Present: Cathy Valentino, Dan Walker, Fred Noteboom, Rich Schoch, Mike Smith.; and Peter Stein The meeting began at 8:05 am. The minutes from the May 3, 2005 meeting were approved. Storm Water Management a. Salt Management Plan: Fred Noteboom said that the Town will need to have a plan regarding the Town"s usage and applications of salt. This may be a part of the Storm Water Management Plan. Fred handed out a draft of such a plan. This plan will go to the Town Board and will include the level of services we provide for snow and ice removal. It was decided that this plan should have something regarding the storage of salt and that we mix our salt with Majic 4) (we may want to reference other brands of deicers that we have tried and do not use). b. There was a discussion regarding putting storm water managernent projects in the 2006 budget. This will have to be discussed more as the time for the 2006 budget submission comes near. Coddington Road Community Center: We have finished our part of this work for now. The hydro -axing has been done, along with a working road to get to the project site. Rich Schoch believes that the construction of the pavilion may start as soon as this week. After the pavilion has been built, we will have to do some landscape restoration. We need to get an easement for this pavilion. The Committee discussed. the long- standing, good relationship the Town has with the Coddington Road Community Center. Eastern Heights Erosion Control (Ewings): The bids have been received for this work to be done. The lowest bid was from Silverline ConstrUCtion., at $65,000. The rest were significantly higher, so Dan Walker will be doing some checking to see that nothing was left Out of this bid. 'This will be before the Town Board at their June meeting. We talked about as company who flas asked to design a more elaborate pavilion for this site. They will be applying for as grant to pay for the design. The Town has expressed that if ttie grant is denied, we will accept a design fton'i then'l, but we will not pay for as more elaborate design than we air(-,!ady have. William and I lannah Pew Trail: We graded more of the area that will be the pal -king lot, We also had the centerline staked out so that we can do some tree clearing soon. We are hoping to start in mid.-SUrnmer with graveling the bed for the trail and some seeding. Next year we will be ready to) oi.1 and stone the trail. Cathy Valentino asked about a possible pavilion (gazebo) being placed along the trail that will honor Shirley RathensbUrger, former Town Supervisor. There is approximately $4,000 in donations for this. The site and design will. not be worked on until next year. Fawn Repairs: Fred wanted to inform the Committee of a] I the time and expense the Public Works crews Put into repairing lawn.s that have been dttg up by snowplows. "Ehe Connn.ittee felt that we should write up a policy (guidelines) on when. we will repair lawns and bring it to the next meeting to review. The Committee does not feel we should be doing lawn repairs in the'rown's right-of-way, unless there is a compelling reason to do so, as in water main breaks, Seven Mile Drive Paving Project: We have started this project by taking Out as tree that was impeding , the drainage way (so that the drainage way can be moved to come straighter into the culvert pipe that goes across the road), now we are lining the drainage way with ri,pra,p (large stones) to reinforce the stream banks. After that, Nve will be cleaning the ditches and getting ready to pave it, then shoulders will be installed. Salem I.Xive Paving Project: 'This project will be started after the Seven Mile Drive project is done. We are going tc> try a new Paving fabric, so this may take more timoto do. This Fabric is put down in between the binder material and the topcoat. Binder material is more Course (larger stones) than a top. We will be installing a catch basin that will help direct the flow of water towards Hanshaw Road during high flows. an Public Works Committee Minutes, May 24,2005 Page 3 I Summer Youth Projects This year we have hired two people to be leaders for a couple of summer youth worker projects. One project will be working in the parks repairing, sealing, and cleaning up the play structures. The other project will have the youth painting fire hydrants, plantings at Town Hall, and other odd jobs. Miscellaneous Fred said that there are new residents at 1408 Hanshaw Road. They have been in contact with the Town and would like to start filling in the area that floods. We will dump fill in that area when working in the northeast. Cathy said that there would be no money in the 2006 budget for Capital Projects —only the basics like paving projects. Cathy said that at the last Intermunicipal meeting it seemed as though the County did not want to contract with the Towns to have pot holes fixed, etc. We are not sure if all the Towns were contacted about this or not. Dan said that after some research we have found that the Village of Cayuga Heights owns a strip of land in the Lexington Drive area and is part of the drainage problems there. The driveway to the buildings is in the Town of Ithaca, the buildings are in the Town of Lansing, and parts of the parking lots are in the Village of Cayuga Heights. We will continue to survey this area this summer. Mike Smith said that he would like to apply for a grant for parks development. This would be a way to get some money to replace some of the Town's play structures that are outdated and not in compliance with ADA. This, grant would be for a 50/50 grant — we will have to come up with 50 percent of the money or in -kind services. The Town is trying out a data collector system. The meeting was adjourned at 9:10 a.m.
