Discussion on the PEW Trail Progress Fred/Rich S. ghk DISPOSITION DATE • TOWN OF ITHACA Public Works Committee May 27, 2003,8:00 a.m. Public Works Facility Present: David Klein,Chair Person;Cathy Valentino;Fred Noteboom; Rich Schoch; Gene Redman;Jonathan Kanter;Creig Hebdon; Mike Smith; Wayne Sincebaugh; and Will Burbank. The meeting began at 8:10 a.m. Minutes will be reviewed at next meeting. West Hill Water System Creig Hebdon said that the Town has met with Emerson Power Trans regarding obtaining an easement. This is moving ahead and has been sent to John Barney, Town Attorney, to review. Bostwick Road Tank: Creig showed the Committee what site has been proposed for a water tank on Bostwick Road. The tree line would be over the top of the tank. The property will have to be subdivided and this has been sent to the appropriate boards for approval. This should be before the Planning Board at their June 17, 2003, meeting. The owner asked that better screening be put in place,thus the design shows the fence closer to the tank itself. This would provide more area for landscaping/screening. The Town would purchase the land, that the tank would be on,but we would have to have an easement for the driveway. This is all moving along and should be ready for presentation to the Planning Board at their next meeting. The Committee reviewed what was needed for the SEQR and the site plan. Creig said that he was putting together a summary of the site, costs, and tank that would be proposed. Basically, the tank would be a 200,000-gallon tank like the tank at Troy Road. The color can be what we would like it to be, and it was felt that a forest green would be a good color. Public Works Committee Minutes,May 27, 2003 Page 2 • The Committee discussed the plantings for this site. This would be separate from the contract,so Creig showed it on a different design. The trees on the backside of the tank would remain and they are higher than the tank. In the front,we would propose a double row of pine trees and filled in with some hard wood trees. The Committee asked if there would be any height restrictions there. This will be reviewed with the Zoning Officer for the Town. Mecklenburg Road Tank: The Engineering Department has been in contact with Eco-Village and they have been working with the Town on a site on their property. The tank that is proposed is a concrete tank and the company chosen to put it in will have to be able to cast the tank on site. This will be worked on more after Dan Walker comes back from vacation. The road will have to be worked on also. Coy Glen Road Pump Station: There are eight possible sites for a pump station in the Coy Glen Road area. The Committee reviewed them and felt that the Town needs to come up with no more than three sites to review with the community. Wayne Sincebaugh said that the best site would be the closest to a road. This would be most cost effective in that fewer pipes would be needed,maintenance would be lower in the winter,and getting materials to it would be easier. There was a discussion regarding moving the one station site up the road towards (off the Cole's property) the Young's property. We will have to talk to the landowners regarding this. The time frame on this part of the project was discussed. The transmission line (from South Hill) and the water tank on Bostwick Road are needed to stabilize the Town's water on West Hill. The pump station is a separate section of this project and can be done later. We will have three separate public hearings, so that that Mecklenburg Road water tank,the transmission line, and Bostwick Road water tank can move ahead. Public Works Committee Minutes,May 27, 2003 Page 3 Public Works Facility Wayne said that Streeter and Kimble have been sent letters outlining the Town's position on finishing the work at the Public Works Facility. Streeter has most of their work done—still problems with the overhead doors. Wayne said that he talked to Dick Paul, Streeter, and told him that he wants them to get someone or another Wayne Dawson dealer here as soon as possible. The air handlers are in—we now need training on them. The electric and plumbing parts of the contract are complete and final payments have been made. Caldwell Road Reconstruction Fred Noteboom said that the Transportation Committee has been informed of this upcoming project. There was a discussion on using 5' shoulders. The Highway Department has been meeting with Cornell Plantations and they are willing to work with us. They do not have a problem with us taking down two frees (that would be in the way) out. Cornell Plantations will be putting in a stone wall. We will work on a plan so that we can have a public meeting soon. Local Delivery Laws Cathy feels that the "local delivery" signs in Forest Home Drive need to be larger or bolder. There are signs on Warren Road and Pleasant Grove Road. Fred said the signs may be at the States requirement size,but he will look into this. PEW Trail Mike Smith said that the Baldwins and Colles have reviewed the appraisals and are in agreement with them. The purchase offer has been signed, and the donation offers have been signed. The Town's attorney has the offers for his review. We will continue to monitor this through the SAC meetings. We will probably start construction in the fall. Public Works Committee Minutes,May 27, 2003 Page 4 p Ewing Project: The members of the Committee were not sure where this project is in the progression. This will be contracted out so drawings will be needed for bidding. This will also be monitored through SAC. The drawings for the PEW trail have been reviewed and approved by New York State. Town Emblems and Miscellaneous Cathy said that she would like to see all Town vehicles have Town emblems and numbers on them. The Committee agreed and the Highway Department will make sure this is done. The Committee reviewed the Town's vehicle replacement schedule. They talked about keeping the station wagon for use. Fred will have the Town's mechanic look at the car to make sure it is in OK condition to keep. The meeting was adjourned at 9:35 a.m. The next meeting is June 24, 2003. Woolf Lane: The Highway Department received a call from a resident on Woolf Lane who was unhappy with a pump station being built there. The residents there signed a petition to keep it from being built in the right-of-way. They lacked a few signatures so it was staked out to be built in the right-of-way. Cathy will talk to Doug Austic (Town of Ulysses Supervisor) regarding this. ghk
