The meeting began at 9:04 a,m. The April 2006, minutes were approved, May minutes will be approved, next time. Storm Water Management Dan Walker explained that the State has mandated that all municipalities have a storm water rnanagenient policy in place; the Town of Ithaca's has tca be in place by 200K It does not matter where the water comes from, if it comes out of our pipes, we are responsible for that water. We have a draft plan that will be presented to the Town Boardin July SO they call make comments at the August meeting, Basically, large properties, such as C 'ollege Circle, will have the responsibility of maintaining their storm water run Off, The'rown Board will have to decide h(,.)Nv to handle the cost Of maintaining new su, bd ivisi on's (arid the existing) storm water run. The Committee discussed creating a storm water district or incorporating it into the town -Wide funds. The Town Board will have to decide, after they get the draft plan. Cayuga Heights will probably be as part of the'fo-wn's plan. We have a draft ordinance that will have to be reviewed and acted upon by the "Town Board. Peter Stein said that a drainage district seemed logical. J, he Committee discussed that it could be hard to set up districts. Dan explained that the new subdivision that Lucentes have submitted will include a detention pond and 40 new residences, but if you set tip a drainage district up there, one would have to include about 120 existing residenc(-,!s in the area. Peter suggested that the builders should set up and continue to rilaintain the runoff. TheTown Board will have to work out funding, enforcement, and mainterialice issues. The Con.irnittee felt that they needed to have all outline of the steps to get to the 2008 deadline. The Con-imittee feels that theTown Board needs to understand that with this plan there will be more workload, and staffing anduloney will be needed. There should be little effect on the 2007 budget, but we will have to look closer at the 2008 budget, Trurnailsbunt Road Water Main I'lieTown's capital projects plan includes having the water, line oil I larishaw Road replaced in 2006 arid the water line on'Trumansburg Road replaced in 2007. Due toTompkins COLinty's scheduling of their I-Janshaw Road project (moved to construction in 2007), we will not be replacing the water line ont-larishaw Road until then. We have decided to replace the water line onTrurnansburg Road instead, Dan said that lie WOUld have the plans for theTrurnarisburg Road water line replacement at the.) uly Public Works Committee meeting for the C 'ornmittee's review, Fle would like to have the plan in front of the'Fown Boars at their August rneeting, Aclopt-a-Park I'lle issue of liability was cleared by up the Recreation and 1-human Resources Comi-nittee meeting, Judy Drake said that the Town's insurance would cover any volunteers. The public Works Corrimittee notice that "Streets" are still included in the draft policy. We would to have two separate policies. The Committee felt that the Recreation and Human Resources Committee should make the parks policy and the Fablic Works Committee should triake the roads policy, The Recreation and:Human Resources Committee reviewed the policy and changed the time of notification from 2 days tol. week. Theme were some questions as to the wording oil a few of the iterns. Cathy Valentino suggested that the chair of file Recreation and Human Resources Committee get together with Fred Noteboorn, Highway Superintendent, to reword the policy, Marnie Kirchgessner will be included in this diSCLISSi011. Cathy and Fred will work on the roads policy, r Public Works Coratnittee Minutes, June 27, 2006 Page 3 Public Works Projects Update Trumansburg Road Water Tank: Dan said that the painting of the Trumansburg Road water tank has started. There was a problem with the valves breaking off, so we will have to get new valves. Both the inside and outside of the tank will be painted. The inside of the tank is painted with a wax substance. East Hill Water Tank: They have started to add the water to this tank. There will be some backfilling needed. Muriel Street and Christopher Circle: Both streets have been repaved and the shoulders will be put on soon. Peter asked about the difference from preventative maintenance and permanent improvement. He would like to have this as an agenda item. Tutelo Park: The pavilion is up and the comfort station and the ball field are almost ready. The ball field will not be ready for use until spring 2007. Raffensperger Pavilion: The pad has been graded and is ready to have the gazebo put on. There are some plantings to be planted also. This should be done within the next two weeks. Cathy informed the Committee that there would be a dedication on July 28. Invitations will be sent soon. Miscellaneous Cathy said that she received a complaint from Judy Steele, Kendal Avenue, saying the road was in bad shape with potholes and deteriorating pavement. She was also concerned about the turn around (triangle) at Kendal Avenue and Pennsylvania Avenue intersection. The deterioration of the road is where Iacovelli's have construction vehicles using it and it should be their responsibility to fix it. Fred said the Town needs to review its Excavation Ordinance. It does not properly address repaving/ restoring pavements. The turn around needs to stay a part of the road because of the garbage trucks. It is gravel because they scrape the ground and it would break up if it were pavement. We could fix the road and invoice lacovelli. If it was not paid, we could assess his sewer bill. Public Works Committee Minutes, June 27, 2006 Page 4 I Cathy and Fred received an e-mail from J. Scott Newton regarding Eastern Heights Park and the partying and trash there. This is an ongoing problem and we have received other complaints. Cathy will reply to this person. Fred asked that the Cornt-nittee review the Rights -of -Way policy at the next meeting. Hanshaw Road: Cathy said that the Village of Cayuga Heights is willing to pay for 20 percent of the cost to construct a sidewalk in the Village along Hanshaw Road. The County has rearranged projects so there will be money to complete the walkway on the Towns portion of Hanshaw Road. The County will be building the road as an 11-foot driving lane and a 4-foot shoulder, but will stripe the road as a 10-foot driving lane and 5-foot shoulder. Coddington Road: The surveyors have been out on Coddington Road. The state approved an 11-foot driving lane, not the 10-foot requested. Cathy was unhappy that the Tompkins County Legislature did not send the State a resolution supporting the 10-foot lane. Fred met with Bill Sczesny, Tompkins County Highway Division, regarding swapping. roads. The swap would be: the Town taking over Pleasant Grove Road and Bundy Road, the County taking over Stone Quarry Road, Burns Road, and the Town's portion of Game Farm Road. The mileage of road is about the same. The Committee discussed Cornell University's plans to rebuild and redirect traffic in the Pleasant Grove Road area. The meeting was adjourned at 10:29 a.m. Im
