Guests: Susan Ritter, Mike Smith, and Mark Leathers • The meeting began at 8:05 a.m. Iacovelli Park Because Mark Leathers from Leathers and Associates, was here this agenda item was discussed first. Mr. Leathers provided the Committee member with a map that shows the play structure that is proposed for the Iacovelli Park site. Volunteers would build this play structure, with the Town of Ithaca paying for the materials. At the last Town Board Meeting, there were some concerns regarding the bidding process and including other architects. The nature of this project is that Town would pay for the materials and Leathers Associates would provide volunteers to build it. The only thing that needs to be bid out would be materials and the estimated cost of the materials is around $11,000. The Highway Department will have to get quotes for the building materials only. This Committee recommends that Leathers Associates should receive an administrative fee of$2,000. This will be taken from the Iacovelli Park reserve account. There is sufficient money in there for the fee, materials, and materials for the pavilion. Cathy Valentino relayed a concern from Carolyn Grigorov regarding the safety of the design—siting concerns about the play structure at the Cayuga Heights School. Mr. Leathers explained that this structure at lacovell Park is only 10' x 10' and parents will be able to see all the way around, but not straight through. Mr. Leathers explained that the design could be open under the "tower" and have windows in the tower. Mr. Leather explained some of the features of the design saying that there will be a section for toddlers and a section for older kids to play. He said that the area around the play structure would have wood fibers around it so those children with handicaps will be able to maneuver. Mr. Leathers' explained that his company prefers using wood Public Works Committee Minutes,January 23,2001 Page 2 fiber chips as opposed to rubber mats, because handicapped children would be able to • go other places in the area—not just on the rubber matting. The Committee felt that the Town Board would like to see the updated design. This will be put on the Town Board's February meeting agenda. The scheduled work dates are May 1 through May 6, 2001. . The cost and design for the project seems to be on track and is consistent with the Town Board's approval. The estimated cost for the material is $11,000,Leathers Associates fee 52,000, and $4,000 for the materials for the pavilion. Set Meeting Dates The meeting dates will remain on the fourth Tuesday of the month at the Highway Facility starting at 8:00 a.m. Each member was given a copy of the meeting dates. Maple Avenue Fred informed the Committee that we would be starting construction on Maple Avenue at the Ithaca City line and go to the Judd Falls Road intersection. Fred showed this on the map. Fred explained that there is a section of the road that will have the sidewalk • right next to the roadway but as there is more room farther up, the sidewalk will be set away from the road. Sidewalk will go from the City line up past the barns. This will allow us to connect the East Ithaca Recreation Way together. There was a discussion about putting the walkway on the cemetery side of the road all the way up to the intersection. This would alleviate the need to cross the road if you are walking to East - Hill Plaza. With the present design we would eliminate the parking area for the frail. Presently there are four spaces for parking. The Committee would like to see the parking spaces remain there. - At present there is enough room at the intersection for turning lanes—a right turn and.a left turn. This will be "signed" that way after the construction is done. We will have the driving lane pavement at 10 feet and the shoulder at 5 feet. The 5-foot shoulders will allow for bicycle traffic. There was a discussion regarding what plantings will be done after the construction is completed. We will be re-seeding the "field" area with no need for trees there. If we did put in trees, they would not be in the Town's right-of-way. We would like to bid this project in March. We will have a design and bidding package ready for the next Public Works Committee meeting for approval, then will send it on to the Town Board. It was determined that to receive the grant money, we do not need New York State's approval on the plans. Public Works Committee Minutes,January 23, 2001 Page 3 Highway Facility Fred informed the Committee that he has reviewed some funding options with Al Carvil, Budget Officer. Fred handed out a sheet on the funds available. The money front-the expense account, DB5112.453, would be money saved from getting the grant to work on Maple Avenue. Fred said that he would like to explore funds from the water and sewer accounts also. We need to continue looking into ways to fund the project. After discussion about having another RFP done; it was decided to "brush up" the RFP . from 1997. We have the basic information and can update it and provide it to the consultant to proceed on a design. The Highway Department will update the information and bring it to the next Public Works Committee meeting. Road Work 2001 David had asked for the roads that the Highway Department would be working.on this summer. Fred provided a list of the roads to be worked on. The list consists of the roads to be surface treated, slurry sealed, paved/drainage, and bid out projects. Some of the roads on the list may not be done due to time or money constraints. Some of the roads discussed include: McIntyre Place. Basically this road will just be re-paved—no changes to the road. The Committee felt that the Highway Department should send letter to the community regarding the paving project. • • Cayuga Street Ext. This road will have a paved shoulder for bicycles. We will also rework the drainage ditch so that the water will flow better. Tareyton Drive. Last year the long dead end side of Tareyton was re-paved: This year we will re-pave the shorter side by Tareyton Park. John Street and Park Lane. After the drainage project is completed we will put a topcoat of asphalt on these roads—in 2000 we put down the base coat. Public Works Committee Minutes,January 23,2001 Page 4 Old East King Road This road needs to be accepted by the Town Board. We will put this on the agenda for the Board to approve. We also need to rename it. Talk to,Andy Frost about renaming it Kings Way to confirm it is not a duplicate on the 911 system. Cathy asked that we also talk to Andy about the numbering system on Coddington Road. The numbers do not seem to be consistent. East Hill Drainage/Slaterville Road Dan informed the Committee that we plan to line the creek with riprap. It was discussed that most of the water going into this creek has been diverted to the Park Lane area. We did look at piping the creek and there are spots that are at least 30 feet deep, so this would.not be possible. To reclaim the bank, we will put riprap 45 feet high and grass seed the "toe". Possibly we could use some shrubs. We will be contracting this project out and it will be done in 2001. We need to contact the resident that this project will effect. We will need to get easements from at least one house so that we can get equipment in the area. The tentative schedule is to bid the project in April. Hanshaw Road Sewer Fred indicated that he and Wayne Sincebaugh met with some of the residents on Hanshaw Road. They were concerned that the area will be "clear" cut. Wayne explained that this is not the case—we will be cleaning out the underbrush and taking some trees. The residents that met with us were most concerned about a tree house that is in a tree that needs to be removed. The Town has offered to move the tree house for them. This sewer line is a 10" pipe that carries sewer for most of the Northeast. There is a lot of infiltration. We have a right-of-way that has never been maintained. Dan said that the process for the work is this: 1) Look at the line with a camera and mark laterals. 2) clean it out. 3) line the pipe, and 4) look at the pipe again with a camera to find the laterals. The contractor will need access to the manholes to do the above process and the trees, such as poplar trees and willows will need to be removed to help alleviate infiltration and cracks. • Public Works Committee Minutes,January 23,2001 Page 5 We will setup a meeting for February 5, 2001 to review this project with the community.
