The minutes from the October 2004 and January 2005 meeting were approved. The Paul Rubin Subdivision Mike Smith informed the Committee that the developer produced a new design. This design has 50 lots and 2 looping roads on 70 acres of land. This project has been divided into 7 different building phases. As the map was shown, Mike was not sure he liked where the dedicated parkland had been put. The developer was willing to discuss putting that in a different pla& — possibly in lot # 49 or 38. The map also shows a trail through the property. The Conunittee discussed that currently the Town requests that 10 percent of a development be designated as parkland. This would mean that 7 acres would have to be dedicated. There are about 5 on this map; this is acceptable because of the trail plans. Mike would like to see this as an opportunity to connect the South Hill Recreation Way with Troy Park. This development could help a lot. Mike explained there are two different places that the trail could go to hook up the parks. One way would require the Town to purchase some property and the trail would go along Coddington Road for about 200 feet. The other would require getting easements and would go directly across Coddington Road, but would require going across two or three creeks. The purchaser is asking $37,000 for the four -acre lot. We will continue to explore the two options. The map shows five different detention ponds. Some of them would have limited access. We need to make it clear who would maintain these ponds. The Committee will discuss the topic of who maintains the ponds later in this meeting. The Committee questioned the lots under the power lines. NYSEG has rights -of -way in this property. Future homeowners would be able to mow the area but not put a building in the right-of-way. There is water and sewer available to this entire project. Public Works Committee Minutes, January 25,2005 Page 2 This project is moving into the final design/SEAR process phase. Cathy Valentino explained that Cornell University owns the property in question. The State was suppose to purchase the property, build the road and pedestrian trail, then turn the property over to the Town. There would be no cost to the Town. It seems that the State never paid Cornell University for the property, so the Town will not be taking over the property until the above is worked out. The Town will continue to maintain the section of Judd Falls Road that is on the property. John Barney, Town Attorney, will be meeting with Cornell University. There was a question as to what the status of the walkway is. We are not sure. Nothing more will be done on this until the State and Cornell University work out their difference. Linderman Creek Road Fred Noteboom and Dan Walker feel that the Town might want to consider asking the developer of the Linderman Creek Apartments to build the Linderman Creek Road (which will be the only access to the senior living apartments) to the Town's standards so that the Town can accept the road. This would give the senior living apartments access to a public road. The advantages (to the Town) of doing this would be the location of the road (put where we want it), it would be build to the Towns specifications from the conception, and we would have better access to the pump station in that area. They may not be interested in doing this, as they would have to spend more money up front to build the road now. The Committee feels that we should pursue this avenue. The Committee reviewed the need and shortage of affordable housing in the Town. Public Works Work Plan Fred handed out the department's work plan for 2005. This was reviewed. There was a discussion regarding the snow removal budget and that we are using it up quickly. Peter Stein requested that we do a presentation on the department's salt operations. Sandy Gittelman said that she is happy with the way we keep the roads in Town, especially Park Lane's hill section. The Slaterville Road (Ewing) project will be bid out as soon as the Town gets the easements to work on this project. We will also be putting together a plan for youth employment. Public Works Committee Minutes, January 25, 2005 Page 3 Cathy asked about building Woolf Lane Park. There is money in the budget to do design work in 2005. Fred talked to the Committee about needing another mower for mowing the parks, trails, and easements. Storm Water rnent Dan Walker explained that the Storm Water Management Group (consisting of municipalities and the County) has received a draft of a storm water management plan. Dan has looked at this and feels that most of it is OK to use for the Town of Ithaca's plan. The Town needs to define the maintenance issues more. Who will be responsible for what? There is also a question about the enforcement of the maintenance of the drainage ways. At present, we have adopted a policy of requiring the developer to maintain storm water management but, the Town can come in and fix the drainage if an emergency situation arises. Miscellaneous West Haven Road: It has been brought to our attention that the spelling of West Haven Road is incorrect. After doing some research it was found that in 1957 the Town Board of the Town of Ithaca approved the name change.of Titus Road to Westhaven Road. Westhaven should be one word. We will have it changed with E911 System and the Post Office. We will also notify the residents and Andy Frost. We will replace the signs as soon as they are ordered. Fred also said that he would like to have the proposed name "West Harris B. Dates Drive" be changed to something else. This is in the Overlook project. Mike thinks that it was changed but we will check with the developer. W. King Road: Pat Fain would like the Town to take care of the drainage problem in their.vacant lot because they would like to sell it. Fred explained that it is a low lot and there is no problem with the Towns drainage in that area. It was recommended that the Fain's talk to the developer of the Holly Creek development and see if they could put the fill in that vacant lot. The Committee recommended that we talk to the Fain's about the fill and tell them that we would be available for technical assistance but that we would not be able to do any work there.
