Highway Facility Fred Noteboom distributed a copy of the draft agreement from Hascup and Lorenzini. At the November Town Board meeting we will put forth a resolution to accept Hascup and Lorenzini's proposal. David Klein reviewed the agreement and found that the agreement calls for a larger fee than we anticipated. The fee is exclusive of the Contract Administration. The Committee believes that the Town Board will not approve more than$140,000 for the fee. Fred will discuss this with Hascup and Lorenzini before this is put before the Town Board. The Committee also reviewed the other candidate's fee proposals (in case there is a problem with Hascup and Lorenzini). The Committee discussed some changes that would need to be made to the agreement if accepted by the Town Board. Some of the changes are: days of payment would have to be changed from 30 days to 90 days, something needs to be put in about a 1.5 percent design charge, and take out termination fees. This will be reviewed more extensively after the Town Board has approved Hascup and Lorenzini's proposal. Update on Maple Avenue Fred informed the Committee that there will be a change order put before the Town Board which changes the scope of the project. This will not increase the contract price--it should reduce it. We have the agreements from New York State. The road is still closed and the binder was put down yesterday. We feel it will be opened in about three weeks--mid-November. Public Works Committee Minutes, October 23,2001 Page 2 Intermunicipal Agreement Fred informed the Committee that the Tompkins County Highway Superintendent's Association has drafted an agreement for shared services. Some of the highway superintendent's have been hesitant, in the past, to have such an agreement due to the cost tracking system Tompkins County uses. The system seems to have been unfair. The Highway Department makes a practice of sending an operator with the equipment we lend. Route 366 Reconstruction Proposal This will be put before the Town Board at their November meeting. We will be asking the Board'to agree to take ownership of the right-of-ways when the State has finished the project. Fred informed the Committee that New York State will be purchasing the land to relocate Judd Falls Road, and then they will turn it over to the Town. Cornell University has expressed that they would rather have an easement for this section of road. Cornell University has also requested that Judd Falls Road be constructed with 5-foot shoulders instead of the recommended 4-foot shoulders. The Town passed a resolution that indicates that,the shoulders would be 4 feet not 5. We would not want people think Judd Falls Road is the main entrance into Cornell University. Judd Falls Road will be signed so that you cannot make a left turn (going onto Route 366). At the pedestrian walkway (bridge) there will be a crosswalk and Route 366 will continue to be a three-way stop. The Town will maintain the walkway. David said that he would like to see the median with curbing and landscaped. Fred will discuss this with New York State. The question,was raised as to the speed limit in that area. Presently it is 45 MPH. Fred will talk to the State about lowering the speed limit to 30 MPH. West Hill Water Tank Project Dan Walker informed the Committee that the main line is in, the electric conduit is in, the topsoil has been pushed back, and the building will be in soon. There have been no real problems with the project. At one point the pumping of the water has to be shut down (for a about three hours), the City Fire Department helped us by pumping water so that customers up the line would still have water. a Public Works Committee Minutes, October 23,2001 Page 3 The Contractor should be done in November.. The Contractor will do the basic grass seeding. We will do the plantings in the spring. Hanshaw Road Back Lot Sewer The seeding has been done and the retainage has been submitted to the Contractor. The people seem happy with the job. The plantings will be completed in the spring and the gate will be put up soon (it has been built). Ewings Erosion Control--Slaterville Road Dan said that he is still negotiating with NYSEG (to work in the right-of-way). The cost of the construction has increased from$25,000 to between$50,000 to $60,000. This is due to the Ewings wanting the banks to be fully restored--initially we were only going so far up the banks. Dan said that he is reviewing where to access the project. There may be a better place farther up the gully. We will have to discuss this with that resident. David asked if this project would be done this year. Dan said that we may be able to get some started this year. Miscellaneous Fred informed the Committee that we have been having problems with the Daewoo excavator. The track seems to drive intermittently. We have also have a problem with the extended warranty being honored. The Town has already paid for the diagnostics and they still want us to pay more. Monroe Tractor (the business who is working with the Town to solve the problem) may have some one who may be interested in purchasing the excavator. We will continue to review this. The meeting was adjourned at 9:30 a.m. The next meeting will be December 4, 2001. (The November and December meetings are combined.)
