Water Line on "t'runiansburg Road
Dan Walker said that theTown has been experiencing son'le probletris with the
Surveying equipment so he does not have an niap ready yet, but he is working on
an design. As you get closer to the city of Ithaca, there are mane ), underground
utilities, Dan is goirig to suggest that the'rown, replace the water line from the
Cayuga Medical Center to Candlewyck Apartments arid talk to the City about
replacing the rest.
[)an said that he is hoping, to have the project out to bid in October.
Sewer on I'lorest Flome Drive
A new sewer line is being put in on Forest Home Drive for Cornell Plantations.
They are now putting in the gas line, TheTown has explained to the contractor
that they will have to repair all damages to the road clue to their construction,

Fred Noteboorn informed the Committee that for several years we have been
talking about swapping roads with'Foinpkins County. We recently received as
MennorandLIM of Understanding froni the County. To 111pkins County is
proposing to swap f1easant Grove Road and BUndy Road (County roads) for
Garne Farni Road and Burns Road (Town roads), This would give the Town 1.05
more rniles of road.
Fred wilt present this to the'Town Board at their August nieeting.

17he Committee asked if %ve could get-, some figures on rriaint(,�nance on each of
the rc)ads.
Fred is going to recommend that the Town take over Br.jrrdy Road but not
Pleasant Grove Road. This would bring clown the additional atmitint of milear _,e
theTown would have to rnaintain.
Sorne of the reasons for swapping the roads include traffic volumes on the roads
and Ganie Farm Road is currently owned by three entities.
Road Maintenance Definitions
Fred presented to the Cotrunittee Ne", York State's definitions of the highway
expense accounts.
Fred said that each January he has to present to thcx I own Board an Agreement
for Expenditures of Money so that the spending of the nioney is turned over to
the Highway Superintendent.
Peter Stein said that he would like to know if we are doing enOLIgh to keep Lip
with the maintenance of theTown's roads, Fred said that we have as paving plan,
which is on Excel. We would like to look into software that WOUld track when
roads need tobe rnaintaine(i and what type of tria i ntena rice it would need. Dan
Suggested that we build the software (data base) using Access.
Fred would like to q.),et the Board members together and tour theTown's roads.
Fred reminded the Committee that when as big construction project (sucl-t as
building a park) conics tip, sorne tinies preverntive maintenance falls behind due
to lack of eirough nian hours.
E'xcavation in Town Roads
Fred explained that theTown'S Current policy was clated in 1965 and needs to be
updated. Ix,)rne of tire rules need to be changed, i.e. the policy requires a $300
deposit for excavation, although we are 110t CUrrently practicing that
requirement.

We need to put something in the policy that says we can levy taxes on the tax
roll, if needed.

Rights -of -Way Policy
Fred was concerned about the draft policy because it mentions compensation.
Although State law says we can, if this issue is left on the policy, there could be
problems with the interpretation of compensation.
Fred will work out the details with Susan Brock to finalize the draft policy.
We might want to consider in -kind services as compensation.
Miscellaneous
Cathy Valentino said that invitations were sent to people who donated to the
Raffensperger gazebo. There will be a dedication on July 28th at 2:00 p.m. It was
posted in the paper.
Cathy said that she would call the Sheriff regarding the damage at Eastern
Heights Park —ruts in the lawn.
The State Parks would like to have the Town create a no parking zone on Sand
Bank Road. The Committee agreed that the State Parks needed to have the gates
(to the parking lot) opened earlier and that a more reasonable fee be charged.
Dan said that he heard that the maintenance station would be taken out and a
pavilion would be built.
