Highway Facility,July 23, 2002

The meeting began at 8:10 a.m.
The April and May minutes were approved.
Winthrop Drive Construction Update
The laying of underground pipe is going well. One side is almost done. Fred Noteboom informed
the Committee that the crew is excavating the dirt, putting in "sock" pipe (black drainage pipe
wrapped in fabric) to drain the road base, and then#2 stone is added.
David Klein felt that the cuts in the driveways could be smaller, and Gene Redman explained that to
get the old headwalls out, we have to cut them that wide.
Public Works Facility
The bids for the construction of the Public Works Facility were opened on Friday. The lowest bidder
for the General Contractor has withdrawn their bid. Fred and Dan Walker have been meeting with
the Town's Attorney to review and discuss the options available to the Town. At present, we feel
that the bid will go to the next lowest bidder.
The other contracts; Plumbing, HVAC, and Electrical, all seem to be OK.
The Committee reviewed the bid prices. The total of all the bids came in 4.5 percent higher than we
expected. It was decided that the wash bay (deduct) would have to be eliminated due the to cost of
the bids or there would be no contingency money available.
At the special Town Board meeting (set for July 29, 2002),we will ask the Town Board to set a public
hearing date to increase the Capital Budget to include the furniture, networking, and contingency.
The schedule is as follows: July 29, set date for public hearing and award the contracts. August 13,
2002,have a public hearing to increase the Capital Budget Project to $2 million. September 13, 2002,
will be the 30 days waiting period for the public to react.

Stone Quarry Road Contraction Update
A Capital Budget was set up for the materials to reconstruct the road. Fred informed the Committee
that this means that the Permanent Improvement account will be overdrawn.
Fred said that we would be able to start getting the road ready for the box culvert that will be put in.
That box culvert is scheduled to be here in mid August. We need to get the old culvert out first. We
have rented an excavator with a hammer to'do this work.
The box culvert will be under the ground about five feet. The load rating for the culvert is rated H-25
to handle all vehicles.
We will have to build a 30" high retaining wall. The pavement will be a 10-foot lane,with a 4-foot
shoulder and then the retaining wall.
When reviewing any future plans for development in the area above Stone Quarry Road, the Town
should consider having retention ponds included in the plans.
Fred said that he received word (from the MPO) that Maurice Hincey's office felt that we could move
this project up on the TIPS schedule, although we are not sure how that would work because we need
to move ahead with the project now.
The schedule is to have the road closed (completely)in July to get ready for the box culvert,which is
schedule to be ready in mid-August,finish the box culvert installation by approximately mid-
September, then start working on the drop offs. We will continue working on the road into the
winter months as long as we can. We would like to open the road for winter.
We will need to rent a crane to put in the box culvert and then to shore up the 60-foot drop off.
Lighting on Judd Falls Walkway

Hospital Water and Sewer Projects
Dan Walker said that they are in the process of finalizing the specifications for the projects so they
can be let out to bid in September.
The Trumansburg sewer extension will be discussed at the Capital Planning Committee meeting on
Friday. The report has been done and the SEQR is being done. This project would bring the sewer
service to Hayts Road and service 5 parcels. The area is zoned R15. In the Towri s Comprehensive
Plan,we do show development in that area. Dan estimates the cost of the project at$160,000.
West Hill Water Tank
Dan informed the Committee that he met with Greg Pits and Steve Garden (Eco-Village). According
to them, they are not sure Eco-Village wants the tank on the access road. They would like it farther
up the hill. Dan is concerned with this because their proposed sight is in a wooded area and there
would be too much pressure on the systems lines. Dan indicated that the Town would do boring
samples at each site to see which would be the better site.
They were willing to convey a permanent easement, although they do not want to have a fence there.
Dan indicated that we might not need a fence, although the plans show a fence around the tank site.
We will continue to negotiate with Eco-Village after we have the boring sample results.
Miscellaneous
Tom Neiderkorn indicated that we might want to have a retreat for the Highway employees. Tom
felt that the one held for the Town Board was a good one. The facilitators may be able to help in this
type of situation. Fred indicated that morale was good at present and we would like to keep it that
way. Maybe a retreat with the Highway Superintendent and supervisors would be a good start. If
there are any other ideas, please call Fred.
Fred talked to the Committee about Tompkins County's philosophy regarding working on County
roads only in the rural areas; urban area residents are harder to work with so projects take longer to
get started. Barbara Blanchard would like to meet regarding the reconstruction of Coddington Road.
and Hanshaw Road.
The meeting was adjourned at 9:45 a.m.
