Maple Avenue Parking Ordinance Fred Noteboom informed the Committee that we would like to change the Town's Parking Ordinance specifically on Maple Avenue. We need to change the "3-Hour Parking" to the other side of the road with the rest of the road being"No Parking". A public hearing needs to be set for this. That will be done at the next Town Board Meeting. The question was raised as to who patrols the area. Fred said that the Tompkins County Sheriff's Department patrols along with Cornell Police. Cathy Valentino said that on the right side of the entrance to the trail the ditch is very deep. She would like to have us put up some posts or delineators. The Contractor will be paid at the December meeting. They did a nice job on the road. We will have to pave a section between the road and the trail. This will not be done until next spring. We will move the pasture fence at that time. Parking Ordinance—Town-wide Fred gave each member of the Committee a copy of the Town of Caroline's local law regarding parking during snow events. Currently the Town does not have a local law—we use New York State's Vehicle and Traffic Laws. The state law is very long and uses a lot of cross-references. We would like the Town Board to consider making a local law. There was a question as to if the Town has any restrictions on over-night parking within the Town. There are a couple of places—one being the Eastern Heights area. Public Works Committee Minutes,December 4,2001 Page 2 The Committee recommends that we proceed with asking the Town Board to establish a local law for parking during emergencies. There will have to be a public hearing on this and it will be set at the December Town Board meeting. Street Lighting in the Town Fred talked to the Committee about the Highway Department receiving more requests for street lighting in areas of the Town. Most recently we received a call from a woman in Eastern Heights and a call from a man on Maple Avenue. Forest Home Association has expressed some interest in having a lighting district—using historic lamps. Currently requests are made to the Highway Superintendent in the form of a petition. We then send it to the Town Board for their review. We inform the petitioners that a lighting district would be set up to pay for the lighting. We will continue to do this. It was decided that the request for lights on Maple Avenue was not necessary. We will wait to hear from the Eastern Heights people. Judd Falls Road The Committee discussed putting lighting on the trail (to be build during the State's bridge construction) on Judd Falls Road. The State will not do this. There is a "mid-intersection" light on Judd Falls Road that Cornell University pays for. It was decided that if the Town wants 5' shoulders there is room for them. The Town does not care which size shoulders are there. Cathy will talk to Cornell University about this. Fall Leaf Collection The Highway Department has come up with an idea to change the way we collect leaves in.the fall. We would like to have the regular pick up (the first week in November, as it is now) using the leaf machines and picking up biodegradable paper bagged leaves and go around the Town once. Then we would continue to pick up only those leaves that are bagged once a week for the rest of the month. The Committee felt that if we put a questionnaire on the web site we might get some good feedback. We will do this. Highway Facility The architects will be meeting with the Highway personnel on Thursday then again in about two weeks. We have a very aggressive time schedule and would like to have this discussed at the January Public Works Committee Minutes,December 4, 2001 Page 3 Town Board meeting. We would like to have the preliminary design and costs for the February Town Board meeting. We will work up a better time line. There was a discussion on the timing of the board meetings and that we may have to have a special meeting. The plans will have to go to the Planning Board for their review. Fred has received a call from the property owner (in front of this building) who may be interested in selling his property. We will wait to see if the owner calls back. Michigan Hill Trail This trail needs to be named. The trail is located on E. King Road starting at Hospicare and going to Saunders Road and to Chase Pond. A park will be built there in the future. The Committee discussed the criteria for naming parks and trails throughout town. Historic names, naming after people who have served the Town for a long time, and/or people who have donated something to the specific area to be named. We also talked about the William and Hannah Pew trail,which has not been officially named yet, although we continue to use this name so we may have to keep that name. Capital Projects West Hill Water: the pipes and pumps are in. The electric will be in within 30 to 60 days. We have been happy with the job the contractor has done. PRI: They are adding a water line and then would like to dedicate it to the Town. Sapsucker Woods: This water line has,already been dedicated to the Town. Sewer Line to the Hospital: We are working with the City of Ithaca on an agreement. Hanshaw Road Sewer Line: Cornell University wants to get a sewer permit. We have talked to the Village of Cayuga Heights to not grant them one until we get the money promised from Cornell. We found a couple of manholes that we didn't know were there. We are still getting some infiltration. Public Works Committee Minutes,December 4,2001 Page 4 2002 Projects Water: We have scheduled work on putting in a new water tank on West Hill. We have not settled on the location yet. Some sites are: 2 different places on Mecklenburg Road, 1 on Elm Street Ext., and 1 at Eco-Village. We will be looking into the replacement of the water line on Hanshaw Road. This would be in, conjunction with the County's reconstruction of Hanshaw Road. We will also look at the replacement of the water line on Snyder Hill Road. Sewer: We will work on the sewer line going to the hospital. Intergrated Water and Sewer: We are hoping that both of these will start in 2002. Cornell University does not want to be a full partner. We would run it and then contract to Cornell. Winthrop Drive: We were scheduled to work on Simsbury Drive putting in underground drainage (Storm Water Management). We would like to change this to Winthrop Drive. In 2002 we will work on Winthrop Drive from Brandywine Drive down—both sides. In 2003 we will do Simsbury Drive and Brandywine Drive up—both sides. The cost estimate is$43,000. Burns Road We have been receiving calls from residents on Burns Road regarding the amount of accidents on the road and people driving too fast. We may want to ask for a speed limit reduction on that road. There was a discussion regarding the intersection of Burns Road and Coddington Road and if the County has plans to align that intersection with the Coddington Road and E. King Road. We do not believe it is in the plans. The project on Coddington Road is scheduled for 2006. Miscellaneous There was a discussion regarding the path on Pine Tree Road and that there is a lot of horse manure on it. We will put up signs and talk to the Polo Barn personnel. Cathy said that she would be assigning another Board member to the Public Works Committee. ghk
