Sid Merritt come to express his concerns, again, because he felt that nothing, was dotle at
the bottom of Woolf Lane were the old PLIRIP station is. He also voiced his concerns'
abOLIt Evergreen Lane and the underground drainage and paving done there.

We, reiterated that Evergreen Lane was worked on due to drainage issues and a
deterioration of the road base, I't was also pointed out that Evergreen Lane has more of
slope than Woolf Lane, Mr. Merritt is concerned with the appearance of the ditches on
Woolf Lane
We explained that the Town has as road maintenance schedule so that each yeiir certain
roads get worked on, Evergreen Lane was sche(iUled to be worked on in 2004. Woolf
Lam, is not scheduled to be worked in the near future,
Dan Walker explained that we have not done an.ything with the purnp station on Woolf
Lane beCaUSC we had as potential buyer for the station. Once that deal fell through, the
Town will have the punip station. taken out. We will also be hot patching; roads in the
next few weeks, so that work will get done soon.
'I'lle C'Ornnlittee, again, discussed open ditches versus undergrOUnd drainage, We fee]
that ditches function very well in spots, so we will continue an with open ditches
where appropriate,

Cathy Valentino said that several staff mernbers took as look at some areas of then "fawn
that are "trouble" spots,
The first was on Slaterville Road at the Ewing;' s property. The staff reviewed with the
ENvings the plan to fix the crosion and the Ewing s were satisfied with the plan.
Unfortunately, this project is on hold, until we can get an easement to get access to gLJIIY
to fix it.
Next stop was onTudor Road at the Stewart's property. The water problem is coming
from the neighbor's private ditch. Their ditch needs to be cleaned Out. It-, was also
SUggested that the Stewart's rnake their swale deeper, Dan will write a letter to the
Stewaill's outlining what options they have.
There was as diSCLIssion regarding the drainage in the Elastern Heights area and that
possibly resident's feel that the development in they 'Iown of Dryden has caused
sotne of the drainage probleins, Sorne of the problewis stern from old subdivision
regulations that didnt sufficiently address drainage ways, landowner's not keeping
swales, etc. cleaned out, and theTown's Building Department has not enforced storni
water drainage issues in the past,.
The rIeXt Stop IVas on Hanshaw Road at the Ocellos property. There is nea water, line
problerns, or lea ks in the vicinity of this property, Basically, the homeowner will need to
Public Works Conunittee Minutes, July 27,2004 Page 3
. i
be responsible for fixing the drainage problem in his back yard. Dan will write a letter
to the Ocellos outlining their options.
The field trip moved over to the west hill side of the Town to Trumansburg Road. It
was found that when the State had this road rebuilt, two drainage pipes did not get
connected. The State has fixed this problem.
Woolf Lane was the next stop on the trip. The staff feels that the ditches are functioning
and there is no apparent need to enclose the ditch. They did go look to see were the
horse farm drainage went to. This drainage does not come down Woolf Lane.
The last stop was on Bundy Road. There is a wet spot in a backyard over the sewer line.
We have looked in the sewer line with the Town's camera, but have found no breaks.
The sewer line is acting as a drain and the water is surfacing at that location. We will
need to install a weeper pipe to move water towards the road ditch.
Mission Statement
We need to put together a draft mission statement and bring it back to the Committee.
The Committee members discussed what should be on the statement.
Current -Projects
Rich Schoch explained that the Town has been contacted by the Tutelo Indians, and
they would like to have a ceremony in the Tutelo Park each year in September. They
would need a pit for a fire, and they would like to put up 13 poles to represent the
Tutelo's calendar. They would like to have some space in the park reserved for their
ceremony. We worked with them to find a good site and will incorporate this site in
the park.
We are waiting for the telemetry to be hooked up at the West Hill (Eco-village) tank site,
Coy Glen pump station, and Bostwick Road water tank. At the present time, we are
turning the pumps on and off manually. This should be done soon, as we have received
the equipment needed.
As stated above, the Town has received the final approvals needed to start work at the
William and Hannah Pew Trail. The survey work has been started. Estimates for
clearing the site have been requested from hydroax contractors.
We sent letters to the residents in the area of the proposed Woolf Lane Park asking for
their comments on how this park site should have be developed
Budget (Equipment and Labor)

Public Works Committee Minutes, July 27,2004 Page 4
Fred said that the Highway Department would be requesting funding for another full-
time laborer position. We would also like to fund two more seasonal laborers. There is
so much maintenance work to be done we are falling behind. We continue to add parks
and trails, which will need more maintenance. The Committee discussed that a few
years ago we hired a Buildings Maintenance Manager to take care of the Town's
buildings (Town Hall, Pubic Works Facility, pump stations, tanks, park and trail sites,
etc). As we continue to put in new tank and pump station sites, this person needs help
maintaining them along with the existing Town buildings. We will bring more
information (to the next meeting) on the winter maintenance that we do.
Fred also showed the Committee what equipment we would like to purchase in 2005: a
mower (because we can hardly keep up with only one mower), tracks for a skid steer
loader, rubber tire excavator, and a truck.
Judy Drake said that we might want to think about a vehicle for the new Building and
.Zoning worker. There was a discussion regarding if it would be better to have vehicles
for these people or have them charge their mileage. It was felt that it is better to have
Town vehicles available for safety reasons.
The meeting was adjourned at 10:10 a.m.
