Minutes will be reviewed at next meeting. West Hill Water System The Bostwick Road water tank and the water main transmission line projects are out to bid. The bids are due on August 5,2003, and will be opened that day. The bids will be before the Town Board at their August 7, 2003,meeting for their approval. There was a meeting held with the Coy Glen neighborhood regarding the location of the pump station to be placed in that area. The majority of the neighborhood seems to be comfortable with locating the pump station just above Connie Cook's property that is being purchased by John Young. Winston Court Storm Drain System Fred Noteboom said that the Winston Court storm drainage system is failing. The Town has a deeded Right-of-Way (ROW) through all the parking lots. The Committee discussed the possibility of giving the ROWs back to Lucente's apartments. Cathy and Fred will follow up discussions with John Barney (Town's Attorney) on this issue. If the Town of Ithaca has to repair the storm drains, and subsequently the roadway,it will be a capital project in the range of$250,000. William and Hannah Pew Trail (section of East Ithaca Recreation Way) The land transfers are holding up the beginning of construction on the Pew section of the East Ithaca Recreation Way. The Town's Attorney is still in possession of them. Cathy Valentino, Town Supervisor, said she would talk to the Town's Attorney and see if she could get them moving. The only other item that needs to be accomplished is the repairs to the gully behind the Ewing's Public Works Committee Minutes,July 29, 2003 Page 2 property on Slaterville Road. Dan Walker said that the designs are complete, although the contract documents needs to be worked on. Brush and Leaf Collection Update The Town has not received any more information from the property owners adjacent to the Public Works Facility. The Tompkins County Solid Waste Facility is still interested in a countywide leaf and brush collection facility. As more information is received,we will have it on future Public Works Committee agendas. Miscellaneous Intermunicipal Sewer Interceptor: Susan Brock,Attorney for the SJS,has drafted an agreement for ownership of capacity in the jointly used interceptor sewers that have been constructed by the City. The Town of Ithaca and the City of Ithaca have been negotiating for a while on the cost sharing and use of these sewers. Noel Desch assisted in the negotiations and drafted a Memo of Understanding, which was the basis for the agreement. The Town would pay $661,000 for a 42.7 percent ownership of capacity in the interceptors listed. Dan, Cathy, and Mary Russell, Deputy Supervisor,have revised the draft agreement and made significant modifications. Negotiations with the City will continue. Cooperative Project: A proposal by the South Hill Civic Association (SHCA)was discussed regarding a cooperative project by the SHCA,City of Ithaca, and the Town of Ithaca to provide a dog waste collection station,park bench,and plantings at the Hudson Street entrance to South Hill Recreation Way. This would utilize the small beautification grant from the Community Beautification Program to enhance the well-used trail. The Town will provide a station with instructional signs and a mutt mitt dispenser (to be re-stocked with mitts as needed). We will also provide one of our standard park benches for the SHCA's volunteers to install close to the entrance,but away from the dog-waste container station. Dog owners will be encouraged to take more responsibility for the proper disposal of their dog waste. The City of Ithaca will be providing a garbage can and weekly collection. ghk
