Public Works Committee Minutes
March 27, 2001, Highway Facility
Present: David Klein, Chairperson; Cathy Valentino; Ed Conley; Fred Noteboom;
Dan Walker; and Rich Schoch.

The meeting began at 8:06 a.m.
The minutes will be approved at the next meeting.
Town's Road Specifications
Fred Noteboom provided each member with a revised copy of the Town's Road
Specifications for their review and discussion.
The last time that road specs were reviewed was around 1989. At that time, we allowed
developers to use oil and stone to top a road. Most times, the Town would have to go
back and repave the road, so we have updated the specs. We feel that the specs are
more understandable and they include drainage issues.
We would like to present this to the Town Board at their next meeting.
Fred indicated that we might want to put something in the road specs about traffic
calming. At present the Town's minimum lane width is 10 feet; however, lanes and
shoulders may be modified to meet traffic demands.
There was a discussion regarding the need for a classification system on the Town's
roads.
Fred indicated that the specs would give the Town Board and Planning Board, along
with developers a basic road spec that may be modified with the Highway
Superintendent's review.
This will be put on the April Town Board agenda and we will talk to Tee-Ann, Town
Clerk, about any old resolutions to be rescinded.
The Transportation Committee should address who should own what roads.

Pennsylvania Avenue
Orlando Iacovelli has raised some questions about the properties on Pennsylvania
Avenue and the road structure. Presently, there is a driveway in place, and possibly
this should be made into a Town road. The water and sewer lines have already be put
in in the area. Fred explained that the road would be easier to maintain if it looped
around.
The Committee agreed that the smart thing to do would be to deed over the (end) and
then loop it around. There is a section of driveway that the Town should abandon. At
the other end of the road, there is a right-of-way that crosses to the South Hill
Recreation Way that needs to be looked at also. This whole section of Pennsylvania
Avenue needs to be reviewed with the Town's Attorney.
We will discuss this more at the next meeting.
Slaterville Road Drainage
Dan Walker said that he would like to get the design to the Board at the April meeting,
although it may not be until the May meeting. Dan has talked to the Ewings on the
phone to update them on the project. We will schedule another meeting with them.
There was a discussion regarding the ideas of design—rock will be about 4 feet high,
then a 3 on 1 slope. There was a discussion on the landscaping which will be reviewed
with each homeowner.
The Town will need to get an easement from the Saps. This is the way we will access
the project. The rest of the work will be in the State's right-of-way.
Maple Avenue
This project has been let out to bid. We had a pre-bid meeting and one vendor showed
up. There are three sets of plans out. The bids will be opened on April 5, 2001.
Fred informed the Committee that the written confirmation for the grant has not been
received yet. We have been told it is there, although we are concerned that we have not
received any information on it yet.
Hanshaw Road Back Lot Sewer Project
This project is ready for the Town Board to approve for bidding out. We are in the
process of revising the easements and will be mailing them out soon.

At this point, there is only one resident still opposing the project—the Beyenbachs. We
will meet with them and their attorney on April 19 to discuss the project farther. Cathy
Valentino suggested that the Towri s Attorney be present for that meeting.
There was a general discussion on the drainage and the pathway that will be made.
Highway Facility RFP
There was a discussion regarding the RFP not having specifics such as a sprinkler
system, etc. We will discuss this further with Andy Frost, Zoning Department.
This will be put on the April board meeting for them to review.
If there are any other changes, David or Cathy will get back to Fred on them.
We need to sit down with Al Carvil, Budget Officer to discuss the financial end of this
project.
David suggested that the schematic plans and the feasibility study be attached to the
RFP.
Miscellaneous
The Committee discussion the Iacovelli Park play structure and the fees from Leather's
and Associates. The consensus was that the Town could not do the work Leather's has
done for the money they are charging us. The check needs to be released.
We will be setting the poles on May 2, 2001, and the volunteers will be working on the
weekend of May 5th.
