I PC resent: athy Valentino, Dan Walker, Fred Noteboom, Rich Schoch; Mike Smith; and Gene Redman 'me meeting began at 8:05a.m. 'The minutes frorn the March 2005 meeting were approved. Storm WateE—M-11 LXXINGT( A DRIVE: There is a problem with the drainage system fil the Lexington Drive area of Town, and in the Village Of Cayuga Heights. Dan Walker is working oil a plan for fixing the problems in that area. We will need to do some of the work in the Village of Cayuga Heights, so we will have to get their permission to do that section. They Engineering Department is conducting a survey iti. that area to make sure what work we do on the drainage system will not affect the Town of Lansing. Basically, the problem is in the Village of Cayuga Heights where the slope flattens out and water is going into the yards. We WOUld like to work on this later in the surniner— after it dries out some. Dan is hoping to have the survey work done in a couple of weeks. To do this work, we will need to get permanent easements from the property owners. This lead toa a discussion regarding, the Public Works Department needed to purchase surveying equipment. We will review this during budget time. We estimate it will cost between $5,000 and $7,000 for the e(I'Llipluent we need. There was a discussion regarding the property on Bundy Road. It has been surveyed and we will do the work shortly. The public Works Department would like to get some survey shots closer to the wet spot. REGIULATIONS: Mike Smith inforrned the Coininittee that the Town's annual report on storm water irianagernent is ready for the Tmvn Boards review. We also sent Out a press release informing the Public that this do)CUrnent is ready foar public review. We will continue t:oa work on developing an ordinance for our storm water management policy, which is mandated by the Federal regulations. f Public W6rks C.ornmittee Minutes, May 3,2005 Page 2 1 The Corru"nittee inernbers discussed that this would be as good time to review and start requesting grading plans when a subdivision is presented to the Town. We need to be more specific onthe zoning law. We need to discuss this with the Codes and Ordinances Cornmittee, 'Y his was brought about because of some problem in the Southwood subdivisioL'i where debris come s down driveways. Slieldrake Land Fred Noteboorn put this on the agenda to remind the Committee that Nve are running out of storage space at the Public Works Facility. Currently, George Sheldrake owns 13 acres of land that is adjacent to the public Works Facility. We would like the whole 13 acres, but could use a. strip of ],and and this would square LIP the property. Fred \,vill continue to look into this. Ditchin_, Maintenance Fred informed the Committee that we are working on a ditching maintenance plan. This plan will be presented to the Town Board for their approval. Scarce people don't want their ditches cleaned out. A specific ditching plan, approved by the'"I"own Board, would help the Public Works Department keep storm water run off systems working properly. 'This plan might be something that should be put in the 'Town's storm water management plan. The Public Works Department staff will continue cleveloping this policy and then see how it works into the storm water management plan. Summer Rich Schoch informed the Corninittee ttiat this month the Public Works Department will be hiring a surruner helper tO supervise the youth projects this summer. The youths will be eniployed. for 6 weeks starting, in. July. Starting the supervisor early will allow that person to get acclimated to the job, do son-te of the work that the youth workers cannot do --such as using power tools, and obtainthe i.n.aterials needed to do repairs. We would like to get at least two or three play strUCtUres rehabilitated this SUrnmer, We also hope to have time to work at clearing brush at the future Glenside Park. In addition, the Town. has applied for a community beautification grant, and, if we get this grant, the youth workers will dca plantings at'rown 1-fall. We should be interviewing for youths through the Tompkins Community Action (TCA) soon, and we will be looking for two or three kids. Miscellaneous 14 Public Works Committee Minutes, May 3, 2005 Page 3 �f CODDINGTON ROAD COMMUNITY CENTER PAVILION: Rich Schoch met with the staff from the Coddington Road Community Center (CRCC) regarding putting in a pavilion at that site. We will be having a hydro-ax machine come in a do most of the clearing of the site then the Town's staff will be able to do the rest of the work to get the site ready for the pavilion. We need to keep track of the expenses the Town is expending for this project. We also need an easement to work back there. TOWN HALL: Cathy Valentino requested some flagstones be put down at Town Hall so that people can walk through the garden, instead of walking around. SLATERVILLE ROAD PROJECT: There will be a pre -construction meeting next week regarding this project. The landscape restorations will be included in the contract. TUTELO PARK PAVILION DESIGN: A local architectural firm has approached the Town regarding designing of the pavilion at the Tutelo park site. The firm is applying for a grant from the New York State Council of the Arts to pay for their efforts. The Town will not reimburse the firm if the grant is denied. CAPITAL PLAN PROJECTS: There was a discussion on the capital plans projects. There is not much excess in the fund balances. We are concerned and watching our budget carefully, because of the rising prices of fuel and steel has the costs of our projects higher than expected. MEETING WITH TOMPKINS COUNTY HIGHWAY: Fred met with Tompkins County officials and staff regarding shared services. The Town/County's snow and ice contract is up in 2005. They may take back Coddington Road and possibly Troy Road. We will keep up on this. There was a discussion regarding swapping roads with Tompkins County. A couple of roads in question are: Bundy Road, Bums Road, Stone Quarry Road, and Game Farm Road. There was a discussion regarding Tompkins County having bonded money to fix roads. Cathy asked if there was a plan as to what roads would be done. Fred did not know if they had a plan or not. The meeting was adjourned at 9:10 a.m. M-1
