Public Works Committee
Public Works Facility, October 29, 2002
Present: David Klein, Chair; Dan Walker; Fred Noteboom; Rich Schoch; Wayne Sincebaugh;

The meeting began at 8:10 a.m.
Minutes for the October 1, 2002, meeting will be approved at a later date.
Public Works Facility
There are some eave purlins that need to be replaced—we have not received a cost estimate although
the purlins have been ordered.
The specified trench drain grates were going to take approximately 8 to 10 weeks to deliver. We
decided to go with an alternate product, so we received a credit of$6,600. We called Zeiser and they
quoted Syracuse Casting but their grates are 11/2" vs 13/4" cast with a rating of H-20. We could
possibly shim them to make up the 1/4" difference. Fred Noteboom called regarding galvanized
grating prices. David Klein said that he would recommend the 11/2" cast grates because they would
last longer. It will cost$38 a foot for approximately 120 feet.
The doorframes over the overhead door on the existing Mechanic's shop and south end were out of
alignment and rusted. We are working on getting pricing for new framing. This will require a
change order.
The project is about two weeks behind schedule. The roof joists for the new section should be
delivered on November 4 and the roof on the main storage area should be completed this week. We
have moved the jet rodder and sewer vacuum to Tompkins County Public Works to keep them
heated until we can put them in the new building.
The studding for the dry walls has begun.
The Town forces installed two oil separators/drains for the project.
Kimble, Inc. finally showed up—we were having a hard time getting them here.

Leaf Collection
The leaves throughout the Town are late to fall. The Highway Department has received numerous
complaints and concerns. We may have to extend the time we have the leaf vacuum machine out.
We will make a public announcement and have it put on the Town's web site. We will continue the
schedule as planned and then announce the change the following week.
Storm Water Management Plan
Fred informed the Committee that the Federal government has mandated each municipality have a
Storm Water Management Plan. We have to send a letter of intent to New York State by March 2003.
Phase II of the plan must be fully implemented in 2008.
The Town has already fulfilled some of the obligations. There are six control measures, which
include public input, discharge detection and elimination by Town departments, construction site
storm water runoff control (over 1 acre), prevention, and housekeeping.
The Town would be able to control this during the building permit process. We will have to make
people aware and have them use silt fences,maintenance vegetative barriers, etc.
The impacts on the Town's staff will be that the Planning Department will become more involved.
The Storm Water Management and Stream Corridor Ordinance needs to be finished. The
Engineering and Highway Departments would have to do more inspections and reporting will be
required.
It was decided that the Public Works Committee should be the lead on coordinating this.
The Town might need to purchase a street sweeper—or possibly rent one. We will need to revisit our
catch basin management program and highway designs might have to be changed. Enclosing the
ditches and hydroseeding might have to be included in the designs.
Any new developments will be required to install storm sewers, etc.
NOTE: Stone Quarry Road opened in Friday, October 25,2002. The striping will be done today, a
binder course has been placed, and the signs have been upgraded. We will surface treat the road next
year.
NOTE: There was an accident on Elm Street last week. We have photos of the accident site after the
accident. The guide rail will have to be replaced at a cost of approximately $5,700. We have
submitted a claim to the driver's insurance company—we have been informed that they will be
sending us a check for the replacement of the guide rail.

Hazard Mitigation Plan
This is another mandated program. The implementation date has been extended to November 2005.
Municipalities will not receive future FEMA funding if this plan is not in place. At present, the
County is coordinator working on this but hasn't done anything on it yet. Lee Shurtleff is on the
board.
The public needs to be involved to identify problems and prioritize them, etc. George Frantz has
written one for Dryden and Waverly. Jonathan Kanter has a copy of this. The Planning and Building
and Zoning Departments should be responsible for developing the plan.
Cathy Valentino was concerned that the communities are not involved. She would like to draft a
letter to the County to formally ask them to assist all county municipalities in developing a plan.
Fred will put together a summary for Cathy and the Public Works Committee needs to coordinate the
efforts for the Town.
Update on Current Water Projects
South Hill Transmission Main Project: Dan discussed the South Hill transmission main project in
more detail—making it a two-phase project.
The first phase would be to extend the Pearsall Place T main,which ends at the pump station on
Danby Road, to Buttermilk Falls Road. This would be accomplished by putting water lines in behind
Emerson Power Trans., using the former railroad tracks, down through the State Park easement to
attach at Buttermilk Falls Road. We need to set up a meeting with Emerson as soon as possible. This
would allow us to connect the water on Stone Quarry Road too.
The second phase would be to build a 12" or 16" T-main at Pearsall Place and run through Ithaca
College property (to keep in Town). We would need to coordinate this with Ithaca College as they
have plans for the areas we are discussing.
Phase I and II would cost approximately $1.25 million to complete. There would be some work
needed at Glenside that would cost approximately$.75 million. The total cost of the project would be
around$2 million.
Bolton Point's Commissioners would like to see this project happen, although as a Town project,not
Bolton Point's. Bolton Point is already paying for the T-main extension and a 1.5 million gallon tank
on Hungerford Hill.
Dan Walker will meet with Ithaca College and Emerson to discuss this project further. Cathy will be
meeting with Ithaca College officials on October 30, 2002.

West Hill Water and Sewer Project: There was a pre-construction meeting on Thursday, October 31,
2002. This project will begin construction soon.
South Woods Subdivision: This project was approved years ago. It would include 5,900 feet of sewer
line at$60 a foot and a pump station,for a total of approximately $350,000 to $500,000. The Town
would contribute$200,000 to work jointly with Scirabba (developer) so that storm water
management,road specifications, and the pond in the subdivision plan are constructed correctly.
This would be a 42-lot subdivision adjacent to the Eldridge Wilderness. Dan has concerns that it may
be too many lots for the very steep slopes, although it would allow sewer services to homes on
Coddington Road. Tompkins County has to approve their Storm Water Management Plan before
anything can be done on this project. The storm water would drain into the County's ditch.
