Review Caldwell Road Project Fred pme.eir ghk • • • DISPOSITION DATE ti 4 0 TOWN F ITHACA 0 Public Works Committee December 2, 2003,8:00 a.m. Public Works Facility Present: David Klein,Chair Person; Mike Smith; Fred Noteboom; Gene Redman; Rich Schoch; Dan Walker; and Wayne Sincebaugh The meeting started at 8:30 a.m. The minutes could not be approved, as there was no quorum. The Committee reviewed some comments in the Ithaca Journal that were made regarding the reconstruction projects on certain County roads. Fred Noteboom indicated that Hanshaw Road, in particular, is in need of repair. Currently, there are ruts in the road, which means that went we plow the road we are not totally removing the snow from the road. Water Main and Tank Projects Stone Quarry Road Water Main Project: There was a $70,000 increase in the clearing and grubbing section of this project. We had the incorrect quantities of removal. Dan Walker explained that a change order was not necessary because we had the removal (just not the quantities) in the contract and we will not be going over the total amount of the bid project. Dan said that the water line and tank are in. The testing of the lines and tank will start this week. Fred said that he would like to see gates up (on either side of Stone Quarry Road on the old railroad bed) so that vehicles are not tempted to drive on the future trail. The contractor will be there for about two or three weeks, then we will need to put up gates or something. Dan informed the Committee that the Town was required to submit a Pollution Control report to the State,because the amount of land cleared for the project was larger than allowed without addressing storm water management and erosion control. This report has been submitted along with a notice of intent. (NOTE: new projects, such as the PEW section of the East Ithaca Recreation Way will need these reports also. The Coy Glen project will not need one as the clearing of this project will not be above the limit.) 4 " ,\'t'ublic Works Committee Minutes,December 2,2003 Page 2 t Bostwick Road Water Tank Project: This project is going well and is on schedule. It is about 90 percent finished. Wayne Sincebaugh said that he was hoping to have Bolton Point water available to West Hill by Christmas. We have worked out the chlorination testing. There was a problem with the County but this has been resolved. The contractor suggested lining the ditch with rock and the County did not want this. After we had some torrential rains and washouts occurred, the County agreed to allow the contractor to line the ditch with rock. Fred pointed out that we had problems with the County on the Ulysses water line project also. Where the hydrant is,we would like to have a culvert pipe put in for access to the hydrant. The County wants the Town to take responsibility for that section of the ditch if that is done. We had problems with Southwoods also. There is a drainage pipe that is directed towards the road: we pointed out that the County approved the plan. Eco-Village Water Tank Project: This project is also on schedule and the tank is up and painted. They will be pressure testing the water lines, along with chlorination, soon. There are two change orders for this project. One has already been approved and was the adding of a hatch (to the tank). The other is for roadwork because the road broke up more than we expected. The total of the two change orders is approximately$25,000. Coy Glen Water Line and Pump Station Project: This project is also on schedule, although we had to change where the water line goes. It will be in the roadway, due to a sewer line that is on the side of the road. The Town will have to keep the road patched this winter and will then pave it in the spring. This change prompted a change order for saw cutting of the road. Dan said that the building has been ordered, the site has been cleared, and they are now working on the foundation for the building. The installation of the water line should be starting today. Judd Falls Road and Walkway Fred indicated that the road is now open but the State has not turned over the road or the walkway to the Town. Ct Public Works Committee Minutes,December 2,2003 Page 3 'S We have received complaints about the dangerous path for bicyclists. Fred said that he has been in contact with Cornell University and they suggested putting up signs warning cyclists of the hill, curve, and possibly developing a dismount zone. We also discussed stripping the walkway so that half would be for bicyclists and half for pedestrians. The Committee discussed if the signing of the walkway would need to be approved by the Town Board. It was agreed that it would not. We have already worked out an agreement with Cornell regarding the lights. The Town will pay for them,but Cornell University will put them up. We will be talking to Dennis Osika regarding the landscaping of the area. Caldwell Road Fred indicated that there was a meeting between the Town and Cornell University officials. It was determined that the projects that Cornell University is proposing will not affect the roadway,so the Town will go forward with reconstruction of Caldwell Road in 2004. We have budgeted to reconstruct this road in 2004. The pavement will be 28 feet and we will put in shoulders (instead of curbing). We will take down two trees and put up a stonewall. We have discussed requiring bicyclists to ride on only one side of the road (and it would be signed that way). We are working with Plantations regarding the intersection of Plantation Road and Caldwell Road. Miscellaneous Fred said that the residents on Roat Street have been in contact with him regarding putting up a stop sign on Roat Street at Blackstone Avenue. This would become a 4-way stop. This will have to be approved by the Town Board and set into local law. Fred said that the Highway Department would be changed the "No Standing" signs on Winthrop Drive at the Northeast School to "No Stopping" signs. The Town has requested New York State review making this are a school zone, although we have not heard from that yet. Fred said that at the December Town Board meeting, we will be asking them to approve four new roads in Town: Southwoods Road, Old Gorge Road, Amber Lane, and Apple Blossom Lane. We have not received the bonds for the Southwoods Road or the Old Gorge Road. Public Works Committee Minutes,December 2,2003 Page 4 P. The Committee discussed the need to get NYSEG to move faster on repairing or putting up streetlights around Town. David Klein asked how the Slaterville Road at the Ewing's project is going. Dan said that he is waiting for the ground to freeze before bidding out the project. Mike Smith was not sure where the PEW section of the East Ithaca Recreation Way project stands. The current landowners are still discussing development on parts of the property. The meeting was adjourned at 9:40 a.m. ghk
