Rich indicated that the boy scouts have putting down wood chips on the trails,
and they have installed benches along those trails.
The plans for this year include finalizing the construction plans, putting in more
fill, and possibly opening it this year.
We need to sit down with Al Carvill,Town Budget Officer, to review the funding
for this park.
We need to have a meeting regarding the construction plans.
Brush and Leaf Collection
April 17, 2000,will be the start date for the semi-annual brush and leaf collection.
The Town of Ithaca will be working with the Town of Dryden on a project on
Game Farm Road. The Town of Dryden will in turn help us with the brush and
leaf collection.
There was a discussion regarding the collection of Christmas Trees this year. The
Highway Department sent a crew out three separate times. There was a lot of
wind and snow that hampered the pick up of the trees.
The Committee discussed having a designated area for residents to take their
frees (in their neighborhood) and then the Town could pick them up from there.
North Campus Entrance
Fred indicated that there have been several meeting on this issue. There are two
or three different options being explored. One of those options would make
Pleasant Grove Road a Town Road.
There was a discussion regarding why the Village of Cayuga Heights is opposed
to this plan. The Village also has concerned about signage.
Any one of the options would help alleviate traffic on Triphammer Road.
There was a discussion regarding a park and ride. The Committee felt that the
concept was a good one.

Miscellaneous Discussion Items
The wall on Forest Home Drive was discussed. The Town may want to negotiate
with the landowner to repair the wall. The wall is falling apart very quickly.
Fred indicated that New York State DOT is looking into this, and it is taking a lot
of time to find out who actually owns the wall.
The Town has not heard anything about what the State is going to do about the
bridge on Route 366.
Cathy received some complaints about larger vehicles driving on Nancy Drive.
She would like the Highway Department to put up barricades to stop people
from using this road—it should be for emergency access only.
The question was raised if the Town has a right-of-way on Circle Drive. We will
have to look into this further.
The Highway Department has written a letter to the Pollock's on Saranac Way
regarding their driveway. We have also been in contact with United Asphalt to
do the work.
There was a discussion regarding problems near Route 79 where the new
housing development has gone in. Cathy,Fred, and Dan met with Bo Sal and
the City of Ithaca to discuss flooding problems in the area. We are waiting for
the City to look into this.
Fred indicated that there is a drainage problem near the "pull off" on Route 79.
It is not sure if this would be the Town's responsibility or not. We should look
into this.
The fire hydrant at 156 Bundy Road is out of service. Wayne Sincebaugh said
that it may not be out of service,it may not have enough pressure to it. There are
problems with the water and sewer at on Trumansburg Road.
A resident from the Byway is requesting reimbursement for damages due to
flooding, which occurred during a water break, in her basement. She has
submitted two bills. Dan has some questions regarding the second bill.
The next agenda should include discussions on the Town's culvert pipe policy
and developing a paved driveway policy.
The spur on E. King Road has been researched and the records indicate that the
State turned this road over to the County, and the County has not turned it over

to the Town. The County has indicated their desire to turn the road over to the
Town. After this happens, the Town will talk to the State about reworking the
area. The State has indicated a willingness to help pay for the repaving of the
road.
The signs indicating that there is a residential neighborhood for Eastern Heights
have been completed. We now need to decide where they will be put up. One
will go on Park Lane just off of Route 79.
The work on Park Lane has become more extensive then the Town planned,
although this will help the whole area in regards to drainage.
There was a discussion regarding the Hallberg Park Project. We may want to
include a detention pond there, or there will be problems with drainage below
the area.
