The meeting started at 8:05 a.m.
The minutes from the October, December 2002 and January 2003 were approved.
West Hill Water Projects
Dan Walker said that his department is finalizing plans for a water tank site on the
Eddy's property. This would be for the lower site—from the two sites on the Eddy's
property. The cost to construct a tank on that site would be lower because there would
be fewer pipes needed and the tank would not be buried in the ground. Dan figured it
would cost approximately $12,000 to$15,000 for the site work. The approximate cost to
construct the tank on the lower site would be$900,000 where the higher tank site would
cost approximately$1,000,000 or more. If the tank were constructed on the lower site,
there would be no added services to the line. If the tank were constructed on the higher
site,the Town would be able to provide water to more properties.
Dan said that Mr. Eddy would prefer the tank site be along the power line, although we
moved it back for aesthetic reasons.
The Committee discussed the zoning districts and the densities in that area. All would
be low density except the Eddy's property. The property below the service line is rated
as R15. Mr. Eddy would like to keep the same zoning district. Currently,benefit
assessments cannot be charged in an agricultural district and the district lines would
not be reviewed for another five or six years. This project needs to be reviewed by the
Planning Board to see if this would conflict with zoning.
Dan indicated that Eco-Village representatives would be meeting with him again
regarding the proposed tank sites on their property.

Dan said that this project is slated to be build this year. He would like to start
construction sometime in June.
Tom Neiderkorn said that he would like to explore the options of putting in a tank that
would extend the water service area,citing that it may be a long time before water
services are reviewed in the West Hill area. David Klein agreed with this. The cost of
doing this was discussed,and it would seem logical to consider the extension of the
water service area even if the cost is more. Dan indicated that it looks as if the Town of
Enfield has expanded their residential area near the Town of Ithaca's border.
Dan would like to review this project with the Planning Board. This is on the Planning
Board's agenda for April to discuss.
Dan showed the Committee pictures of the view (from South hill) to the tank site and
some simulation pictures if the tank was on the sites.
The tanks are made of pre-cast concrete,which is made on site. They lay panels up,
wrap them with wire, and then put on a finished surface.
The SEQR review process was discussed. It was decided that a generic review would
be better because we have not determined the site of the tank yet. This will have to be
reviewed by New York State's Department of Agriculture and Markets. If the tank
were put on the Eco-Village site, it would not have to be reviewed by the State.
There was a discussion regarding the proposed water tank on Bostwick Road. This
tank is not as crucial as the tank on Mecklenburg Road,but would help stabilize the
system if the Town extends the water from South Hill to West Hill. This tank would
hold 250,000 gallons of water. Dan would propose a 30' high aqua-store tank,which
would cost approximately $180,000. The maintenance of that type of tank would be to
paint it every 10 years. Concrete tanks have little or no maintenance needs for
approximately 25 years.
Again,a SEQR review process would have to be completed for this project. There are
environmental issues that need to be considered.
Dan said that he is still working on a final design to put a water main through the State
Parks property. We would be able to tie into the 8" water main that goes from Spencer
Street to Buttermilk Falls Road.
Dan will start the SEQR process for the Mecklenburg Road tank site and the water main
extension site at the State Parks.

The transmission main (State Parks) and the Bostwick Road water tank project are two
separate projects. That is the way we will bid them out.
Ewing's Project
Dan said that it would cost approximately$50,000 to$75,000 to line the channel with rip
rap. The area is now stable though since the Highway Department worked on the
drainage on Park Lane.
Road Project Changes
Fred informed the Committee that due to the severe winter, the Highway Department
would like to change the roads that will be worked on this summer. Fred handed out a
sheet for the members to review the changes.
An overlay on Forest Home Drive would be added, along with work on Chase Lane,
Dove Drive,Pheasant Lane, and Compton Road. We would move the paving project on
Evergreen Lane to another year.
Another project to be reviewed would be work on Maple Avenue. The grass strip
between the shoulder and sidewalk needs to be replaced. Possibly a catch basis and
swale type of work could be done there.
Currently the road consists of 10' lanes,4'bike lanes,3' grass, and then 6' walkway.
The Committee talked about using guide rails there—possibly the wood-looking ones.
There was a discussion regarding safety issues if just cobbles (or small stones)were
used. Curbing may be the safest to use and this would separate the road from the
walkway. David Klein would like to look at the area.
Fred said that possibly we could use the money from the Iacovelli (capital) project to
fund work on Maple Avenue. There is approximately$18,000 still in the Iacovelli
project fund.
Update on Public Works Facility
The contractors are still working on their punch lists. There is some paint "touch up"
jobs to be done and the overhead doors are still a problem.
The Committee discussed holding back payments until these issues are addressed.

Fred said that he is concerned that when the budget line items were set up, there was
not enough money figured in for the Town's forces. We will review this and report
back next time.
