Public Works Facility Fred Noteboom and David Lorenzini presented the Public Works Committee with a design package and new cost estimate. These plans were reviewed. The conference room will be used as training and meeting room, the break room will also be used as a training area, a closet was added in the conference room, and the office space was reviewed. The Committee discussed the time line and suggested that the architects go ahead on the drawings for the building—we do have drawings for the electrical, plumbing, etc. At the April Town Board meeting we will approve the plans. At the May Town Board meeting we will approve the final design and bid out the project (unless there is a need for a permissive referendum). The plans will go to the Planning Board at their May 7, 2002 meeting. Some of the concerns the Planning Board had are: Lead agency, screening out front of the property, lighting issues, and parking issues. These have been addressed and will be reviewed at the above Planning Board meeting. The Committee discussed that the Town can grant a final approval without the County's permit process (review). The Committee discussed that two trees will be removed, and we will plant 78. The landscaping and paving will be done by the Town's forces. Cathy Valentino informed the Committee that we would be having a meeting with NYSERDA to see if we qualify for any grant money. Any upgraded electrical work to save money can be eligible for grant money. Fred informed the Committee that the test holes had been dug and the results were here. Renwick Drive Construction Fred informed the Committee that there would be a public meeting tonight regarding the construction to be done on Renwick Drive this spring. Public Works Committee Minutes,March 26,2002 Page 2 Basically,we will be milling out the surface, replacing catch basins and underground drainage, and then paving the road. No trees will be taken down, although we will let residents know if they would like some trees trimmed back, we will be glad to do it. The paved part of the road will actually be 18 feet instead of 20'feet,with a paved shoulder. Fred informed the Committee that we would like to start very soon and it should take about 6 weeks to complete. We will have to close the road section during the day, and this should not affect any buses—school or public. We will be working on this project and Winthrop Drive at the same time. The estimated cost of the project is$100,000. That includes labor, equipment, and materials. Fred informed the Committee that due to the mild, dry winter,we have been able to catch up on some of our preventative maintenance work. Winthrop Drive Construction This project will be replacing the ditches with underground drainage, although there will be a grassy swale. There will be an open swale from Brandywine Drive to the curve: the rest will be underground pipes. The other side will be piped. The Town has talked to the Village of Cayuga Heights to pipe some of the road in the Village. This project is slated to start in early May. We will be using 15 to 18 inch pipes and most of the catch basins will be before the driveways. We will have to cut driveways and may"contract out" the paving of them. This seems to work well for the homeowner. We will schedule the meeting for April 10, 2002 at the Northeast School. - A Committee member asked about fixing the outfldw pipe at the Dewitt Pond and Fred informed them that we have already done that. Lighting on Trails within the Town Mike Smith provided a map that indicates which trails we would consider transportation trails and/or recreational trails. At present,the Town removes snow and ice from the transportation trails in the winter. - - _Members'of the Committee have been talking to residents about this issue. Most people would not like to see lighting in the South Hill Trail, -The-cost of lighting a trail initially would be very expensive and we would have to-develop a lighting district. Most of the current:lighting districts cost-between$1,200 and Z000 a year.. Public Works Committee Minutes,March 26,2002 Page 3 The Committee discussed solar lighting and the effectiveness of it. Fred will look into this. This is a discussion item because some residents have been asking about lighting trails and we are continuing to build new ones. It was suggested that the Town might want to do a case study using the Honness Lane to Maple Avenue leg of the East Ithaca Recreation Way. West Hill Sewer Dan Walker explained that the resident's from Eco-Village have asked for sewer to be brought into their property. Dan said it is about 1,200 feet to tie into the Town's sewer. The Committee felt that the residents from Eco-Village would have to pay for the cost to put sewer in to their property. Dan said that he has also had a request for sewer to be put in on E. King Road. This would serve about six houses. We are developing a plan for this. Dan said that some of the sewers in that area are starting to fail. • Trumansburg Sewer On this project we would be installing the main along the existing main. We will be putting a pipe bridge in to carry the sewer over the creek. On the capital plan we estimated the cost at$300,000 although it looks like it will cost more like $500,000. The Committee reviewed the maps of this project. Dan has been in contact with some of the property owners that this project will affect. Candlwyck Apartments has requested the pump station be eliminated. This is not an option. Before this project can be done the Town needs to come to an agreement with the City regarding the sewer pump stations and capacity. We are continuing to look into costs, etc. if sewer was extended to Hayts Road. West Hill Water Dan explained the plan to the Committee. He,needs to talk to the owners of the property again about the scope-of the project. Dan said_that he would like to talk to the.hospital about times,staging area,noise, and parking. We do have the easements and we will be putting in new hydrants. The estimated=timeline is forbidding in June-or July'so that the workwiil be done in.2002. Public Works Committee Minutes,March 26,2002 Page 4 Dan will get a better cost estimates for the two projects being done by the same contractor and bring this information to the Public Works Committee at their next meeting.
