The meeting began at 8:07 a.m.
The April and May minutes will be approved at the next meeting.
Public Works Facility
The advertisement for the bidding of this project will be done on Wednesday,June 26,2002. There
will be a pre-bid meeting on July 8, 2002,here at the Public Works Facility. The bids will be opened
and reviewed on July 19, 2002, at Town Hall. If all seems in line or way out of line,we may call a
special Town Board meeting to approve or discuss this. If all goes well,we are hoping to have
construction start around August 20,2002.
There was a general discussion on how the bids would be presented. All four prime bids will be in
one packet.
David Klein has reviewed the specifications and discussed a few discrepancies he saw and we have
referred them to the architects to change. The base bid will include the wash bay as a deductible
item. The architects expanded sprinkler system plan,although it could have been more detailed. The
mechanical room design has also been detailed more (in the specifications).
There was a general discussion on the deposits required. This time, if the company returns a clean
complete set of plans and specifications, they will be reimbursed the whole deposit. The Committee
discussed the places the bids will be advertised (Syracuse, Binghamton,Elmira, and in Dodge). Fred
Noteboom was informed that there is a favorable climate for bidding at this time.
We are requesting that the vehicle maintenance/storage section of the project be completed by
November 1, 2002,with the whole project being completed by February 14,2003.
The Highway crews have started to work on some of the work that will be done in-house. The gas
line has been moved and we have started to work on moving the electric. The driveway needs to be
moved over, so we will put down a base soon. We have decided to rent a trailer for the office and put
near the annex. This area has hook ups for the water,sewer,telephone, and Internet. We are hoping
to rent a 12x60 trailer.

Wayne Sincebaugh will be the site manager and the architect will be the technical manager.
Stone Quarry Road
Fred informed the Committee that we are moving along on redesigning and getting materials for
rebuilding Stone Quarry Road. We are hoping to start construction in August. We have met with
several different companies for their ideas on what to do here.
Dan Walker,Town Engineer, has come up with an idea that may save the Town money, and may be
able to do the project with the money we have budgeted for it this year.
After surveying it we found out that the drop off in one spot is 60 feet and 34 feet wide. Another spot
is 13 feet wide with art 8 foot drop off.
We have heard nothing about getting in help with funding the project.
Pew Trail
There was a public meeting on June 20,2002 to review this project. There was no negative feedback
on this project. There were some questions asked about horses being allowed on the trail and request
for good screening at the proposed parking lot.
Most concerns about the project were on the impact of traffic and the amount of traffic already on
Honness Lane and Pine Tree Road and at Park Lane and Tudor Road.
The NYS OPRHP has approved the design and now it will go to NYS DOT for their review.
There was a discussion on the pavilion that will be dedicated to Shirley Raffensperger. This is not a
part of the trail project.
The trail will have a 10-foot treated surface with 2-foot grass shoulders on either side.
Slaterville Road
Dan informed the Committee that he has met with the Ewing's regarding getting easements for this
project so we can get into the ravine. The Ewing's would like to have the bank filled in completely,
and we have said that it will only be stabilized, as there would be too much fill needed.
Fred indicated that as a result of the project on Park Lane,very little water went down the ravine
during this year's spring storms.
The Ewing's were concerned about the drainage after the Pew trail has been constructed. We will
review the drainage again, although we do not feel it will impact the ravine.

The Committee discussed the possibility of the Town's forces hauling some material for this project.
We will not be able to do the rest of the work, as we do not have the equipment.
Hospital Water and Sewer Projects
Dan said that it would cost about$124,000 to complete the water project and $540,000 to complete the
sewer project. The sewer project does include extending the sewer line to Gripi s property. Mike
Smith said that the Kyong's are reviewing their proposed development on their property;the
Planning Board did not approve that proposal though.
The bid specifications will include grass seeding for the project, although the Town's forces will plant
trees and shrubs. This is easier because the Town forces can individualize the plantings and water
them to keep them alive. The old sewer line will be abandon and the manholes will be filled in. The
new line will be in the same right-of-way.
These projects will be before the Town Board at their August meeting.
West Hill Water Project
This project is almost ready to be presented to the Town Board. We need to meet with Eco-Village to
review this project and get easements for the new water tank.
The tank will be a concrete tank—approximately 10 feet will be underground, so 10 feet will above
ground. This tank will not be replacing the tank on Trumansburg Road. The new tank will assist the
Trumansburg Road tank with getting water to the West Hill. At present,if something happens to the
tank on Trumansburg Road, the hospital would not have any water. This has been a concern for a
while.
The Committee discussed Eco-Village's request to have the tank 70 feet higher up the hill. Dan was
not in favor of doing this. The Town would have to put in around 1,500 feet of pipe to do this, and it
will increase the water pressure. The increase of water pressure could cause problems in the future.
This lead to a question of what will happen 20 to 50 years from now. Dan said that another tank
would have to be put in—most likely on Sheffield Road.
There was a general discussion on pressure zones and booster pump stations that are used because of
the hilly terrain. The Committee also reviewed the current water system within the Town. Dan
informed the Committee that presently the City is charging the Town more for water than the Town
is charging the residents. It may be beneficial to build the rest of the loop to get water to the West
Hill area around the City. The other advantage of a project like this would be that the City's water
lines are less efficient then the Town's.

The Committee reviewed the Eco-Village's expansion they are proposing.
Dan said that he would have a recommendation for the West Hill Water Tank project at the August
meeting,pending the meeting with Eco-Village.
E. King Road Sewer
On the south side of E. King Road between Troy Road and Ridgecrest Road there is no sewer. Dan
has been designing a plan to put sewer in there. The Town has received a formal request for this
sewer. In the past,when putting in a sewer line the.Town will put in the main line and then the
homeowner would have to hook up to it.
Burns Road
There has been a request for water to be extended,on Burns Road. The Town has been reviewing this
with regarding to the long-term affect of doing this project. It seems that not a lot of development
could be done in this,area, because there are easements with the Finger Lakes Land trust and the
terrain.
The meeting that was scheduled to discuss this was cancelled. Dan thinks it will be presented to the
Town Board at their July meeting. The project will cost approximately $100,000 and service five
houses.
