Roller Specifications Fred Noteboom said that he would be sending specifications for the Town to buy a used roller to the Town Board for their approval. We are looking for a dual drum vibatory roller. We have budgeted $90,000 and a new roller will cost approximately $120,000. Rollers can last at least 15 years. In the past,we have tried to rent a roller, since we only need a roller during the paving season. Because paving is done at the same time,it is hard to rent a roller and renting one from a paving company is very expensive. Level of Services—Winter Emergency Call Ins Tom Neiderkorn reviewed the Highway Department's emergency call in procedures. He said they were very informative. During the winter months, the Highway Department has an employee who works from 10:30 p.m. to 6:30 a.m. to patrol the roads for icy/snowy conditions. There are other projects this person does when not monitoring the road conditions. Tom asked if the Transportation Committee would review the road levels classification. Fred said that the levels we have for winter maintenance is not tied to the Federal system,it is just our classification. Works Committee Minutes,March 4,2003 Page 2 Fred said that he wants to develop a procedures manual for employees and educate the public regarding parking on roads in the winter and where their mailboxes should be placed. This can be put on the web site. West Hill Water Project Dan Walker reviewed the sites for a water tank—two on Eco-Village's property and two on Alfred Eddy's property. Dan said the Town has been in contact with Mr. Eddy regarding his property. The sites on Eco-Village's property would constitute the need for more piping. There are other issues with using the Eco-Village site that would need to be worked out. This will be discussed at the next Town Board meeting. The Committee requested to see the possible water districts plotted on a topo map. The Committee reviewed the districts and how the water pressures would change. The tanks on the Eddy sites would not increase the water pressure, although it is possible to extend the water district up Route 79 and on Elm Street Ext. above West Haven Road. The Committee discussed the need for a tank on Bostwick Road to help increase the water pressure on Seven Mile Drive. They also discussed other tanks and pump stations needed on west hill so the Town could be self-sufficient (with regards to water) from the City of Ithaca. Currently,the Town of Ithaca is paying the City of Ithaca more money (for water) than we are charging residents. This system would also be a back up in case the water system that supplies the hospital should fail. The Committee felt that we need to look at the zoning districts in that area. The Planning Department can recommend zoning districts. The Comprehensive Plan does address this improvement. An environmental review will have to be done for this project, although it was reviewed back in 1989. The Committee reviewed the different options for this project and then the issues Eco- Village has if the tank is put on their site. This project is slated to be worked on in 2003. Dan would recommend the Eddy's site—the one farther up the hill. Other Parts of the Project: Cathy Valentino has signed an easement for the railroad— from the State Parks. It has now been sent to New York State for their approval. Public Works Committee Minutes,March 4,2003 Page 3 41 Dan said that he would be meeting with Emerson Power Trans next week to discuss putting a water line through their property. Miscellaneous Cathy received an e-mail regarding the intersection of Bundy Road and Route 96 (Trumansburg Road). Dan said that the accidents that occur there are,in his opinion, mostly where the bus stop is on Route 96. The Town requested a speed reduction in that area several years ago and it was denied. There is very little the Town can do as Route 96 is a State road and Bundy Road is a County road. Cathy will respond using this, and other information Jonathan Kanter has to explain the situation. The Committee took a tour of the new Public Works Facility. There were very few changes to the contract—basically$7,000 in the general contract and $5,000 in the electrical contract. ghk
