Review Leaf Collection Policy Fred/Rich S. ghk DISPOSITION DATE TOWN OF ITHACA Public Works Committee August 26,2003, 8:00 a.m. Public Works Facility Present: David Klein,Chair Person;Tom Neiderkorn; Fred Noteboom; Rich Schoch;Dan Walker; and Wayne Sincebaugh. Minutes will be reviewed at next meeting. Bid Contracts: Water Tanks and T-Main Extension Dan Walker said work had started on the new T-main. The contractor,Pro-con, has started clearing and grubbing in the old railroad right-of-way. John Barney has finished the Town's purchase offer for the Bostwick Road water tank site, which was approved by John Young, the landowner. Shop drawings for tank will be ready in 6 weeks from the manufacturer,Aquastore. Pipe installation will begin in about 2 weeks. There is a ninety-day construction period for the project and is expected to be finished in December 2003. There are plans for a trail connection between the South Hill Recreation Way and the Black Diamond Trail along the old railroad bed. A trail connection requires another bridge to fill gap by the former Evaporated Metals building, now home to Tompkins Community Action. A sewer line is located in the gap. A committee will be formed comprising of State Parks/City/Town representatives to study trail options. There will be a pre-construction meeting on 8/28/03 for the Eco-Village water tank. Eco-Village doesn't want pesticide to ever be used on the site. John Barney is drawing up final papers. There was discussion about whether we would ever use pesticides. The feeling was we would never need to. Coy Glen Pump Station Plan Preliminary plans are being worked on,looking at several options. There have been numerous meetings with the Cook's and the residents of the neighborhood on-site. Options include;partially buried building (same size building as Oakwood Pump Station),could be entirely dark green,and could be screened with fencing and plantings. Two 60 hp motors, a control panel and piping will fill up space in the building. Space will be provided for one reserve pump. May include rechlorinization equipment. A transfer switch will be installed for Public Works Committee Minutes,July 29,2003 Page 2 emergency power with a portable generator. This station will pump water to Eco-Village tank to fill during off peak hours. There will be a demand of 250- 300k gallons needed daily,with approximately 5 days of storage when the tank is full. One day running pump will fill tank-can switch to alternate pump if needed. Troy,Coddington, Regency Pump Stations' energy demands were cut in half by switching to off peak pumping 4-5 years ago. Wireless technology will be used at Coy Glen Pump Station to control pump. Eco-Village Tank will use solar powered radio controls. Two new diesel-powered,trailer-mounted generators will be budgeted for this year. Coy Glen will be going to Town Board in September for authorization. The Town Board is to have special meeting on September 22 for phosphorous removal plant coming in at 10% over budget. Bill Farrell, a property owner on Coddington Road,approached the Town to extend sewer down East King Road to Coddington Road then along Coddington Road to connect with the present sewer.A Petition signed by 30-40 residents to extend sewer is coming before the Town Board on September 8th. Joe Quigley (part owner) is looking at building a gravity sewer instead of a planned sewer pump station. It may be cost effective for Southwoods to construct a gravity sewer down East King Road to Coddington Road to serve their development plus others on Coddington Road. Cathy asked Dan to study this proposal;he is waiting for contractor's estimate. This is within 500 feet of the conservation zone. Potentially 40 +/-additional units could be built in the area. Growth inducing aspects should be considered with this proposal. Proposed pump station energy requirements are high,whereas a gravity system with less pumping requirements would be less expensive to maintain. The Town needs to compare growth with or without sewer in R-30 zone. Dan Walker will be providing information September 8th to the Town Board. William and Hannah Pew Trail (section of East Ithaca Recreation Way) There is nothing new to report. John Barney turning over deeds to Peter Grossman. Cathy is pushing John Barney to finish this so we can start building. Fred to send memo to John re: start clearing by October 1St. Put it on the record. The Ewing's project has not begun yet. 2003 Summer Work Update * Spencer Paving is paving 17 driveway cuts on the Winthrop Drive storm water project * Seeding and final restoration of Winthrop Drive and various water breaks -„ Striping done Paving done * Hudson St dog waste dispenser station will be installed in September * Cornell University POST project at Iaccovelli Park Wednesday August 21St li Public Works Committee Minutes,July 29,2003 Page 3 * Hydrant replacement/water valve work at Boynton Middle School. City and Town water mains meet there. Two hydrants were replaced by one hydrant with valves on each side so each municipality can flush lines independently. Leaf Collection Policy We will be collecting leaves this year just as we did last Fall. There will be one pass around the entire town, starting November 3`d, with our leaf vacuum equipment. After that residents who want to bag their remaining leaves can put the biodegradable paper bags out at curbside every Monday in November for our crews to collect. George Sheldrake has been contacted regarding the purchase of some of his adjoining land for expanding our stockpile area and yard waste drop-off program. West Hill Water The Town has received a letter from Karl Nicklas regarding water for the Drew Subdivision. Bolton Point's debt is now paid off. Drew residents should be responded to regarding extending water service to subdivision. The Town needs to check zoning in the area. It is a long distance to run water and would require a new tank in Genex vicinity and +/- 10k water line. There are growth-inducing aspects to running water past agricultural lands. -. There is a potential water source at Alfred Eddy's property for separate water system to serve area. He owns land across from the Drew Subdivision. Bolton Point could operate the system under their license. 10,000 gallons/day would be required to serve+/-40—50 residents in the service area. County looked at the area in the 1980's for new landfill, test well still flows today. Could be tested for potential capacity. Tom will look at the Comprehensive Plan for the area and Dan will look into Karl's letter. Other Fred said that a new repeater with a battery back up is being budgeted for in 2004. Fingerlakes Communications is studying/mapping our coverage area. cfc
