Public Works Committee Minutes
February 27, 2001, Highway Facility
Present: David Klein, Chairperson; Mary Russell; Fred Noteboom; Dan Walker;
and Rich Schoch.

The meeting began at 8:15 a.m.
The minutes will be approved at the next meeting.
Highway Facility RFP
David Klein asked if the Town Board had approved the original feasibility study. Fred
responded that it was approved at a Board Meeting in 1998.
David said that the contract would be an AIA agreement with modifications—per Town
Attorney.
There was a discussion regarding the need for an architectural firm or can we use an
engineering firm. Because there is no design we need an architect. In the RFP, we will
add "engineer" to the places that have architect. Basically, the Board has approved the
size and schematics.
There was a discussion regarding the space needs for records management storage at
the highway facility. We will look into this further. (As a side note: It was decided that
we do not need to have paper copies of all the Board's minutes. We will keep them
electronically though.)
There were changes made to the RFP—see the RFP for the changes.
We would like to bring the RFP back to the Public Works Committee at the March
meeting for approval and then to the Town Board at their April meeting for their
approval. We would like to bid it in the fall/winter and have contraction start in 2002.
We will also update the MRB proposal, taking out what has been completed or not
needed. We will need to be more specific on certain items, such as a new roof and
ventilation.

No Overnight Parking on Forest Home Drive
There is a person who brings a camper at night and stays all night. Cornell Police
would like to have the Town regulate the overnight parking there. The property we are
talking about is Cornell University's land and the person is parked in the Town's right-
of-way. The Committee feels that because Cornell owns the property, although the
Town has an easement/ROW there, Cornell has the right to do what they want.
Fred Noteboom also said that the New York State Parks have requested'the Town put
up no parking signs along Sand Bank Road from Route 13 to the curve. This issue will
be brought to the Town Board for changes to the Ordinance.
Before this is done though, the Committee would like to make sure that there is
adequate parking for the ball fields when they are in use. Fred will check with the
Ithaca Youth Bureau.
Salt and Magic
Fred wanted to update the Committee on the Highway's processing of salt and Magic..
At present, plain salt costs $26 a ton. When we add Magic to it(at our facility), the costs
is $33;80 a ton. Cargill Salt has a product called Clearlane, which is similar to Magic.
They charge$37 a ton. •
We have been experimenting with the Clearlane and trying to get Cargill Salt to deliver
plain salt to Hick's Farm in Lansing so they can spray Magic on it and then bring it to
the Highway Facility. The cost to do the latter would,be very high as Cargill Salt will
charge more per ton for salt and then we would still have to pay for the Magic and
hauling.
Because of this and'the fact that the Clearlane does not work as good as the Magic, the
Highway Department would like to look into purchasing a better system for us to use to
mix our own salt and Magic.
Fred explained that we would like to get a concrete hopper—using C Blocks, a stainless
steel auger and piping. This would cost about$15,000.
There was a general discussion regarding the Town's roads being very well kept and
that we use less salt when mixed with Magic. The amount of times the trucks have to
go out is less to, because the Magic clings to the road better. Magic is less corrosive than
Clearlane.
The Committee asked Fred to do a proposal and sent it to the Town Board for the
review. We will try to get 3 quotes on for the supplies we need.

Maple Avenue Construction
Creig Hebdon showed the Committee plans for the construction of Maple Avenue. He
said that we would start at the City Line and go to Pine Tree Road. The plans call for
the sidewalk to be on one side of the road. He said that there would be granite curbing
which would allow the ditch line to be eliminated. The road will have 12' driving lanes
with 6' sidewalks where the granite curbing is, after that it will go to 10' driving lanes •
and a 5' shoulder. The parking area that currently exists will be moved to the other sidle
of the road. We will want to make the parking lot with a good base and have it surface
treated. We would want to put in a crosswalk though. There was a discussion
regarding horses being pastured in the field behind the barn and if there was enough
room to park the trailer.

Creig explained that the curves have been made less of an angle. With the changes
there are a few spots that the shoulder goes over Cornell's land by about a foot. At the
end of the road by Pine Tree Road we will match in the granite curbing and have a right
and left turning lane. There are no trees to be removed.
The Committee discussed that the road will be closed during the construction of the
road. There will be access from one side—near the apartments. The bid specifications
will be ready for the Town Board's approve at the March meeting.
The estimated cost of the project is $257,617. The grant we will be receiving will be for
$207,000. This may (along with NYSEG needing to move gas lines) mean that the
Highway Department would have to hold off on Renwick Drive. We will keep in
contact with the State regarding the grant money.
Hanshaw Road Back Lot Sewer
David said that the maps do not show a permanent easement. We will need a 20'
easement. The Committee reviewed the letter received from a resident's lawyer.
The alternatives were discussed. If the sewer line was put in the front of the houses,
along Hanshaw Road,.it would cost around$650,000. That cost does not include
restoration and each homeowner would be'responsible to change their plumbing to the
front side of their house. We would also have to take down trees.
The Committee discussed the maintenance and the restoration of the current proposed
project.

There were concerns that the Town Board may not be willing to approve and pay for
putting the sewer in front of the houses due to the magnitude of the project and this
will benefit only eight houses. The whole Town's interest needs to be considered.
Slaterville Road Construction
The cost estimate is around $50,000 and will be presented to the Town Board in April.
We need to talk to the owners of the property to keep them informed of the progress.
• West Hill Water Plan
Dan Walker showed the Committee a map that is about 90 percent complete. The
project would be completed in phases—starting with a pump station at Oakcrest Street
and then proceed with a 10" main line. This phase of the project would cost
approximately $323,000.
The second phase of the project would be to put in a tank. There are three different sites
foi the tank we are looking into. The best site would be in a field that the Eddy's own.
The other sites would be on the emergency access road to Eco-Village and the original
site (from the 1989 plans) on Valley View Road.
Putting in a tank will improve the pressure and allow a backup tank for the
Trumansburg Road tank.
Dan said that phase one is under design and will be brought it to the April Meeting.
The tank may have to be a 2002 project, unless there is money available this year.
Dan said that we would bring the phase one project to the city of Ithaca for their
review.
The Committee discussed the petition before the Town Board from Vera Circle
residents for municipal water. •
