The meeting began at 8: 1.0 a.m.
The August 31, 2005, minutes were, approved as written.

Dan. Walker said that we were able to drain this tank and inspect it. Dan said. that
basically the tank is in sound structural condition, it just needs to be painted. This will
be done in 2006 and we have budgeted $200,000 for it. Dan said it should. not cost that
much. He will get quotes. Dan also said that when we paint the tank, we would put in
as larger overflow.
We will talk to John Barney, Town, Attorney, to get the deed to the property.
Westview Sidewalk Benefit
Fred Noteboorn explained that the Westview subdivision in being built and is off of
14 , chickel Road. The first part of the road is named Larisa Lane. The plan for this
subdivision is to have sidewalks. The']Iowan needs to decide if as sidewalk benefit needs
to be established. The Committee agreed that because these sidewalks would not
benefit the Town as a whole, a benefit district needed to be established. A benefit
district would place the maintenance of the sidewalks on the homeowner. Currently,
there is one owner building in the subdivision. Dan will take the lead on this project.
Gene Redman asked if the sidewalk Would be continuous or stop at each, driveway.
The plan shows the sidewalk as an asphalt pavement. It is OK if they want to Put in
concrete sidewalks instead of asphalt. A continuous sidewalk is OK.

Hanshaw Road Sidewalk
Fred said that this was on the agenda because we felt that things were undecided at the
Town Board meeting and would like to try to resolve iSSUes regarding as sidewalk on
Hansha'N Road.
Jonathan Kanter saaid that there are two resolutions from the Town Board, One
resolution, is supporting the width and lanes on the proposed construction plan for
Hanshaw Road. It was discussed that there are some topographical design issues
corning into the Village to be looked at. 'T'heother ones isstipporti.iighavingasideivalk
and that the'Fown would be responsible for the maintenance of it. 'I'liere was as meeting
of the residents on, I lanshaw Road, and they were concerne(I about the maintenance of
the sidewalk and that the sidewalk would require trees to corne down.
The Committee discussed as resident's suggestion of moving the sidewalk and, putting as
walkway in behind, the houses, This would work, possibility, on Cornell's property, but
it might not be feasible at the Warren Road end, as that property is a private golf Course
and we are not sure how to get back onto I lansha\,\r Road. Jonathan pointed Out that if
the walkway were put be the houses, it would no longer be as part of the road
construction project, so there would be no funding for it. "There would be quite as cost to
put as walkway behind the houses including land acquisition. We will get the costs, of
as walkway behind the houses.
Jonathan explained that there are other projects that will impact the
walkways/sidewalks on'Town roads, such as: Putting as walkway oil the east side of
Pine"T'ree Road and as crosswalk across the road at Maple Avenue; this would connect
the walkway on Maple Avenue and the walkway on fine Tree Road.
Storm WaterMim-4 �Iement.
Lexington Dri\7e/Uptown Road: T'he public Works Department crews are currently
working on the Lexington/Uptown Road drainago, system.
Basically, we will be Putting in as Culvert pipe and cleaning the drainage way. After we
hydro axed the area,'we found that people had put concrete, trash, brush, etc, in this
area, This debris has contributed to the drainage problern.
We will have to continue to maintain this area to keep it clear.
Warren Road /Kay Street: There is a strean-i in that area along with several back lot
ditches that are plug g,,ed up. We clo not have easements to clean these areas out. If we
did, it WOUICI take approximately as day to c,lean it�, There have been sorne re(IL,tests to
maii,itain the channels in the area.

The questions that needs to be answered: Should we maintain these back lot streams,
ditches, and channels? Should this be part of the storm water management plan?
Where are the Town's liabilities?
When we develop the storm water management plan, these questions need to be
addressed.
The Committee discussed if homeowners do not give permission to work in back lots
(easements), then we need to make it clear that the homeowner is responsible to keep
the areas clean. It was also discussed that if easements are created, we need at least 20
feet on each side of the drainage way to work on it and get equipment in. This needs to
be discussed with the Town Board.
The Committee also discussed sediment control issues.
Salem Drive: Dan said that he has a model right now.. Our plan ties in with the
County's rebuilding of Hanshaw Road. Dan said that the pipe that is needed would be
a 36" pipe. The problem is the ditches are only 3 feet deep. It is possible that we will
have to put in two 24" pipes to carry the water. Dan is working with Fisher Associates,
who is working on the design for Hanshaw Road. We would prefer to put in two 24"
pipes.
Capital Projects
We will be putting the capital projects, which were discussed at the Capital Projects
meeting, in the budget.
Miscellaneous
Fred informed the Committee that there was a1awsuit from a resident on Chase Lane.
The resident is unhappy with the way things worked out there. A contractor was hired
by the property owner, who is building the house at the end of Chase Lane, to connect
to the sewer in the back lot area. We also had a hammerhead turn around put in that
they don't' find attractive.
