Shared Sc rvice Agreement
Guy Krogh and Susan Brock have Nvorked on a draft shared services agreement.
Fred Noteboom felt that the lan,,,uage vas alit hard to Understand. Fred wants
to go over it with them, and then it will corne back to the PUblic Works
I cornrriittee.
Basically, each tin-te equipment and/or services are renclered, We will liav(! to
sign an agreement, send it with the eclu ipment/ services to the other
inunicipality, and than they will have to fax the signed agreement back. Fred
said that this could be as problern for as couple of the n1unicipalities that do not
have fax machines. "Fliere was a discussion on how to make this work from those
towns.
New Water PUITIJ) Station on 1jungerford 1-jill Road
Fhe J'own currently has as small purnp station on Regency Lane. This statioll is
very old and poorly designed. Dan Walker would like to build a new pulyip
station on I fungerford bill Road and keep the Regency Lane p,unip staation as as
reserve.
This pump station WOUld be near the new East Flill, WaterTank. The cost of the
project is approximately $266,000 This Would have to be added to the Capital
Plan for 2008.
Peter Stein asked if and what the cost savings would be if the new punip station
was put in. Dan said it NNIOUld be approxiniately $1,000 a year. [)an also said that
if the new purnp station is put in, it \vould be more reliable and a b(.Ater design.

Public Works Coinmittee Minutes, September 25, 2006
Dan also pointed out that because of the growth in that area, the Regency Purrip
Station couldn't handle the dernand,
Cathy Valentino asked if this PUMP station Would irnprove the water pressure to
the new development (Rite -Aid). Dan said this Would not help that. We have
worked the water pressure problem OLA by putting pressure valves on the East
Flill WaterTank. (','ornel] University paid for this work.
Trurnansburt Road Water Main.
Dart showed the Committee a rnap showing where aad, what sizes the waterline
will. be, This project is on our schedule to be started in 2007. We will, start at the
Professional Building, using a 12" line, and end at the Cajid1e\,vyck Apartirients.
There will be, a low-pressure line from there. Dan said that we have discussed
with the City of Ithaca about hooking to the Oakwood ,rank. This tank is not
used a IoL The cost for this project is approximately $566,000.
`I"his is a distribution line (going to the private residence) and there is another
line that goes parallel with this line that takes t - he water to the tank.
EQUipment Replacenient for 2t)07
Fred Notebooni explained that included in the Public Works Department's,
equipment replacement request for 2007, are two pieces of equipment that would
not be replacing a currently owned piece of equipment,
'rhe first we Would like to get is aTool C.at. This machine is made by Bob Cat
and can use the same attachments that we already have. This machine will
enable us to maintain the traits, walkways, and sidewalks better, especially in the
winter. It also has a 1,% ton clump box on the back of it. 'Fhis will, again, niake it
easier to maintain trails, et(,,,.. T'he machine will also be Used to inaintain the ball
field atTutelo Park,
The other piece of equiprnent is a 6" trash pump. ]'his pump "rill allow the
TOW1.1. to Continue purnping out sewage if there is power outage. 'I"here are other
uses for it.
Fred informed the Committee that we received $63,000 for the ecluipri-tent we
sent to the rriunicipal auction in Septeni, ber,
Fred also explained that the equipment budget is $156,800 less than last year.
budget (across d the D13, F, G, and A accounts).

NIMS
The Federal government has mandated that certain people need to be trained in
emergency response. This training had to be completed by September 30, 2006.
The Town has the two trainings that we need in order to be compliant.
Fred informed the Committee that the City of Ithaca fire department is the "lead
agency" for the Town of Ithaca.
We have a few people that need more training.
Changing of Road Name
Currently the Town has a road named Birchwood Drive and another named
Birchwood Drive North. These roads do not meet. This makes for confusion, so
we would like to change Birchwood Drive North to something else. Cathy was
not happy about having to change the road name, but Fred said that it would
only affect about 12 residences.
The Committee discussed a new name and came up with Heron Drive. Fred will
talk to 911 and the Post Office to make sure there are no conflicts.
The meeting was adjourned at 10:10 a.m.
