Pit *41 TOWN OF ITHACA Public Works Committee,September 25, 2001 Highway Facility Present: David Klein,Chairperson; Fred Noteboom, Rich Schoch, Dan Walker, Ed Conley Guests: Wayne Sincebaugh,Gene Redman, and Mike Smith The meeting began at 8:15. There were no minutes to approve. There was a discussion regarding the Tutelo Park development. Interview for Highway Facility Designer The Committee discussed some of the references called after the Committee conducted interviews of the three top firms for designing the Highway Facility. The firm that we are most interested in will most likely be the best on aesthetics and will also be practical. The Committee discussed the Engineering firm we are interested in and that firm is very "big" on in-ground heating in the garage area. We will want to get more ` information on utility costs on types of in-ground heating systems. Fred Noteboom asked the Committee if they would like Fred to proceed to "firm" up the proposal and go from there. Would we like to go to the October meeting with this? Fred will talk to Cathy about this. The Committee is leaning towards Hascup/Lorenzini. Maple Avenue Update Fred informed the Committee that we have scheduled the construction to begin on September 26,2001. The road will be closed from Pine Tree Road to the first drive (at Maplewood apartments). Public Works Committee Minutes,September 25,2001 Page 2 David asked if we had posted the closing in the newspaper. This has not been done. We will also look into putting it on the Towri s web site (NOTE: This was done using a scroll bar on the main page on September 26, 2001.) The pavement will be milled out and ground down past the sub-grade— approximately 5 inches down. There have been some problems with the utilities being in the way of the construction. This has all been taken care of-Verizon will have to move one more pole. There have already been some changes on the details on the plans. West Hill Water Tank Update Adhan Piping is the contractor. They are out of the Cortland area. Dan Walker informed the Committee that the City's Forester has had some concerns about the trees on the work site. Dan has talked to Bill Gray, Commissioner of Public Works for the City of Ithaca,regarding this. Bill has said to go ahead because he knows the Town is going to re-landscape the area. The foundations have been dug. They should start laying the pipe today. This new piping will be tied into the 12" pipe already there. David Klein asked what the time line was for this project. Dan said that the project should be done by the end of October. Rich Schoch indicated that the Town would re-landscape the area in the spring. He says that it is better to plant trees and shrubs in the spring. Hanshaw Road Back Lot Sewer • The contractor is done with their part. The Town has received the videos also. The site has been seeded and wood chips have been put down along the grassy area. Rich Schoch and Wayne Sincebaugh have been talking to the residents for their input on the restoration in their area. We put in a gate that will close off the area. Wayne said that the trees will be planted, alternating them so as to make the space look smaller but vehicles will still be able to get through, The lining of the sewer pipe went well. We will continue to monitor the infiltration. Public Works Committee Minutes,September 25,2001 Page 3 Forest Home Drive Sewer Pump During the weekend the pump at the sewer pump station on Forest Home Drive broke down. This was a real problem because we were waiting for a pump (that went down earlier) to be rebuilt. We had to get help from the City—using their dry pump. We also found out that a transformer was burnt out so NYSEG had to come fix that. The Committee discussed storing a pump for problems like this. Wayne said that it is not a good idea to keep pumps sitting around. The Town may want to consider getting a dry pump though. The Forest Home Drive pump station will be equipped with an auto-dialer. This will automatically call certain phone numbers if there is a problem in the pump station. Iacovelli Park Update The basketball court has been paved. The hoop needs to be put up and the court needs to be striped. Most of the seeding and plantings have been done in the park. We have adjusted some of the plantings. To get to the park, one needs to go to the end of Juniper Drive (off of Coddington Road). Rich Schoch said that some benches need to be put up and the pavilion is done. There was a discussion on the type of,wood chips we used. We used a new kind called fibar. The initial chips were donated, although the Town has purchased some to add to the ones there. We have used the fibar chips at other play structures within the Town. We have surface treated a section of the South Hill Trail that leads to Iacovelli Park. Miscellaneous We have paved the Sandra Place walkway. David said that there are a couple of manholes or valves on Sandra Place that need to be raised. Gene will check into this. Public Works Committee Minutes,September 25,2001 Page 4 Fred informed the Committee that we would start working on putting in underground drainage on West Haven Road on Wednesday. David asked if the Slaterville Road erosion control project would be done this year. Dan said that he is working with NYSEG and the Ewings regarding some easements. We have to go further up the creek. Dan is hoping we can start it this year. David asked what storm water capital projects are planned for 2002. Fred said that Simsbury Road would receive an underground drainage system. Renwick Drive is also scheduled for 2002. We may want to look at the Lisa Lane/Texas Lane area. Fred informed the Committee that because of the accident at Cargill Salt,we might have a delay in getting salt. We would like to fill the shed before the end of October. The Committee discussed the current system of inspecting valves and hydrants throughout the Town. Currently Bolton Point is doing them. Fred said that King's Way has been black topped. We will be putting up the sign as soon as we receive it. The meeting was adjourned at 9:30 a.m. ghk
