Cathy Valentino said that Peter Stein's new work schedule is Monday through Thursday, 10:00 a.m. to 1:30 p.m. She WOUld like to move the meeting dates to the fourth Friday of the raonth fear the rest of the year. They will continue to start at 8:00 a.m. The July 26,2005, minutes where approved although, it was noted that an, addition needs to be made regarding Peter's opposition to limiting the time for residents to put out brush for the "Pawn's serni-annual brush pickup. One part of the document shouldbe included in the Storm Water Management Plan and the other should be included in the Public Works E)epartment's operations policy. We need to coordinate this project with 'I"'ornpkins C"'ounty, as they will be working on Hanshaw Road and. their plans calls for the water to go across the road. The Committee discussed thatTompkins County has called as public nieetitig to diSCUSS the COuStlUCtiOn project on Hanshaw Road. That tweeting has been postponed. We are concerned that the C,'ounty will not give erloLigh notice when they schedlile the next uleeting. If there are three or four feet of water, it will not attract mosquitoes and the drainage ponds are not holding water long enough. BecaUSC we do not know the costs associated with this, we have not been able to budget for it. We will have to continue to look into this. The Committee discussed that we have created a new category in the Gleneral Fund for storm water managernetit, It will be A8540. "I"here will be a line iteri'l for Personal (.1,00) 4 Public Works Committee Meeting Minutes, August 31, 2005 Page 3 and Contractual (.400). We will put $40,000 in the Contractual line item. We will take some money from the D135110.100 and 13135112.100 line items to furnish the Personal (.100) line item. There was a brief discussion regarding what the Village ,of -Cayuga Heights was doing regarding storm water management. Basically, villages can decide if they want to participate, and if they don't, the Town would be required to provide storm water management. Capital Plan —Water Improvements Dan said that he has been reviewing the current plan as some projects on the plan have been completed. He also said that we are going to be draining down the Trumansburg Road water tank and inspecting it. This tank needs to be repaired or replaced. We should have reports on the tank by the end of September. There was a discussion regarding the County asking the Town to purchase the land that the water tank is on. According to Dan, the County agreed to give the land to the town, but the County still owns the land —the Town's Attorney is working on the deed. Dan said that the Town needs to replace the water line, on Hanshaw Road but would like to do it when the road is done —hopefully in 2006. Both of these projects would have to be bonded. Cathy said that we will be asking the Town Board to increase the water benefit assessment, but there will be a drop in the sewer benefit assessment, so for most people they would offset each other. Some people only have water and some only have sewer. The people with only water will have an increase, and, of course, the people with only sewer will have a decrease. Dan said that other projects to look at would be replacing the water line on Route 96­4t is a 6" line but is 80 years old. Another project would be the water main on Danby Road. This will be a capital project and we have slated it to be worked on in 2008. We will be starting (this year) to replace the tank on Hungerford Hill. The site work can be done in the fall but the tank will have to be done in'the spring. Update on Tutelo Park and William and Hannah Pew Trail Tutelo Park: We have begun putting the roof on the comfort station. Before we can do much else at the comfort station, we have to have the sewer fixed —we are waiting on the contractor to come back to fix it. We are hopeful for a grand opening in May 2006. The grant that was applied for (for the pavilion) was not -received. We will proceed with the originally designed pavilion for the park. Public Works Committee Meeting Minutes, August 31, 2005 Page 4 Pew Trail: The gravel base has been laid up to Park Lane. Rip Rap has also been installed at Park Lane. We will not be doing much more this year on the trail —just some grass seeding, etc. There was a discussion regarding putting in the Shirley Raffensburger pavilion and that it needs to be done in 2006. Donations of $4,000 have been made. The Town will contribute $1,000. Jzffl=rIII! I a - The Committee received a copy of a draft policy regarding the Town"s rights -of -way (ROW). There is more work to be done on this policy. Numbers I and 2 on this policy are from the current culvert pipe policy —if changes need to be made to them, we will have to change the culvert pipe policy also. There was some confusion as to the Town maintaining the ditches but the homeowners were responsible for keeping the ditches cleaned of debris and trash. This policy needs to be clear that if residents install plantings in the ROW, the Town will not be responsible for them. We should also make it clear we do not want any plantings, except grass, in the ROW. There was a discussion regarding that easements should have the same policy as the ROWs. We will rewrite this policy to incorporate the above discussion. Fred informed the Committee that the resident on W. King Road, who wanted a ditch dug, now says it is too deep. Fred suggested that it be piped, but the resident does not want to pay for it. . Miscellaneous The Committee discussed the possible Adopt-a-Park/Adopt-a-Road project. There are questions of liability that need to be looked at before going any further on this topic. The meeting was adjourned at 9:23 a.m. EM
