Fred Noteboorn showed the Committee members a map of the official bus steps in the'Fown, There are only four stops case own roads. "rhree stops are on Snyd,,,kr Bill Road and one is on Winston COUrt. Snyder Hill Road already has "No Parking" on that road.. Fred did point out that people could flag down a bus any where along the bus routes. This Would have to be done on a case -by -case basis, as we do not know where people are parking to get a bus and leaving their car there all day. It was Suggested that we put some thing on the web site to euCOUrage people to let the'rown know where people are parking to get the bus to work, etc. Jonathan Kanter suggested looking into a park and ricle lot. He also said that 111'CTC has identified a place for a park and ride lot on Route 79 at the Church. I One of the places the Club has suggested is at the Game Farm Road entrance to the East Ithaca Recreation Way. Rich suggested hutting the other one at the Eastern Heights Park. Currently, we have a sirnilar station on the South Hill Recreati oell Way and we are going thrOUgh about 150 bags as week, The Corrurtittee said this would be as good iclea. Rich will follow tip on flais. Update on Construction,_ELLr`ect Fred said that Max's Drive, Longview Road, arid. Briarwood 1)rive have been surfaco,= treated already this year. We will continue work on the Pew '["rail and be putting in the gazebo near the trail. Rich asked if there was going to be as plaque on the gazebo. Cathy said yes. C athy will work on the wording., and thell Rich will get the I,)Iaque. A dedication day still needs to be worke�d out. TheTrurnansburg Road 'Tank is ready to t)e painted. All the necessary docurnents ha\/e been signed to work on it. 1"eter Stein asked about the project on Christopher Lane, I le wondered why the underground drainage was installed. Fred explained that the shoulders have laden eroding mvay. The drainage that existed went into as (try well that Was deteriorating and needed replacing. Some projects that will be funded in 2007 include the painting of the l4ungerford Hill WaterTank and flanshaw Road water line replacernent. It was SUggested that the water line on Truinansburg Road be replaced this year — 2006 moved LIP from 2007, as this is the oldest water line in the 'Fown — dating back to the 1930s. Update on Hanshaw Road and Coddington Road Construction Proiects John Laniprnari, Tompkins 1-fighway Division, carne to the meeting to discuss the County's constrUCtiOrl Projects on I-11anshaw Road and Coddingtori, Road. I . Public Works Committee Minutes, May 23, 2006 Page 3 Hanshaw Road: There was a meeting with the consultants, New York State Department of Transportation (NYSDOT), Fred Noteboom, and John Lampman. Dooley Keifer was also present. After that meeting, they met with the Village of Cayuga Heights' mayor and engineer. After that meeting, DOT submitted (to the County) their questions and concerns regarding the design of this project. There were about two pages of concerns. One of the biggest concerns was the width of the road. The state feels the driving lanes should be bigger. The design currently calls for the building of the road to be 11-foot wide, but striping 10 feet for the driving lanes with 4-foot shoulders. The County could re -stripe the road on the inside of the 11-foot line. This design would move the driving. lanes about 6" closer to the sidewalk. The Village of Cayuga Heights had some economic concerns and asked if their part of the project could be in -kind services. This would not be possible. There was a suggestion and some informal talks about the Town helping fund the sidewalk going into the Village. Cathy feels that this would benefit the Town and that the residents of the Village pay Town taxes, so the Town Board should entertain this idea. Fred said that he would like to make sure that permanent easements were in place before the, construction started. Although the -sidewalk would be totally in the right-of-way, there are parts of the sidewalk that would leave very little room (on the homeowners side) for maintenance. Dan Walker asked if there was a design for the sidewalk going from the town line into Cayuga Heights. John said there is a preliminary one but the surveying has not been done yet. DOT did say that this could be added to the project. He also said that the TIPS project has been amended to add approximately $400,000 for the sidewalk. John also said that the State would not contribute the 15 percent state share of the $400,'000. This would mean that the local share would be $80,000. Dan asked what the time line for this project is so that he can coordinate the Town's water line replacement project. John said they would like to have the public meeting in June, have the final design to the State in July, do acquisitions in the next few months, go out to bid sometime in November or December, and start construction in the spring 2007. Dan said that the water line project plans have been approved by the Health Department and the money is already budgeted for, so we would be able to start construction as early as March 