Walker, Fred Noteboom, Rich Schoch, Mike Smith; Wayne Sincebaugh, and Gene Redman Guests: Sid Merritt, 127 Woolf Lane The meeting began at 8:08 a.m. The minutes from the May 25, 2004, meeting were approved with some changes can. page 3. Because there was a guest, the Committee asked him to speak first. There were also two other items added to the agenda drainage oil Warren Road (and Tudor Road) and a Mission Statement. Sid Merritt resides on Woolf Lane and had written a letter to Supervisor Cathy Valendi'lo regarding drainage in that area. Cathy invited Mr. Merritt to this meeting to discuss his concerns. Sid said that lie had two concerns. The first one was regarding the ditch, in, particular in front of his house at'l.27. He pointed out that the ditches can Evergreen I.,ane had recently been enclosed and he would like to see the ditches oil Woolf Lane also enclosed. Said. said that the ditches were very deep, ugly, and there is a green slim in them. Most of the problem seems to be above the new pump station. Sid indicated that possibly the run off fro the horse farm up above is going into their ditch. The other concern he had was at the old pump station (neart)-ubois Road) where it needs to be repaved. The valve had been dug up for repairs. Dan Walker said that we will be removing the old pump station, but that we were trying to sell it and it would sell better if it where in the ground and could be seen running. We will hot patch the pavernetit soon, though. Fred Noteboorn said that he (lid not believe that the horse farm drainage goes towards Woolf Lane but that we would check it to make sure. We started working on fixing drainage problems in the Northeast (that was the area with the most problems). We continue to work on underground drainage throtq,"hout the Town. Basically, we look at areas that there is as real big problem and it Usually is affecting the shoulder and pavement. That is why we worked on Ewergyreen Lane — there was as drainage problomi (clue to the steepness of the road) and we were having a hard bane keeping the shoulders and pavement stable. At this tfin.e, there is no plan to put in underground piping in the ditches on Woolf L,ai.'ie. It was pointed out that the neighbor across the road had his ditch piped, and. we said that he paid to have that work done. It was also pointed out that the green stuff in the ditch is just algae —it-, is not harrnful and possibly it is from. fertilizers. Cathy will write as letter to Mr. Merritt explaining that the 'Town has no immediate planned to enclose the ditches on Woolf Lane, but he can have it done if lie would like to pay for the piping, etc. MLis on YL 6 S�tatement ,�i� sio J_� The Committee decided that we should have as mission statement for this committee. We will. look under the Municipal codes to see if there are any bylaws, etc. for this corm n i ttee. For 2004 We will be working on the South Hill water project, We will be putting in a 16" water line from Pearsall Place to Dan.by R(.md. This will supply Ithaca College better. The project cost is approxiniately $400,000. We have the signed casements with Ithaca College and have as route to take the water line. We still need an easernent from. Therin but we should be able to start work in the fall. There was a discussion regarding as possible trail site (on the, water line easernent). T'here are no big water projects planned but we will be working with the City on sewer improvements. Most of the other projects included in. the 2005-2009 Capital Plans are basic maintenance, We Will PLA the Capital Plans for 2005-2009 on the next agenda to discuss at more length. Public Works Committee Minutes, June 22, 2004 Page 3 at Storm Water Management Facilities Mike Smith indicated that the Cayuga Medical Center would be expanding their emergency room section of the center. The Town has approved the site plan on the basis of two detention ponds (in the area) and that if the Center does not maintain the storm water management facilities we would be able to do the work and charge the Center. The Center will also be required to provide the Town with documentation that - an annual inspection on the storm water management facilities was done. This type of wording will continue to be included in site plans submitted to the Town until we have an official Storm Water Management Plan. By (federal) law, the Town has to have a Storm Water Plan. We have started working on one. Open ditches versus enclosed ditches needs to be addressed. We will also be responsible to know where our water (from storm run off, etc.) is going. There is a Storm Water Working Group that is putting together a model (for the ordinance that needs to be written). Purchasing of Equipment Fred said that the Town has an opportunity to purchase a machine that will make topsoil. (to make topsoil, we would use materials cleaned from the ditches and our composting material) The machine would cost $7,500—at present we are paying $18 a yard. We contacted the Town's auctioneer and he said that the machine we are looking at would be worth between $7,500 and 12,000. The Committee suggested going ahead with purchasing the machine, although we will have to review with the Town"s Accountant where to get the money. The Highway Department will do a cost analysis of how much topsoil we purchase each year. We would continue to have to purchase topsoil, but not as much and we would be able to do work in a more timely fashion as sometimes it is hard to get topsoil from outside vendors. On -going Projects 1. The top pavement should be put on Rich Road on Thursday. 2. The wall is being put on Caldwell Road, and most of the pipe is already in. 3. We will be starting underground piping on Winston Court later in the summer. 4. We are waiting for State permits to start clearing on PEW Trail. 5. We will be meeting with the Ewing's on June 28, 2004, regarding Slaterville Road. We will probably have to start the eminent domain process for the easement to work on this project. Public Works Conurdttee Minutes, June 22, 2004 LM 6. We are waiting for the Storm Water permit from DEC to start Tutelo park. 7. Landscaping: Bostwick Road —finished; Eco-Village—being worked on now; Coy Glen Road —needs more site work done; Woolf Lane —will start work this week. Miscellaneous Warren Road (Ocello Residence): Peter Stein and Fred Noteboom went and looked at this property because the resident says the back yard is very wet. There are no problems with the sewer line or the water line in that area. The Committee was not clear what the responsibilities are in resident's back yards. Basically, we have no legal responsibility. Some of the problems here (an other places in Town) are due to the original drainage ways are filled in or not taken care of by the residents. There are problems on Hanshaw Road and Salem Drive too. We are working on a drainage plan for the whole northeast area, although we do not have the manpower to work on these types of projects. The Committee suggested that the Ocello's could have the situation repaired and would cost between $5,000 and $10,000 to put in sub -drainage (tile). The Town could make a project to help several residents in that area, but it would cost us so we would need to develop a drainage district. This would take quite a bit of time to do, so the Ocello's would be better served to have the work done by a private contractor. Tudor Road (Stewards Residence): Sandy Gettleman said that the Stewards have been in contact with her regarding the standing water in their back yard. There is a drainage system in the back but it has failed. The Town does not have an easement to work back there. We will review this situation with Andy Frost as there is a house that put drains in that face right down to the Stewards house. Fred informed the Committee that Tompkins County has assigned design engineers for both the Hanshaw Road and Coddington Road construction projects. The meeting was adjourned at 10:00 a.m. M
