Minutes will be reviewed at next meeting. Update on Bid Contracts Dan Walker stated that the South Hill Transmission Line construction project work has begun, the Bostwick Road Tank Site construction project has not started, and the West Hill Tank Site construction project has begun and is progressing very well—it is almost finished. We are still waiting for a agreement with Emerson Power Transmission, although, as stated above,the clearing of the brush,etc,has started. The pump station for the Coy Glen area has been bid out and will be ready for the Town Board's approval at their October meeting. The Town will order the building. The Town has received a request for water in the Vera Circle/Drew Road area. Dan said that he has not started working on gathering the information for this area,but that Tompkins County did an aquifer study of the area (when they were looking for landfill sites), and he will talk to them for information from the study. Southwoods Development Fred Noteboom said that the developers for the Southwoods project would like to start building houses. Fred has some concerns about giving them building permits, as there are some unresolved issues. One of the issues is the road: it is not ready to be approved as a Town road and, at this point, does not meet the Town's road specifications. Fred said that he would be willing to accept a binder or bond for this, although the Highway Department has some concerns about the drainage. The drainage does not meet Public Works Committee Minutes,September 23, 2003 Page 2 the Town's specifications either. If the Town accepts the road,we would then be obligated to plow it this winter. The other issue is the sewer. The design calls for a big lift station with a 4" main and two pump stations. The developers came to the Town with another less expensive design. The other issue is that the Town is considering putting in sewer on Coddington Road. There are some people on Coddington Road who are opposed to having the sewer extended on Coddington Road. The Public Works Committee agreed that the Engineering Department should continue to investigate putting sewer on Coddington Road and get some cost estimates. This sewer system would serve around 50 residents and the Town has received a letter from the Tompkins County Health Department regarding the failing septic systems and small lot sizes in that area. This is a public health issue. As this time,the Committee discussed the City of Ithaca's proposed new Water Treatment Plant. After the discussion on the proposed site,it sounds like it may be within the Town's jurisdiction. We will continue to monitor this. The City of Ithaca has also informed the Town that they are now in compliance with the new water regulations, although we are not sure of this. Caldwell Road Reconstruction Fred said that there are no real changes on the design,although the consensus is to go with shoulders and underground drainage instead of curbing. The road will be moved 10' over (for better site distance) and it would narrow up the intersection with Plantations. We have discussed this with Plantations and that two trees will have to be taken down. We will construct a stone wall to reinforce the embankment. The upper part of the road will be the standard 20' road with 4' shoulders. That area would also have underground drainage. The cost estimate is closer to$150,000 than the original$200,000. This is partly due to going with shoulders instead of curbing. The Committee discussed putting in "rumble stripes" on the shoulders to keep people from going over to far on the shoulder. Route 366 has them and so far they are holding up well—with regards to plowing in the winter,etc. Public Works Committee Minutes,September 23,2003 Page 3 Cathy Valentino will talk to John Guthenburger and Fred will talk to Bill Wendt to see if Cornell would be willing to help financially with this project. The Town's forces will do the work. The Committee discussed the Highway budget for 2004. Lisa Lane Walkway Construction Rich Schoch said that we have started this project and are ready to set the stonewall. Rich met with Cabrera's (6 Lisa Lane) to get an easement for drainage. There has been a problem with the drainage in this area—mainly on Texas Lane. If we get an easement and put in fabric, etc. this will help with the drainage problem on Texas Lane. The Town rented a small excavator to workwith and some trees have been planted. Update on the PEW Section of the East Ithaca Recreation Way The legal papers are ready to be signed. Because it has taken so long for this part of the process, the Colle's are not sure they are going to donate the land now. There was a discussion regarding the grant money available from the State. The Town will be reimbursed after we spend the money. The bid specifications for the Slaterville Road project (near the Ewing's) are ready to be reviewed by the Town Board. This will be presented at the October meeting. We would like to get started on this project this year. Miscellaneous Cathy said that Tompkins County is looking into a new way of calculating payments for the Snow and Ice Contract. We will look into how many years our current contract is. (NOTE: The current contract runs from October 1, 2002, through September 30, 2005.) Cathy was concerned that this contract may not be beneficial to the Town. We do not make any money on the reimbursement and the County's roads have deteriorated to the point that they are contributing breakage of the Town's equipment. We will continue to monitor this situation. There is also talk about certain roads that could be turned back to the Town,etc. One section of Town discussed was Forest Home Drive area.
