May 25, 2004, Minutes
Public Works Facility, 8:00 a.m.
Present: Peter Stein, Cathy Valentino, Sandy Gittlen'lan, Dan Walker, Fred Noteboom,
Rich Schoch, Mike Smith; and Gwne Redman
The meeting began at 8:05 am.
The minutes from the April. 27, 2004, meeting were approved.
Valle View lerrcl. Water lxtensican.
Dan Walker stated that the Town extended the water (to the end house) on Valley View
Road. This was possible due to the added pressure from. the new tank on West Hill.
Before the extension, some houses had very long services and used pumps to get the
water to their houses. We extended the line approximately 440 feet and used an 8"
pipe.
The'rown also received an easement frorn 125 Valley View Road (end house) so that we
could build a turn around. This is so we can turn the snow plows around in the winter
without tearing tip the property there.
Cathy Valentino asked where the rnoney was coming from, and Dan said that we are
taking it from the regular scheduled fine maintenance expense account.
Review of Current Pr(:ects,
Dan informed the Committee that we are in the process of trying to close out the water
project at the Flospital. The contractor has put in a claim for more money. The Town
has denied it. CoriseqUently, the contractor has not signed off to get their, retainage
money. They are asking for approximately $10,000 and the retainage is between $30,000
and $40,000.
Dan and Wayne Sincebaugh will be meeting with them, to discuss this further.
Bostwick Road/Stone Quarry Road "Fransmission Line: We will be making the final
payment on this project at the next Board Meeting.

after the grading is done. Our forces will do the landscaping.
Coy Glen Road PUrnp Station: The f.)LIMPS are being started today. This project is
almost done, The Town will be paving the road in, early June.
Telernetry Project: We are working with. the Boards to get the OK for antennas to be put
on some of the tanks for the telemetry to work.
E,ast f 'fill Tank (on Hun, erford Hill). Bolton Point is getting an appraisal for, the land.
Cornell University feels it is worth snore than Bolton Point does, This project may not
get started until next year (unless the appraisal ancl easement are done before August
'Ist), this is due to the fact that all the concrete needs to be poured at thew sani,e time,
Town of Ulysses: All the work from the corifractor is completed. The Town has corne
restoration work to do now, The tank is working and the fire department has done flow
testing.
We will now ask the Town, Board to accept the pump station.
Dan said that we have the old pump station that we would like to sell. It is operational
and still in the ground so that as potential buyer could see it running.
We are looking into the cost of extending the water on W. King Road. This will go
through the capital planning process.

Miscellaneous
Peter Stein talked to Hal Kraft (Cornell University) regarding the Town-'s problem with
trying to deal with too many people. Hal agreed and said that we should be talking to
Gary Stewart or John Gutenberger. Cathy said that, in the past, Cornell University has
been hard to work with —this may be because people at Cornell don't really listen to
each other.
Slaterville Road/Frandsen: The Town is in the process of talking to an appraiser for
possible eminent domain. We need the easement to repair the gully at Ewings, but Mr.
Frandsen wants the Town to give him some lots (of land) for it.
Inspection Station: The Town Highway Department currently conducts the New York
State inspections required to drive vehicles. The State is implementing a new system
whereas the Town will have to purchase computer equipment and have a phone line so
that when inspections are done, the information is conveyed to the State right then.
This equipment will cost about $1,600 to purchase. Each time we call the State, we will
be charged .36 or approximately $ 140 a year. We need to transfer some money to get
the equipment and this will be going to the Town Board for their approval.
Friedrick's: The landscape restorations have been completed. We replaced some
plants.
Storm Water Management: Tompkins County is responsible for their own storm water
management (storm drains), although the Town may have some responsibility after it
comes to our storm drains.
Cathy said that consultant firms have contacted the Town regarding the designs of
Hanshaw Road and Coddington Road. We would like to be involved in the process
(before the final design is completed and approved), although the County is adamant
that we do not need to be involved at this time. Bill Lesser (Town Board) has talked to
the County and Dick Booth (County representative) does not know where the Highway
Department is in the process. Cathy will talk to John Lampman regarding this. The
Town has concerns about their storm water management plan and pedestrian access for
those roads.
Tutelo Park: The Eagle Scouts have worked on the nature trail at Tutelo Park. We will
have a public meeting regarding the plans for this park.
The meeting ended at 9:08 a.m.
