Public Works Committee Minutes
April 24, 2001, Highway Facility
Present: David Klein,Chairperson; Cathy Valentino; Fred Noteboom; Dan Walker;
and Rich Schoch.

The meeting began at 8:05 a.m.
The minutes from January and February were approved.
Maple Avenue
Cathy Valentino received a letter from Martin Luster regarding the State funding for the
Town's Maple Avenue project. Basically the letter says to go ahead with getting ready
to do the work and they will have more information to us within a few days. We have
already received and opened the bids.
Suit Kote was the lowest bidder and this was presented to the Town Board but not
approved because of the question of the State funding.
At the next Town Board meeting, the Board will have to decide if the Town wants to go
through with the project. We will look into all possible money situations.
There was a brief discussion on the paper work that will be involved with regards to the
funding.
There was a discussion on Suit Kote's past performances and how we feel about
working with them. Fred Noteboom said that there have been minor problems in the
past, and Suit Kote has always made it right.
There was a discussion on the pricing on the bids,etc.
Highway Facility RFP
David Klein asked if the Copyright issue was addressed. Fred said that he talked to a
person at MRB and she said that it was OK. We would like to get that in writing
though.

David felt that we should take out the parts of the feasibility study that we have already
done—unheated storage shed, salt shed, etc. This needs to be very clear what we want.

There was a discussion on the office space and that as shown it may not be adequate.
We will modify the space before the RFP goes out.
It was felt that this does not have to come back to the Public Works Committee,but
Cathy and Dave would like to see it before it goes to the Board.

There were a couple of changes to the text on page 2 and page 4.
There was a discussion regarding the cost estimates and that they were so close to Town
Hall's costs. Basically there is more square footage in this building.
We have a list of consultants to send this to so this can be done after approval by the
Town Board.
Pennsylvania Avenue
Fred said that this was discussed at the last meeting and he would like to know how to
proceed with this situation.
Fred said that Orlando Iacovelli has a base on the potential Town road now and he has
received a variance from the Zoning Board.
This area needs to be researched more. The Town's Attorney is looking into this. We
will talk to him to see where the research has gone. We need to find out what the
deeds, ownership on the land, and the rights-of-way there say.
This lead to a discussion regarding the inspection process and that the Town's policy
needs to be reviewed and put in writing—outlining the law. We will meet with each
other to discuss this.
The Committee was informed that we have been having problems with the quality of
the plumbing and water inspections that Bolton Point does for us.
Bagged Leaves
Cathy asked to discuss this item because the vendors around town ran out of the
biodegradable paper bags this spring.
Fred said that we do not take out the leaf vacuum machines in the spring.

Fred said that possibly the Town could buy the bags and distribute them to places like
% Agway and Bishops for Town residents to pick up.
There was a.discussion regarding requiring all residents to put leaves in paper
biodegradable bags. This process would be easier,less costly, and could extended the
time period of pick up. The Highway Department was asked to look into this and
report back on a possible process.
Hanshaw Road
Dan Walker informed the Committee that the bids have been released and there will be
a pre-bid meeting on April 26, 2001. The bid opening will be on May 3, 2001.
There was a meeting with the Beyenbech's regarding the construction on Hanshaw
Road. The Town has committed up to $7,500 to have the free house put back up on
poles (out of the easement). The Beyenbech's will get quotes to do the work. The Town
forces will take down the tree house but the Beyenbech's will get someone else to do the
rest of the work and bill the Town.
We are working on the easements.
There was a discussion regarding Cornell University's monetary help. Dan will
continue to work on this.
West Hill Water
Dan said that we are writing the bids specifications now. This year we will have the
pump station (at Oakwood Street). The additional tank will be speced out next year.
Dan has reviewed this with the Ithaca City Public Works Committee. This project
should be ready for the May meeting.
There was a discussion regarding the path that will be created due to the water line
replacement (from the pump station) to the Perry property. This could be a secondary
emergency access to the pump station.
The landscaping workwill be done with the Town's forces.
Miscellaneous
The Committee had a general discussion regarding the Eddy's request for a gravel pit
(on west hill). This was disapproved by the Zoning Board.

Dan said that the City of Ithaca has sent the Town an application for the waste site (near
Ci Landstroms). Dan will be sending it back to Bill Gray because it was incomplete.
Employee Changes: Because of the changing needs of the Town, there have been
discussions regarding two new positions for employment. One position would be a
Maintenance Worker and the other position would be a Sr. Engineering Technician.
The Maintenance Worker would have be to a very independent person who has
knowledge in several different areas. This person would inspection the pump stations
(the City does this now and charges between$16,000 to $30,000 a year), maintenance on
the buildings, etc.
This position would be a non-competitive position. It would be based on a 40-hour
workweek, supervised by the Highway Superintendent.
The Sr. Engineering Technician would assist the work crews, prepare as-builts, do
surveying work, inspections, etc.
This position would be a competitive position. It would be based on a 40-hour
workweek, supervised by the Highway Superintendent. For this position, the Town
created a new job description.
Cathy informed the Committee that creating these positions would not cause any real
hardships. This will be presented to the Town Board at their May 7, 2001 meeting.
Forest Home Project: David said that the Forest Home Association and Historic Ithaca
has grant money for a transportation study. They will be meeting with their consultant
to discuss this further. NOTE: Fred has been invited to a meeting on April 30, 2001.
Fred said that the Town will be doing traffic counts soon. They will be doing total
counts, bi-directional counts, and speed counts.
