Present: Peter Stein, Cathy Valentino, Sandy Gittlenian., Dari Walker, Fred Notebooirt, Rich Schoch, Gene Redman, Wayne SincebaUgh, and Mike STnith 1"he meeting began at 8:04 ami. The August 31, 2004, minutes will be approved at the next meeting. MOUntin, Subdivisiom Mike Smith reviewed the sketch plans for this subdivision. "fliere would be two means of access to the parkland. The staff walked the site recently and the trail is basically already there and would be easy to construct. The rest of the land could be left as open space. Currently the site is wooded and has a, lot of brush on it, "I'liel1lanning Board, has looked at this sketch plan and is in favor of the project. This xvill go back to the Planning Board at their October meeting. Fred Noteboorn talked about maybe putting in a detention pond due to all the, run. off water in that area, 'niere could be a spot on the Town's property for this. We may experience problems on West Fla\ien Road, although at present, the residents are taking care of: any water problems. Dan Walker talked about the new house that is going in at the end of the Eco-Village's ernekrgency access road. Water and sewer will be put in to the new parcel. 'T`h.e Comniittee feels that this is an OK plan, although there is some reservation regarding the isolation of the proposed 'Yown land. Cathy Valentino suggested that we talk about making the Ifighway F)epartrnent as Public Works Department, This will be discussed niore at the next meeting. There has been discussion in the past about this, but previous board members were skeptical about starting one due to problems the City had. It was pointed out that we could set our Public Works Department up differently from the City's. ]LiLgy . gad Sub -division Plan, ._R ---- ..... Mike said that this proposal would give the'Town a good opportunity to connect the South Hill Recreation Way with. Troy Road and some from Coddington Road, The 0-lot prol)osal has not been brought to the Planning Board as the developer is working with as surveyor to develop the plan rnore. Mike was asking the Public Works Conirnittee for direction on seeing if this proposal con ld be as good time tca try to connect Troy Park to the SOLAII Hill Recreation Way. Mike will continue to work on this. mic�i Trail "I"his trail is proposed to go from Hospicare to as proposed park (Hallberg), g0iog Wound Tay Saunders Road, 'This trail could hook into other trails going to Ithaca College, We mow this site anmlally atOng with the sewer casernent. 10 Public Works Committee Minutes., September 28,2004 Page 3 Since Saunders Road has built up, there have been problems -with drainage. Most of the water is now draining onto the trail site. The Town needs to decide exactly were to put this trail and what to do with the water run off. The Planning Department needs to look at it and work it into the Town's trail system. Then the Engineering Department needs to design it with drainage issues being closely looked at. Design of the park and associated trail is scheduled on the Capital Plan for 2005 with construction in 2006. We will continue to update the Committee on this projects progress. East Shore Drive Parking The Town received a letter from Mr. Gupta regarding parking on East Shore Drive. According to the letter, Barbara Lifton, State Senator, said that the State would be able to work with them on getting parking built there. We have received letter from him in the past, and because this is not a Town maintained road, there is nothing the Town can do to get parking on East Shore Drive. This is a state maintained road, although in the past the State DOT has said there is little that can be done there. The Committee reviewed that the Remington Hotel project will require turning lanes, although where Mr. Gupta is talked is farther up the road. 2005 Capital Projects Fred said that he has concerns that the road projects (that are considered capital projects) have been pulled from the budget. The concern is that we do not want to fall behind in the upkeep of the road infrastructure. Cathy said that the budget is tight this year, but they will be put back in at some point before the final budget. There was a discussion regarding the budget and sales tax. Cathy said that there would be a meeting to discuss the Capital Projects and maybe establishing short-term and long-term financing. Woolf Lane Park We were scheduled to design this park in 2004 and build it in 2005. The design has not happened yet although we did send a letter to get residents' comments about the park. We wdidrd'likiF-w have a meeting with the residents' bf the area; but are not sure when. . i Public Works Committee Minutes, September 28, 2004 Page 4 This will have wait until after the Capital Planning meeting on October 4. Due to the resident's comments, we feel that we can build this park for less than initially planned. Storm water management will be discussed at the Capital Planning meeting also. Miscellaneous Sandy Gittleman asked if we could provide bags for dog wastes at more than just the one entrance to the South I -Ell Recreation Way. The problem with that is the disposal of the bags (some get thrown in the bushes, etc. and the barrels at the ends of trails get used for other things besides these bags).