2007. Dan will keep in touch with John as to Public Works Committee Minutes, May 23, 2006 Page 4 when they are going to bid the construction project, so we can bid the water line project at the same time. Coddington Road: John said that New York State had more concerns and comments on this project-5 pages. Because of the costs constraints, the final design draft was broken down into small pieces. The more important parts of the project are between the City of Ithaca line and Juniper Drive, and at the Burns Road/E. King Road intersection. There would be money left over after these parts of the project are done, so the County is trying to decide which part of the road to use it on. They are not sure if they want to use the money on the section of road between Juniper Drive and Troy Road or from Burns Road to the Coddington Road Community Center/Updike Road area. There are site distance issues on the latter. The time line for this project is: Get all the comments to the consultant in May, so that they can get it back to the State in June. They would like to have a public meeting in June before the schools are closed for the summer. We felt that the public should have at least two weeks notice before the public meeting. John said that the design calls for a sidewalk from Juniper Drive to the City of Ithaca line and on street parking. The storm sewer on the west side would be moved so the center line of the road could be shifted west— parking would be on the east side of the road. TIPS: Fred said that the TIPS schedule is due on June 1, 2006. It was suggested that the (upstream) bridge on Forest Home Drive be submitted with the County's project. (The Town can't apply because Forest Home Drive is not part of the Federal Highway System.) TIPS funding is federal funding, which pays 80 percent of the project costs. The State does not contribute. The Committee discussed if this TIPS application should incorporate the traffic calming issues or not. John said that TIPS would not fund traffic calming type projects. Also, there is no plan for the traffic calming/street scaping and the deadline for TIPS is June 1. This project would be a good project due to the historical aspects of the area. John asked that the Town send the Courity a letter of support so that he can put it with the application. This Committee can approve a letter of support, but we will include it and the application in the June Town Board meeting packet, so a resolution of support can also be done. 46 Public Works Committee Minutes, May 23, 2006 Page 5 IntermuniciRal Sharing of Services Fred said that he has received a copy of an Intermunicipal Sharing agreement drafted by the Town of Dryden's attorney. It is very long (12 Pages). The Towns of Ulysses, Enfield, and Ithaca sat down and worked on a shorter agreement. Fred feels if there is a lot of paper work involved in the agreements, then smaller departments will decide not to use the agreement. The Town did pass a resolution that authorizes the Highway Superintendent to participate in sharing of services for the interim. As Fred gets more information, he will pass it along to the Committee members. Town Board Authorization of Highway Superintendent to Enter Upon Lands State law says that the Town Board has to approve the entering of private lands to clean streams, etc. Susan Brock is working on this. Cathy said that she is working on the right-of-way policy as to what can be put in the right-of-way and what we will replace, etc. This is being worked on and should be ready for the next meeting. Peter asked about the Adopt -a -Road policy. Cathy said that it was on hold until we get the Adopt -a -Park policy finalized. There will be more language needed for the Adopt -a -Road policy. Peter would like to move ahead with this. Fred will get more information on Adopt -a -Road policy for the next meeting. Both the State and County have programs, and we believe that the Town of Dryden does too. Miscellaneous Cathy said that Will Burbank, Town Board Member, would like to see the signs in the parks more user friendly. He feels the Posted signs that are currently there should be replaced with something more friendly. Something such as Welcome to the Parks, then say what should not be done in the parks, such as no hunting. The question was raised if by law it has to say the property is posted. We will ask Susan Brock to look into this before going any further on this project. Public Works Committee Minutes, May 23, 2006 Page 6 The Committee members felt that the Posted signs get people attention and has a stronger message. Cathy received a letter from the New York State Parks regarding parking on Sand Bank Road. We have received this type of request before. They would like the Town to restrict parking on Sand Bank Road by the ball fields. When the fields are in use, there are cars parked on both side of the road. They need a bigger parking area. They also charge to get in that parking area, so some people may be using the street so they do not have to pay. Fred will talk to the State on this. The meeting was adjourned at 10:30 a.m.
