The rriceting began at 9:00 a.m. The Septen-iber 25, 2006, and October 23, 2006, ineeting minutes were approved. Pennsylvania Avenue and Kendall Avenue Petition The petition from the residents on I'lennsylvania Avenue and Kendall Avenue was presented to the Committee. The Committee decided that the Public Works Department WOUld prepare as plan of action to present to the resident in the Spring 2007. We will also have as walkabifity study done of the neighborhood. During the winter months, the Public Works E)epartnient \vill review the traffic counts in the area and incorporate therm in the plan of action. Cathy Valentino will contact Judy Steele regarding this, and Peter Stein will contact Patty Porter regarding this. Invasive Species at'Tutelo Park Rich Scluxii checked on the Maple trees that are in question and has found out that they are not invasive species. "The'Town's policy on herbicide was reviewed — the Town does not use them. Sorne residents were concerned about the pc)ison ivy that is abundant at the park. Cathy suggested posting sign stating that there is poison ivy in the area. Walkabilitv Studv Tompkins County is working on analyzing SUrveys they received in mid - November. Fred wondered about the status of New York State Parks' Black Diamond Trail project, which is a high priority for Carolyn Peterson, Mayor of the City of Ithaca. Fred has talked to Ed Marks (Tompkins County Public Works) regarding doing some light clearing work on old railroad right of way along Route 89 some ownership issues still exist. Fred said that he has talked to Bill Gray (City of Ithaca Public Works Department) about the City and Town issues of design and implementation. Mike presented another map with more detail of the Emerson section. Mike presented several perspectives about securing sensitive areas within Emerson site by storage tanks with screening, fencing, and landscaping. Visual aids can be helpful to present to Emerson. The Gateway Trail Planning Committee has not met in quite a while. Public Meeting on December 6,200 There will be a public meeting on December 6,2006, at 7:00 p.m., at the Northeast School regarding the northeast drainage study. Dan Walker presented an agenda for the meeting that will include the Town's projects already done, various options that can be used, and the County's construction project on Hanshaw Road. Dan will moderate the meeting, along with Cathy fielding questions. A public input form will be handed out at the meeting to solicit feedback. Dan is anticipating 50 to 75 people there and we will not be reviewing the Lucente proposal because that is the Planning Board's function. Briarwood proposal has four (4) ponds proposed which will keep the amount of storm water runoff as it exists now. The Army Corps. has decided they do have jurisdiction over project. Fred asked what will happen if people ask to discuss the Briarwood development. There is not a preliminary approval so we can tell the public the status/ schedule of the Planning Board process —it is in the developer's hands now. The Town needs to make the public aware that their concerns need to be brought up at a Planning Board meeting in which the final approval is to be voted upon. V, I Public Works Committee Minutes, December 8, 2006 Page 4 k The purpose of this meeting is to address their individual problems with storm water runoff. The Town has done many storm water projects since the original meeting at Dewitt School 11 years ago. There will be a sign -in sheet, someone to take notes, and ask people to write their concerns down on the input form. Creig Hebdon and Kristen Taylor will also attend the meeting. Peter said he would make some opening remarks at the meeting. Miscellaneous The closing of South Hill Recreation Way was discussed. The practice of closing the trail for shot Sun deer season will continue. The meeting was adjourned at approximately 10:30 a.m.
