Update of Current Water Projects Dan Walker Hospital Water and Sewer Burns Road Water ghk pc: Mary Bryant, Sr. Typist Tee-Ann Hunter, Town Clerk Andrew Frost, Director of Zoning/Building Jonathan Kanter, Director of Planning DISPOSITION DATE TOWN OF ITHACA ir41 Public Works Committee Town Hall, December 3 2002 Present: David Klein, Chair; Dan Walker; Fred Noteboom; Wayne Sincebaugh; Cathy Valentino; and Mike Smith The meeting began at 8:20 a.m. Minutes for the October 1, 2002, and October 29, 2002, meetings will be approved at a later date. Meeting Date for 2003 Cathy Valentino said that she has no plans to change the committee members this year. The Committee decided to continue meeting at the same date and time—the fourth Friday of the month, except November and December will be combined. Public Works Facility There have been some concerns with occupying the building without a Certificate of Occupancy, because we now have the use of the truck bay. Fred Noteboom said that we never really unoccupied the building as the mechanic's shop continued to operate. Currently, the Town is occupying the west wall and the contractor's materials, etc. are on the east wall. There is heat in there and we are not having any ventilation problems. The specifications say that we would be occupying the truck bays, so the Committee felt this is not a problem. Wayne Sincebaugh informed the Committee that the contractors have been having problems ordering supplies to get here on time, or they forget to order parts of it. Wayne has discussed this was the Streeter Associates project manager, Dick Paul. Wayne said that at the last project meeting he informed all the contractors that if we were not in the building by the February 14, 2003, date, they would have pay for the temp. trailer, etc. David Klein said that we should put that in writing. The high roof is on and the insulation is going on. The mechanic's bay area is ready for heat, but they can not continue until the insulation is up. David asked if we had a project time line and if we had submittal schedules. We will need to talk to David Lorenzini about this. We did get a time line from Streeter, and the Committee members reviewed this. The Committee discussed the painting of the floors—due to the cold it will not be able to be done until spring. We may want to get a local painter to do this. Public Works Committee Minutes, December 3, 2002 Page 2 The Committee discussed the steel beams that are exposed in the office—the corner windows and a couple others have a beam in front of them. MPO—TIPS Fred explained that the Town has a couple of roads that can be included in the pool for federal funding. Currently, they are working on the TIPS schedule for 2003 to 2008. We would like to submit an application for funding to work on Forest Home Drive between the bridges. Fred said that we would like to move the guide rail back (for pedestrian use), rebuild the wall, and rework the drainage in that area. Fred said the lanes would be 18' wide and there would be curbing about 12" from the wall and along the other side of the road. This would help establish the walkway there. David asked that the traffic calming study points be referenced and considered. The TIPS application is due December 13, 2002. There need not be detail on this application. If accepted, then we would have to go into more detail. The Committee discussed the final report on the traffic calming study and the need to get that information. Stop Signs for Roat Street and Orchard Street At the last meeting, the Town Board approved three stop signs for the intersection of Roat Street and Orchard Street. Those signs have been installed. The neighborhood residents would like to have stop signs installed at Roat Street and Blackstone Avenue. Both are dead ends and Fred did not think it was necessary. The Public Works Committee discussed this and decided that this area should be monitored and then have traffic counts done in the spring (We do have traffic counts from before the stop signs were installed). Some of the discussion included: (1) The Committee agreed that there are lots more kids on those streets now. (2) Fred said that there are two basketball nets on the street that need to be removed. (3) Putting up"No Through Traffic" signs—Fred said that they are only advisory signs and are not enforceable. Current Water and Sewer Projects Hospital Water and Sewer: This was awarded with out the sewer extension. The contractor is going to start at Candlewyck Apartments—weather permitting. The Town would not have a problem if they decide to wait until spring. 4 Public Works Committee Minutes,December 3,2002 Page 3 There will be two staging areas—one at the church and one in back of the Biggs Building. DeVencentis is the contractor. Cathy Valentino asked if this would solve the infiltration problem on the hill. This may and we will want to meet on this again. We don't use as much water as we pay for. Burns Road Water: The bids are due on Thursday. So far, about 12 contracts have been picked up. Dan Walker said that he is hoping to present this to the Town Board at their December 9, 2002, meeting for approval. The estimated cost is $140,000. The cost for the homeowner to hook into the system would range between$1,500 and $5,000 depending on where the hook ups are in the house. They residents are informed of this cost. King Road/Southwood Subdivision: Dan explained that the developer of the Southwood Subdivision is starting to develop the area. In the original proposal two pump stations are to be installed by the developer. Dan explained that the sewer ends and then goes up Troy Road. Water has already been installed. He would like to add sewer (on King Road) and this might be a good time to do that. There is a meeting today to discuss this subdivision and get estimated costs, etc. There was a discussion regarding the developer putting money into the project and the Town would also. The Committee reviewed that this area (for the proposed sewer) is just outside the Ag. district. This area is in a Conservation district and adding sewer would help promote growth in the area. • Dan said that the sewer would consist of an 8" main and 4" laterals to the homeowner's hook up. The hook up would be the expense of the homeowner. The Town has already done an elevation study. There was a discussion regarding the land between King Road and Troy Road. The sewer is on the high side and can connect to the proposed project. When the Southwood subdivision was approved the Troy Road water tank was not there. We now have 70 psi in that area. The developer would like to start selling lots—there are about 42—starting in July. The Committee agreed that the Town needs to watch the drainage in that area—very hilly. The roads would have to be built to the Town's road specifications. ii Public Works Committee Minutes,December 3,2002 Page 4 ' A The Committee discussed that the Southwood subdivision approval will have to be reviewed by Tompkins County for their approval because of Storm Water Management. There is a detention area, although we will have to review it again because the original outflow calls for a 42" pipe. This will be presented to the Town Board for their review. This project would be considered an infill project,not an extension. Miscellaneous Cathy said that she has reviewed the letter fro Dennis Osika regarding Caldwell Road. Cathy said that she received a phone call from John Guttenberger and he said that this was not a complaint from- Cornell University—although it was on CU stationery. This was a personal complete of Dennis'. Caldwell Road has been deteriorating for quite some time. The Highway Department was waiting to see what the Forest Home Traffic Calming study has to offer before starting the project. Currently we would like to have the one side piped (and covered) and then have curbing and sidewalks added. We would have the road"crowned" with catch basins. This would eliminate the ditches. The Committee decided that this project should be taken to the Capital Planning Committee to include it in the 2003 capital plan, and that we should move ahead with a new design for it. This does not necessarily need to go to the Transportation Committee, but we will inform them of the project. Cathy said that there would be a meeting today at Town Hall regarding hazard mitigation. This meeting will start at 4:30 p.m. This meeting is to see if we can get other municipalities involved because there is possible state funding if municipal cooperation is involved.
