This ineeting was devoted to the constrUction on I fanshaw Road.
Ed Marx informed the F)ublic Works Committee that the final design is due to New
York State in February. 'There is a Town, Board meeting on January 26,2006,gat 530 pan.
'The County will schedUle 011C last public hearing after that.
Ed explained that there are sorne issues that need to be worked out. The biggest issue is
that the current scope of the project will come in well over budget. The scope irIClUdes
sidewalks in the Village of Cayugal ieights.
To extendthe sidewalk into the Village of Cayuga Heights will cost between $230,000 to
$350,000. The Committee was not sure if the, Village Of CayUga Heights would be
willing to put ni,ore than $15,000 or $20,000 into it. Ed said that this Avas not part of the
original project, but maybe New York State F)epartrnent of Transportation (NYS DOT)
could help with the funding.
Ed said that another issue is the extra cost for the drainage that was not originally in the
plan. f le felt that beCaLISC of the Town's project on Salem Drive, this was going to caUSC,
more water flow to I lanshaw Road, thus making them put in more drainage to hand te
the flow
Dan Walk(,j-,'I'()Avn f,ng ineer, said that the current systems on flanshaw Road is
inadeqUilt0and that the County's design firma did not have the correct figUres on fl(')IAr
until the 'f'own gave there t() them. Dan idso said that the. '"sawn WoUld not be creating
111,)fv water flow with our project. When the project was designc d, the Engineers used
the flow at 65 (.4m. Dan gave there the figure of 95 efffi.
Ed said that the money that was earmarked for the sidewalk WoUld have to go to the
drainage. It was agreed that the drainage needs to be adequate and needs to be done.
,John Lampirian,'Tompkins County Highway, gave the following presentation:
the plan calls for the driving larres to be W feet wi&.� and the shoulders to be 5 feet
wide. On the north side of the road there would be as 4-foot swale for surface drainage.
'The plan, calls for sidewalks to Sapsucker Woods Road. In sonic! spots the sidewalk
would be very close to the road, this would call fear gutters instead (if the swale.
John said that the inipact onthe landscaping would be mininial with only 9 or 10 small
trees having to be renroveci.
'I'lie plan calls for rebuilding the intersection of Hanshaw Road and Warren Road and
increasing the radii. There WOUld be no) traffic light, just as folrr-Way stop.
Dan said that due to the "Town's project on Salem Drive, the C ottrity would have to
move their input to the east side of Salem I . )rive. John, saidotea the flow of
water from SaletTl Drive, the County will have to put in pipes on, both. sides of the
road —one side will be 30-inchpilau and the other side will be 36-inch pipe. The ditches
will be closed on both sides too. fohri said that if the sidewalks are built then they
would have to put in closed ditches, but could have open, ditches if there is no sidewalk.
John explained the costs associated with this project. The project was approved at $14
million. The design shown at the public hearing in December 1, 2005, showed the costs
of $3.3 million. if you added on sidewalks from, the Village Iiiie to Salem [)rive it would
acid $186,000 to the above figure. If you ellyninate al.1 the sidewalks and associated
landscaping for the sidewalk, it would add only $165,58CI. If ycm added extending the
sidewalk into Cayorga Heights with the retaining wall, it would add $347,900 and
extending the sidewalk without the retaining wall it would cost $233,900. "Fliere would
be an overage of approximately $840,000 (or 20 percent of the project). 1, lie local share
of the project is $168,000 (which is 5 percent of the original projec.t). The 20 percent
overage would have to be fundoM by the local shares. If the sidewalks were not put in,
than there would be no additional cost to they Town.
John explained that if sidewalks were riot part of the project, then the paved shoulder
would be exteri(Jing I foot, on each side.
Jon Kanter said that it WOUI(I be possilAe to ask the Itliaca,-Tonipkins County
Transportation Council to ask for a "I'll"s atnencirnent.
The question was raised as to if we should ask the NYS DOT for all the overage funding
or not. Jon said that the Town's Parks and Open Space Plan does call for a future
bike/pedestrian path from Sapsucker Woods Road to Salem Drive to Cornell
University. There is also a proposal for anew subdivision that would include a
walkway from the Briarwood Drive area to Sapsucker Woods Drive. It was discussed
that sometimes if a municipality is willing to put up more money, and indicated that
this is a project they really want to happen, the State may be more like to help with
funding.
The County has received funding to do a pilot program in walkability studies. The
results could help if applying for future funding.
The Town Board needs to decide the following at their January 26, 2005, meeting: If the
sidewalk should be put in, the parameters of the sidewalk (City line to Salem Drive or
to Sapsucker Woods Drive), and funding issues.
There was a discussion regarding what the community wants in regards to sidewalks
on the road. In the past, there seemed to be quite a bit of opposition until the resident's
were informed that they would not have to maintain the sidewalk. (The Town Board
has approved a resolution supporting the Town"s maintenance of the sidewalk.)
Peter Stein feels that the Town should poll the people on Hanshaw Road to see if the
majority wants a sidewalk or not. There was a resolution put forth that said the Town
would support what ever the majority of the community wanted. Other members of
the Board felt that the public hearings and meetings with the County and residents one
on one was adequate to get the opinions of the residents.
Cathy said that the surveys that were conducted were suspect because the residents'
didn't have all the information needed, such as knowing that the Town would pay for
maintenance.
Herb Engman felt that it should be the Boards decision, not necessarily the majority of
the community. He felt instead of using the polling method, we would need to do a
referendum as money effects the whole Town.
Pat Leary felt that because of the public meetings and the County already had a one-on-
one meetings, that residents have had their opportunity to voice their opinion.
Will Burbank felt that the Board should have some evidence of support (for the
sidewalks) before making a decision. Cathy said that she has a fair amount of letters, e-
mails, etc. supporting the sidewalks.
Peter felt that a poll would be less intimidating than speaking out at a public meeting.
Cathy said that this would be a Public Works Committee decision to do the poll. Peter
is for the poll and Cathy is against it. Because the other voting member of the
Committee is not available, this was defeated.
Cathy said that she would review her correspondence from residents. John Lampman
has agreed to write a review of his correspondence and meetings with residents. Ed
Marx will also.
The format for the January 26, 2006, meeting will include privilege of the floor and
discussion on the Hanshaw Road project. We will put the meeting date on the web site,
in the newspaper and try to do a mailing to the community.
The regular Public Works Committee meetings will be the fourth Tuesday of the month
at 9:00 a.m.
