Discussion on West Hill Sewer Dan ghk pc: Mary Bryant, Sr. Typist Tee-Ann Hunter,Town Clerk Andrew Frost, Director of Zoning/Building Jonathan Kanter, Director of Planning F I N Al DISPOSITION DATE 441 TOWN OF ITHACA Public Works Committee Highway Facility, February 26, 2002 Present: David Klein, Chair; Cathy Valentino; Tom Niederkorn; Dan Walker; Fred Noteboom; and Rich Schoch Guests: David Lorenzini, Mike Smith, and Sue Ritter The meeting began at 8:10 a.m. The minutes that need to be approved from 2001 will be on the next meetings agenda. Public Works Facility Fred Noteboom informed the Committee that they had meeting with Hascup and Lorenzini and Delta Engineers. They have added the sprinkler system to the proposal. David Lorenzini provided a worksheet with the estimated cost on it. Overall, with the contingency, the cost is 1.8 million. There was some concern among the Committee members that the cost was higher than we would like to see it. There were several discussions on ways to reduce this estimate. Some of the suggestions include: Take some items out of the bid, taking off the wash bay, and the radiant heating on the floor in the mechanic's bay. The Committee discussed the "fin tube" heating and that it would be advantageous and can save money in the long run. This would also not take a large amount of money off of the total estimate. The Committee also discussed the crane that has been proposed for the mechanic's shop. At this point, it is a 5-ton crane. If it were under a 2-ton crane it would lower the cost. We will look into this further. The Committee discussed the overall height of the building and that the proposed height is the lowest it can go and still accommodate the trucks to work on. The Committee discussed the type of building proposed—it is not a pre-engineered building. We may want to look into this to see if there are cheaper ways to construct by building. Another discussion was the size of the offices. This would not necessarily reduce the cost by a large amount of money though. The siding was also discussed as an option to cut costs. The Committee asked David Lorenzini to get a list of cuts to reduce the price. They asked him to quantify them and give the costs. There was a discussion on space needs in the heated storage area. There is no room to take any space off of here as we still will not have all the vehicles (that need to be in heated storage) in that area. • Public Works Committee Minutes,February 26,2002 Page 2 The Committee went on to discuss the time schedule. Hascup and Lorenzini will be meeting with Delta Engineers on Thursday March 7, 2002. We intend to have a design with budget figures for the March 11,2002 meeting. The Committee discussed the issue of bonding the project. Cathy would like to see it between 1.5 and 1.8 million. Cathy and Fred will discuss this will Al Carvil,Budget Officer. Fred said that the Highway Depai fluent would be conducting public meetings soon on the construction projects that will be worked on in 2002. He said that we could discuss the building at that time too. There was a concern from the Planning Board as to who should be the lead agency and that there was not enough screening on the west side. They did pass a resolution, though,naming the Town Board as lead agency. We will be going to the April meeting of the Planning Board to answer other questions/concerns the Board had. Lighting Town Trails and Walkway Fred said that the issue of lighting town walkways and trails has been brought to our attention. There will be lighting on the walkway that will be built in conjunction the Route 366 construction. New York State DOT will not fund the lighting for the trail. The Town will want to meet with Cornell University on this. Fred said that he has received information from the MPO in which it says that each walkway/trail should be considered for lighting on a case-by-case basis. The Committee feels that the Town may want to set criteria for lighting walkways/trails. This will entail deciding if a walkway/trails is for recreational or transportation use. The Committee feels that we should first look at the walkways/trails that are for transportation use. The Town's Park Use law will have to be reviewed also. Currently the parks and trails are closed a half-hour after sundown. • Fred said that lighting walkways/trails could be very costly. The Highway Department has been asked to provide a map indicating which walkways/trails should be considered recreational or transportation use trails. They will bring this to the next meeting. ' Official Name of Trail . At present,we continue to use the name William and Hannah Pew for the trail between Pine Tree Road and Holiness Lane. Public Works Committee Minutes,February 26,2002 Page 3 The Committee decided that we should talk to the people who gave us the land to get there input as to the name of the trail. The Committee also said that we need to set criteria for naming parks, trails, etc. Winter Maintenance of the Above Trail The Highway Department will be maintaining this trail after it is built. Outside Maintenance of the Post Office area at Town Hall Fred brought this issue to the Committee because the Safety Committee reviewed an incident report involving a person who fell outside the Post Office. The ground has settled and there is a"lip" that people are tripping over, etc. The Town may want to take the asphalt out and put in concrete. This is our responsibility although the Post Office would be responsible for 20 percent of the maintenance cost. The Committee will meet at the Post Office site on 8:15 on Wednesday,February 27 to review this. West Hill Water Project Dan Walker said that the project would cost around $350,000 for a 25,000-gallon tank. They are still reviewing the different sites available for this, and think that the best place would be at the Eco- Village emergency access entrance. The other places either have no access to it or are too open. The tank would be between 35 and 40 feet tall and would support the current tank on west hill. This tank will look like the tank on Troy Road. The other part of that project would be to replace the water line behind the hospital. The current one is very old (built around 1932) and is cast iron. We would be replacing about 2,000 feet of this water line. a This project has been slated for 2002 and estimates the cost at$215,000. The Town will have to talk to. the new owners of the Biggs Building to assess their needs and possibly get some funding for this project. There are several other owners who need to be informed of this project. Dan talked about looping it Jo the current system and he will look into the costs, etc. Public Works Committee Minutes,February 26,2002 Page 4 West Hill Sewer Project We will be replacing the current line with a 12" PVC (Plastic pipe) from Candlewyck Park Apartments to the hospital. This will be put in adjacent to the one already there. We would abandon the current line. The right-of-way is already cleared out because we mow this each year. Again,we discussed the option of going down to 89. We will not be pursuing this any farther—too costly. Dan informed the Committee that Mr. Grippi has requested that sewer be put in to his property. This would add about 2,000 feet to the current line and would service them and the Kyong property. This would cost about$100,000 to do. Together the two projects (starting at Candlewyck Apartments and continuing the sewer up 96 to Hayts Road)would be around$600,000. Dan will be presenting the above projects to the Planning Board. The Committee feels that the Public Works Committee should be the ones to recommend the above projects to the Town Board. The Committee would like more information about going past the hospital with the sewer line before this is done. There was a discussion regarding the Indian Creek Development.. The water would most likely be tied in at 96 and go the other way (towards Dubois Road). The meeting was adjourned at 9:50 a.m. ghk . /. • .
