Thcre is an over-all 'Town drainage marlageTlIent plan being worked orl. 4. Ranlifications of these items. Overlook Roads Jonathan Kanter showed the Committee a niap of a proposed development. This developrnent is oil the West Ffill, Basically there WOUld be as public road beh'veell TrUrnansIx,irg Road and Flayts Road. The interior loop drives WOUld be pri-v,ate. This proposal indkates as future connection from ()verlook to) the Cornell L.Tniversity, Public Works Committee Minutes, February 24,2004 Page 3 property. This would be a local connector across from Bundy Road to Perry's property. There may need to be a bridge near the Perry Lane subdivision vest pocket park. The section between Bundy Road and Mecklenburg Road has already been plotted through several approved sub -divisions. This would give the local residents an option to avoid traffic backups on Trumansburg Road. There was a discussion on the road that would eventually be accepted as a Town road. It was decided that it would be easier to maintain and better for emergency vehicles access if the road was built in its entirety instead of phases. At the April Town Board meeting we will ask them to approve the entire road concept, along with the water and sewer locations. There was a discussion regarding the bus turn arounds and if they require public roads. Cathy will set up a meeting to discuss this. The sewer will be extended up Trumansburg Road from West Hill Fire Station, then the developer will have to do the internal sewer lines. The water lines will be relocated as needed and a new looped main constructed along the new road by the developer. This will then be dedicated to the Town. Sidewalks will be required along the public road. The Public Works Committee approved the road/water/sewer locations as plotted, including temporary hammerhead for Phase I and will also request the entire road be built at same time. Brian's Way Hammerhead There is a lot of history to this development. In the mid 1980's William Frandsen finished Park Lane to Route 79 and the Town used the fill to create Grandview Park. To resolve this, land was taken from the Quick property. In 1995 the General Purpose lands of Eastern Heights Park became park land, except for 60' x 210' for the future road. An easement from the Ewings is required for the William and Hannah Pew Trail, however, an easement from Frandsen is needed before we can be -in construction on the gully near Ewing's. Francsen will not give an easement until the Town gives him four lots, which he feels Town agreed to, but town did not agree. Location of Frandsen easement is on future Edwin Drive in vicinity of Tudor Park. We will set up a meeting with Bill Frandsen, John Barney (Town Attorney), and Cathy Valentino regarding the easement. May have to consider eminent domain for temporary easement. The appraisal(s) for temporary easement/permanent easement requires approval of Public Works Committee. Dan indicated that the cost of a permanent easement is around $5,000. The Town must first meet with Frandsen to discussion options. The Town has leverage regarding Public Works Committee Minutes, February 24, 2004 Page 4 requiring cul-de-sac on his lands, which would eliminate 3-4 lots at end of Brian's Way. This would put William and Hannah Pew Trail in jeopardy. Update on Capital Projects Coy Glen Road Pump Station is not hooked up with electric yet. The Eco-Village tank has some re -painting required —may paint it green. The road needs to be finished and the final landscaping needs to be done. Bostwick Road tank is finished, except for planting trees. The South Hill T-Main has some final touch-ups on the design of final link from new main to South Hill. There was a discussion regarding these West Hill projects regarding the relationship between the City and Town. Ulysess Tank and Main: They are filling the tank and testing has been completed. The siding on the pump station on Woolf Lane has not been finished yet. The Engineering Department is working with Bolton Point on new Hungerford Hill water tank. The Town is designing it and Bolton Point will own it. This tank will be able to store a full days demand. Miscellaneous Peter said that he spent an hour observing the parking and traffic situation at Northeast School. Most of the problems are occurring when the Dewitt Middle School and the Northeast School close their after school programs for the day. Children are walking down from Dewitt Middle School to be picked up by cars parked at the "No Parking" zone at the Northeast School on Winthrop Drive. Cathy said that the speed limit/school zone request has been sent to New York State. The Committee discussed Pennsylvania Avenue and Kendell Avenue regarding the parking situation. The roads are paved 19 feet wide. Illegal parking creates hazards for emergency vehicles. Andy Frost and Cathy Valentino met with Ithaca College regarding the partying problems. Ithaca College is taking leadership role in curbing partying. A "No Parking" ordinance will be requested at the next Town Board meeting. MO
