Update Construction Projects Fred ghk DISPOSITION DATE *4j - � TOWN OF ITHACA Public Works Committee July 1, 2003, 2003,8:00 a.m. Public Works Facility Present: David Klein,Chair Person;Cathy Valentino; Tom Neiderkorn;Fred Noteboom;Rich Schoch;Gene Redman;Dan Walker; Mike Smith; and Wayne Sincebaugh. The meeting began at 8:05 a.m. Minutes will be reviewed at next meeting. Correspondence from Evergreen Lane This was not on the agenda,but the Highway Department received a petition to have the drainage, shoulders, and roadway improved. Fred Noteboom explained that the Highway Department had scheduled to work on Evergreen Lane this year (2003), although due to the severe winter,we had to change the Highway Department's construction plan. We will be working on Evergreen Lane next year (2004). Fred said that the road was not in as bad of shape as the residents believe it is. He scheduled to take the Committee members up to the road to look at it. This will be discussed at the July 7, 2003,Town Board meeting. There was a discussion on the Town's current subdivision regulations and if drainage was included. This needs to be revisited to make sure they do. Cathy Valentino asked if the Highway Department had a list of ditches and storm water drainage systems needing repairs. We will work on a more detailed priority list. West Hill Water System The transmission line and tank (on Bostwick Road)plans are ready for the Town Board to approve them and bid them out. This will be going to the July 7, 2003, Town Board meeting for the approval. The public hearing has already been conducted. The water tank on Bostwick Road would be 38 feet in height. The Public Works Committee Minutes,July 1,2003 Page 2 t Planning and Zoning Boards have reviewed this project. The easements for the transmission line are almost complete—there was one issue that Emerson wanted which will be added and then signed. This will be done before the Town Board meeting. The cost for this project is approximately 1.5 million. The pump station,which is also needed but is not as essential,will be sent to the Town Board at a later date. The Engineering Department continues to work on a site at Eco-village for a water tank to be constructed on their property. The attorneys are working on the easement agreements,etc. Eco-village has requested no fence be put around the tank site. It will be included in the agreement that is OK but if safety issues develop in the future, the Town would have to right to put up a fence. This tank would be buried about 10 feet in the ground, leaving about 20 feet aboveground. The Town's forces would take care of the final landscaping for these projects. There was a discussion regarding Bolton Point's construction projects this year, which include a tank on East Hill. Dan said that after this transmission line and water tank on Bostwick Road are in place,we will be able to pump water to West hill without using the City of Ithaca's water. This should happen by the end of this year, although due to the City and Town's contract,we will continue to pay the minimum amount for water to the City through 2004. Public Works Facility Wayne Sincebaugh said that the overhead doors are now working. There are problems with the flooring in the hall bubbling up. David Klein suggested that we should review the instructions for the adhesive—some have to be almost dry to work best. Wayne had a meeting with the general contractor, Streeter, and their siding contractor. They wanted money for some "extras" that the Town rejected. The penetrations through the exterior walls,etc. have been caulked. There is still a change order that needs to be done—looping the heating system. The building is now hooked up to 911 rescue. i ` Public Works Committee Minutes,July 1,2003 Page 3 We have released some of the retainage for Streeter and we are still waiting for Kimble to invoice us. Sidewalk Policy Fred handed out a revised draft policy,which included comments from Mary Russell. This is a generalized policy. The Committee discussed if it should be included in the Town s regulations. The Committee also discussed what type of materials should be used—concrete and asphalt were discussed. David Klein said the Town needs to clearly define what would be considered a sidewalk and what would be a walkway. The policy needs to be clear on who would maintain the sidewalk. Presently, the Town Highway crews plow (in the winter) the paths that are asphalt. The Committee discussed what should be done if a sidewalk is put in and is not maintained. This should be put in the policy. The Committee suggested that traffic counts be a consideration when thinking about putting in a sidewalk and that a certain amount of traffic on the road should be the norm before considering a sidewalk. Cathy said she would take out the words "super majority" and put in 60 percent of the total frontage. Tom Neiderkorn will take these suggestions back to the Transportation Committee for their review. Construction Projects Most of the paving (parts) of the construction projects are finished. This includes Whitetail Drive,Marcy Court, Compton Road,Stone Quarry Road, and Forest Home Drive will be paved on July 2. There was a discussion regarding Forest Home Drive being closed for several hours and that we needed to put temporary markings on the road, since striping will not be done for a while. We will start our storm water management project on Winthrop Drive this week. Dove and Pheasant Lanes will be paved on Thursday. Public Works Committee Minutes,July 1,2003 Page 4 Lisa Lane Walkway will be rebuild this year. Water and Sewer Projects Both the water and sewer projects near the hospital are almost done—they are paving Route 96 today and will be paving behind the hospital soon. The lines are operational now. Dan said that the plans for repairs to the gully behind the Ewing's house are together and will be ready for the August meeting. Miscellaneous Rich Schoch said that the Town may want to review allowing portable basketball hoops on the roads. They seem to be dangerous. Cathy said that skateboard ramps are dangerous too. Rich said that we are experiencing some problems at the Iacovelli Park with vandals. They have pulled the fence posts out,burned things,broke things, and harassed joggers. We are working with the Sheriff's Department on this, and Cathy said she would talk to Sheriff Meskill. Cathy said we should call the State Police also. The meeting was adjourned at 9:40 a.m. Next meeting July 29, 2003. ghk
