The meeting began at 9:08 a.m.
The October minutes were approved.
The minutes from the January 1.3, 2006, Nvere handed out so that members of the
Committee would have a copy for the special 'Yown Board rac�eting on jartuary
26, 2006. They were not approved and there was a change to be made,
An inforinal discussion on the Flanshaw Road project included not having to
disturb a 250-year-old tree, and that a picket fence will have to be moved.
Cathy Valentin(,) said that she and Dan Walker had a meeting with the Village of
Cayuga Heights officials and they will be putting together a letter of support for
the project and as sidewalk that goes into the Village F .,ayuga
,e of Cayuga Heights, C
f -leights indicated that they would use their own forces to build the sidewalk.
Meet' Dates and "Time for lMg_
A list of the meeting dates and time was handed out. The meeting dates are
scheduled for the fourth 'I"tiesday of the month at, 9:00 a,.r u. and the November
and December rneetitigs will be combined on the first "Tuesday of December,

To clarify this policy, the'Fown needs to establish the difference between rown
owned drainage pipes verstis a resident's. We also need to identify areas (in the
'Town) for open drainage and closed drainage. It was decided that if the Towil
uses our fonds for materials, then it would be aTown owned drainage way. If a
�resident pays for materials, it %vottld be the resident's.

identify what it is, so that we can budget Properly.
Cathy asked that we put an ar,ticle in the Spring newsletter regarding the'rown,s
position on plantings in the Right -of -Way. "I"his will, have to be approved by the
Town Board, so we will revise the policy, bring it back to the Public Works
Conitnittee, and then to the Town Board.

as policy that requires the organization to made as cornmitnient tea the Town via
adopting, as park or road or sornethin�,; like that.
Mike informed the Corninittee that he researched the sigyn laws that the "Town
CUrrently has on the books. Mike said the only legal way to do this is to bring it
before the Zoning Board for as variance, then to the Planning Board for design
approval, then to the "Town Board for their final approval.

the letter.
Petition for Pedestrian -Traffic Road

'The Town Board received as petition requesting as pedestrian traffic light be put
on Warren Road at the walkway near the Dewitt Middle School. The'Fown

Board requested the Public Works Coinmittee to took into this.
This request is for a light that %vould not be at an intersection, 1"red said that lie

we have. Mike said that lie wc)uld talk to Nicole regarding as traffic lighting,

The'Town Board received as reqLICSt to extend the East Ithaca Recreation Way
from mid -way on I fortness Lane (at the bikeway entrance) d o-wit to Slaterville
Road (Route 79). "['his was referre(I to the Public Works Committee to look into
this also.
F'red said that currently there is a 4-foot shoulder there. Fred said there would be
as steep bank to deal with and that there is no sidewalk on Slaterville Road.
Tbe C.'onirnittee discussed that the Fransportation, CoMninittee is currently
studying walkways in the Town. The Public Works Committee decided to refel,
this to the Transportation Cornniitt(T for their input, Mike will follow tip on this,

The staff will review these and then put this on the Town Board's agenda for
February's meeting.
Miscellaneous
Cathy informed the Public Works Department staff that Mark Levine, 109 Park
Lane, has contacted the Town, and he is concerned about how close the William
and Hannah Pew Trail will come to his property. Cathy and Mike Smith
reviewed the drawing and design and informed Mr. Levine that, because of
storm water management,
requirements, the trail is located as far away from his
property as it can go. It appears (from the drawings) that the trail will be at least
15 feet from his property line.
Mike informed the Conm-tittee that a training session has been scheduled for
sometime in April or May regarding ditch maintenance (storm water
management). He will keep Fred informed.
Cathy said that there have been some concerns regarding the plant materials
proposed for screening at the Overlook project. She asked Rich Schoch to meet
with her regarding this.
At the January 26, 2006, Town Board meeting, Tompkins County will make a
representation on the construction project on Hanshaw Road. After that, the
Town Board will be able to ask questions and speak. There will be a public
comment section after that.
Drainage issues (on Hanshaw Road) need to be discussed. It appears in the
County's cost work sheets that they are not putting up any money above the 5
percent local share. The Town feels that it would be reasonable to help out with
at least 250 feet of pipe. Dan pointed out that the Town has to replace our water
line, because of the faulty drainage the County put in above the water line.
When this project is taken to the Transportation Council, should it include a
component for storm water management? We should look at other TIP projects
to see if they included storm water management.
Dan said that the design for the new water line on Hanshaw Road is about 80
percent complete. Because of some of the alignments, we may need to get
easements to do the work.
Cathy said that the new Town attorney, Susan Brock, indicated that the Town
Board could rescind part of a resolution that indicated that the majority of the
resident's wanted a sidewalk.
