Setting Dates for Public Works Committee Meeting in 2002 We will continue meeting on the forth Tuesday of the month at 8:00 a.m. at the Highway Facility. The November and December meetings will be combined, as in the past. Highway Facility Fred Noteboom handed out a time line for the project. The Committee spent time going over and updating this. The Committee discussed the SEQR process. The time line includes the following: At the February meeting we will present an overview of the project to the Town Board, approve the schematic plans, and have the Town Board established as the lead agency. At the March meeting we will set the public hearing and declare the SEQR okay. At that meeting we should have the preliminary design and cost estimates. We are scheduling to have this project reviewed by the Planning Board at their March 19, 2002 meeting. We are scheduling to have this reviewed by the Zoning Board at their March 25th meeting. This project needs special approvals from the Zoning Board. The architect's contract will be signed soon. We will want to hold a press conference on this project to get the word out to the public. This was not giving a date though: although, we would like to have it before the next Public Works Committee meeting. Public Works Committee Minutes,January 22,2002 Page 2 We would like to set up a special Town Board Meeting on April 15,2002 (time to be determined) to approve the final design. Bids will be due June 25, 2002, and they will be approved at the July Town Board meeting. We are hoping for construction to start no later than September. Cathy informed the Committee that Town will have about 1 million dollars up front and about IA million dollars will have to be bonded for five years, raising the tax rate about .02 cents per $1,000 of assessed value. The Committee discussed some of the other agencies that will have to be involved. Bolton Point may need to be involved. There are no County agencies to be involved and DEC will not need to be involved. We will be able to discontinue the Towns SPDES agreement with the DEC after the project is done. There was a discussion on the costs of the heating and electric associated with a larger building. We talked about upgrading the phone system and were informed that the building already has a 50-pair cable into the building now. Fred informed the Committee that he has been in contact with Lisa Carrier-Titti regarding the computer needs and cabling for this project. The drainage from the roof was discussed also. Hudson Street Entrance to the South Hill Trail Rich Schoch informed the Committee that he has been in contact with one of the residents—Eric Lindstrum—on Hudson Street near the entrance to the South Hill Trail. Mr. Lindstrum would like to have the Town maintain a higher level of landscaping in that area. The concerns we have is that the area looks more natural and if we clear it out, it would not. The City of Ithaca owns the property,although the Town has a right-of-way on it. Rich has been in contact with the City on this matter. The City suggested the group called"Citizens Pruning Committee" could landscape the area and keep up with the maintenance. It was suggested that the sign (put there because of the grant money received by the Town) be replaced and a new one put up. • West Hill Sewer Dan Walker informed the Committee that one of the capital projects.for 2002 is to replace the sewer line from the hospital to the interceptor. The City maintains that they are concerned with capacity problems with the Towri s.current proposed project. They would like to have the Town take the sewer line down the hill to Route 89 . Although the cost going down Route 89 would be about the same, the cost to go down the hill from the hospital would be about double. There is a lot of rock to go through. The line on Route 89 is also very deep. The Committee feels that the Town should continue with our proposed project. We are paying to have the interceptors put in the City, so we should be able to use them. There was a discussion on the possible developments in the Route 96 area near the hospital. Dan also informed the Committee that he has had a resident request to have a sewer line put in on Route 96 further up the road. Currently the sewer line goes to the Fire Station. The water lines do go up that far. The resident was informed to put their request in writing. Dan said that in the mean time he would work on the costs to do this. The Town may want to put in the sewer line at the same time the hospital line is put in. May be less costly to do the projects at the same time. Water Service on Burns Road Dan received a request for water lines to be put in on Burns Road. Dan said that it would cost about $50,000 to $60,000 per 1,000 feet to install water lines. There are about 5 houses on the road. The Committee discussed the reasons why water lines could be installed. If there is a quality problem, then the water can be treated. If there were a quantity problem,we would need to help them. Dan will inform the person that a formal request will need to be made to the Town. The meeting was adjourned at 10:00 a.m. ghk
