Southwood l2rgim jae Fred Noteboona said that one of the residents on E. King Road is concerned that the drainage is not workitig properly now that Southwoods sobdivision is being bUilt. Since they have started construction, he is experiencing more water in his yard, There was as discussion that the water is being channeled to other places—not towards his yard. We do not feel that the development is contributing to his problem. The Cominittee, felt that we may want to walk the area to get as better idea, of what is going on up there. One of this gentlenian's neighbors was experiencing as problern, btit we found out that not all the drainage had been hooked up. We have talked to him about this, and, now that the drainage is all hooked LIP, he is not having as problem. The Corrimittee, diSCUssed that this has been as N7ery "ret year and that there are other problems throughOLItTown. One of those areas is on Hanshaw Road. The hoUse at 1408 1 lanshaw Road experienced major flooding during as recent storm. The hotise is located at the comer of Hanshaw Road, which is as County road, and as private road. Basically the problem is because the house and basement are lower than the ditch line. There is nothing the Town can do. The inanager of the property will need to get the home ova to do something about it. " Works C:;earrirnitte e Minutes, April 27, 2t04 Page 2 j J aynerthcr area that flooded arid does freclue.ntly, is at the corner of Pine Tree Road and Ellis l lcallow Road. °These are both County roads, although the C orrunitteew felt that maybe as berm on Ellis I lollow Road we)ulcl help the situation.. Fred was firil=alpy to a.nrae>aance that we did riot have a problein at 110 Park l..,ane during this flooding incident. We will be working can cleaning the ditches on Sinisbury Drive, St, Catherine's C"ircle, arid Siena Drives this spring. "l'laerew was as discussion regarding vegetation arid creating naa.turarl wvetlaanels to hold some of the water arid then allows the sediments to filter Out. The "l cowan has concerns for the abuse of the equipment ipme'nt because (:)f the deteriorating roads, and fOr" the safety of the workers--one tinge" this winter a wing hit they road, bounced up and broke al. window. C'athy said that as study can thew efficiency of they inaainteYnaancew of roads within °l'om kips County, should be done", as some" roads are naaaintaained by they Towns and some" by Totrifakins C:'ouraty. Public Works Committee Minutes,April 27,2004 Page 3 Turn Around on Chase Lane Fred said that the Town has been approached regarding this because David Harris is buying the property at the end of Chase Lane and wants to extend Chase Lane and then have a hammerhead turn-around put in. The land for the hammerhead would be donated to the Town. The Committee agreed that this should be sent to the Town Board for their approval. Town Boundaries Sandy Gittelman said that there are nice signs coming into the Town from other municipalities, but there is nothing as you are leaving the City of Ithaca going into the Town. The Committee agreed that signs on the Town's inner boundaries would be nice. We will inventory how many signs would be needed and do a cost estimate to have signs put up. After we have this information,we will take it to the Town Board. Review of Capital Projects The plantings at the Bostwick Road Tank are being done this week. We cannot get the plantings done at the Eco-Village until the final grading is done. The electric for the Coy Glen pump station should be in within two weeks. Wayne Sincebaugh thinks that the system will be fully functional within 60 days. The Ulysses Town water project is now on-line. They are siding the pump station on Woolf Lane. This year we will continue working on the South Hill project that goes-from Pearsall Place to Stone Quarry through IC and Emerson property. We are looking to start construction in the fall. This project should cost approximately$400,000. We will review where the money for this project is coming from. Bolton Point and the Town are working on a project that would construct a tank on East Hill (Hungerford Hill Road). This would allow the Town to have a 3 million gallon tank for storage of water. The Committee discussed some problems with working with Cornell University. We need an agreement, which we have a verbal one,but we need to get it in writing. There are so many different departments to work with, projects get"bogged down" and no one takes the lead. Peter Stein will talk with Hal Craft regarding this. Public Works Committee Minutes,April 27,2004 Page 4 Miscellaneous: We have not received a deed from New York State regarding Judd Falls Road. The Committee had a discussion regarding the building of the ball fields and the safety of building the parking lot on Game Farm Road. This road is in three separate jurisdictions—Town of Dryden,Town of Ithaca, and Tompkins County. The section of road this construction will affect is in the Town of Dryden. Sandy expressed her concern for the safety of drivers and pedestrians on this road. Fred said that we have asked the State for help to reconstruction this road, but it has been placed as a low priority. Fred said that Tompkins County has a trailer for sale. We have approached Tompkins County with a deal to swap the Town's jet rodder (which we are replacing this year and it would go to auction in September) with this trailer. This will be presented to the Town Board at their meeting on May. We received a letter requesting that there be a speed limit reduction on Seven Mile Drive. This will be sent to the Town Board for this approval. The meeting was adjourned at 9:30 a.m. ghk
