Update on Hanshaw Road Back Lot Sewer Dan ghk pc: Mary Bryant, Sr. Typist Tee-Ann Hunter, Town Clerk Andrew Frost, Director of Zoning/Building Jonathan Kanter, Director of Planning tilliADISPOSITION DATE ( TOWN OF ITHACA Public Works Committee Minutes July 24, 2001, Highway Facility Present: David Klein, Chairperson; Fred Noteboom; Dan Walker; Rich Schoch; Cathy Valentino, and Ed Conley Guests: Mike Smith The meeting began at 8:10 a.m. The minutes from April and May minutes were approved. RFP The Committee discussed the possible candidates for designing the Highway Facility. David Klein, Dan Walker, and Fred Noteboom have visited some previously designed buildings by three of the candidates. All the buildings were designed well. Fred has also looked at other buildings that where built in the area by the candidates. He and Rich Schoch will go look at one more. Dan has reviewed the plans for a design by another candidate, and they appear to be complete. We need to set up interviews with the candidates. These interviews will be conducted in September. Fred will contact references for the three. Two of the candidates have been eliminated as possible choices and one would be an alternative. (There were six all together.) There was a discussion on the financing and that some money has been set aside. We will continue to review with the Town's Budget Officer. Cathy Valentino would like to meet with Fred and Al on this. Highway Projects Park Lane: The shoulders need to be put down, one tree needs to be removed,and top soiling and seeding needs to be done to complete the project. A contractor will repair the driveways and this should be done this week. Cayuga Street: We will be paving the street tomorrow. We have already realigned the ditch from E. Shore Drive to the second driveway of the Boynton Middle School. Public Work Committee Meeting,July 24,2001 Page 2 Elm Street Ext.: The storm water underground piping has been done. West Haven Road: We will start work on this next week. We will by putting in storm water underground piping on the west side. Coy Glen Road: We will be hooking up the water to the resident's houses soon. Kay Street: We replaced a water main that has been leaking. Water Breaks: We helped Cayuga Heights repair a water main break in front Kendal of Ithaca that they were unable to repair. We have also helped the Town of Lansing repair a water break. lacovelli Park: The play structure is done except the cargo netting,which pulled apart and we will replace it with chain and rubber around the chain. We are now starting work on the landscaping. The gazebo site has been prepared and we have scheduled to start work on it soon. The basketball court needs to be paved and the posts for the basketball hoops have been ordered. East Shore Park: We took over the maintenance of the park this spring. The gazebo will be constructed soon. We had to put a trashcan at the site because of all the litter. We will be surface treating some of the trails. The Committee has a brief discussion regarding the Post Office and some of the problems that have surfaced. William and Hannah Pew Trail Mike Smith informed the Committee that the survey work has been finished (on the trail part),has been reviewed by the Baldwins and Colles, and they are OK with this. The next section to be surveyed is for the large parcel. Title searches still need to be done. This project also needs to go through the sub-division process at the Planning Board. We have not started a plan for the design and construction yet. Cathy asked where the (Shirley Raffensburger) pavilion would go. It is understood that the people would like it within walking distance, in a scenic spot, and small. We would like to start this project in 2002. We need to set aside money for this. We will take the money from the A7110.401 (Construction) account to start with. Public Work Committee Meeting,July 24,2001 Page 3 Maple Avenue Fred informed the Committee that we are set to start and we are waiting until fall to accommodate Suit-Kote's schedule. We will have to set aside money into the account line item. Hanshaw Road The tree house has been taken down. The Contractor seems to be very competent. Dan estimates that they are on schedule although the rain has hindered some. The staging area is at the Christopher Circle water tank and the Church parking lot. They will rough grade for topsoil and we will complete the restorations. We need to talk to Cornell University about the $50,000 they promised to this project. Sapsucker Woods Road Brown Road will be closed for the first part of the project. DEC will be monitoring this project closely. Cornell University will do all the work. We will be involved in the review if it though. Bagged Leaves The Committee decided that the Highway Crews should continue the collection of leaves the way we have been. We will budget for a new leaf vacuum in 2002. Texas Laneā€”Art Rueoff Dan informed the Committee that Mr. Rueoff has been in contact with him about the Dewitt Pond and the drainage on Texas Lane. We need to reduce the flow out of the Dewitt Pond. Dan suggests we reduce the flow down to a 6" outlet. We need to set a plan and review it with Mr. Rueoff. We also need to discuss this plan with the Village of Cayuga Heights as it will impact them also. Public Work Committee Meeting,July 24,2001 Page 4 Fred indicated that we have not had any other problems since we have put in the underground piping. The August meeting will be cancelled.
